AN ACT to amend Tennessee Code Annotated, Title 29, Chapter 20, relative to governmental tort liability.

As enacted, prohibits governmental entities or local boards of education from extending immunity granted to independent school bus contractors rather than independent school bus owners and operators for providing school-related transportation services; requires liability insurance coverage in a contract or agreement between a local board of education and an independent school bus contractor for such services to be in an amount sufficient to satisfy applicable law; permits evidence of such coverage to include a certificate of insurance from an insurance provider that lists the local board of education as an additional insured. - Amends TCA Title 29, Chapter 20.

AN ACT to amend Tennessee Code Annotated, Title 18; Title 36 and Title 37, relative to adoption.

As enacted, allows petitioners to include all children in one adoption petition if the petitioners are seeking to adopt more than one child at the same time, unless the court issues a written order finding that it is in the best interest of the children that separate petitions be filed; specifies that the clerk of court must charge only one filing fee for such a petition. - Amends TCA Title 18; Title 36 and Title 37.

AN ACT to amend Tennessee Code Annotated, Section 8-44-110, relative to agendas for meetings of governing bodies.

As enacted, expands the requirement that state and local governing bodies make an agenda available to the public prior to regular public meetings of the body to include the governing bodies of certain nonprofit organizations, including nonprofit community organizations that receive federal funding, nonprofit organizations that receive community grant funds from this state or certain funding from local governments, nonprofit organizations created for the benefit of local governments, and nonprofit organizations that provide the metropolitan government of Nashville/Davidson County with certain utility services; requires, rather than permits, such governing bodies that maintain a website to post the agenda to the website. - Amends TCA Section 8-44-110.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 7; Title 8; Title 13 and Title 66, relative to historic preservation.

As enacted, prohibits the commission, and any other state entity other than the state building commission engaged in the historic preservation of real property, from regulating the renovation, alteration, or demolition of improved public or private real property that is not listed on the Tennessee register of historic places, or taking any adverse action against the owner of such real property, if the real property meets certain criteria. - Amends TCA Title 4; Title 7; Title 8; Title 13 and Title 66.

AN ACT to amend Tennessee Code Annotated, Title 49, Chapter 2; Title 49, Chapter 5 and Title 49, Chapter 6, relative to released time courses.

As enacted, prohibits excusing a student from school to attend a released time course in religious moral instruction during the school year unless certain criteria are met. - Amends TCA Title 49, Chapter 2; Title 49, Chapter 5 and Title 49, Chapter 6.

As enacted, revises present law relative to voting and county election commissions, such as requiring the commission to publish a notice of the location of the provisional counting board, prohibiting the commission from tabulating any marked ballots submitted via the internet, prohibiting voting machines from being connected to the internet, and making other changes. - Amends TCA Title 2.

AN ACT to amend Tennessee Code Annotated, Title 7; Title 9; Title 12; Title 13; Title 66; Title 67 and Title 68, relative to infrastructure development districts.

As enacted, enacts the "Real Estate Infrastructure Development Act of 2025." - Amends TCA Title 7; Title 9; Title 12; Title 13; Title 66; Title 67 and Title 68.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 7; Title 8; Title 38 and Title 68, relative to illegal aliens.

As enacted, requires the centralized immigration enforcement division within the department of safety to provide a report to the chief clerk of each house of the general assembly and the legislative librarian regarding illegal alien criminal activity in this state. - Amends TCA Title 4; Title 7; Title 8; Title 38 and Title 68.

As enacted, revises present law relative to an intercollegiate athlete's name, image, or likeness. - Amends TCA Title 49.

AN ACT to amend Tennessee Code Annotated, Title 38 and Title 58, relative to military decorations.

As enacted, authorizes uniformed law enforcement officers to wear decorations, medals, service medals, and badges awarded to the officers by the armed forces of the United States, the Tennessee national guard, or the state guard during the week prior to Veterans Day and Memorial Day, the day of Veterans Day and Memorial Day, and the day immediately following Veterans Day and Memorial Day. - Amends TCA Title 38 and Title 58.

AN ACT to amend Tennessee Code Annotated, Title 68, Chapter 203, Part 1 and Title 68, Chapter 211, Part 1, relative to environmental regulatory programs.

As enacted, makes various changes related to fees set by the department for environmental regulatory programs; makes changes to the regulation of coal combustion residuals disposal units. - Amends TCA Title 68, Chapter 203, Part 1 and Title 68, Chapter 211, Part 1.

AN ACT to amend Tennessee Code Annotated, Title 40, relative to public safety.

As enacted, requires the clerk of every court having jurisdiction of criminal offenses to include a $12.50 charge in every cost bill, to be remitted to the county government to provide support services for the purpose of promoting public safety at the sole discretion of the district attorney general; takes effect upon two-thirds vote of the county legislative body; requires a district attorney general receiving funding to submit an annual report. - Amends TCA Title 40.

AN ACT to amend Tennessee Code Annotated, Title 39, Chapter 17, relative to the Protect Tennessee Minors Act.

As enacted, removes a definition of "content harmful to minors" from the Protect Tennessee Minors Act. - Amends TCA Title 39, Chapter 17.

AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 3, Part 13; Title 39; Title 40; Title 41; Title 56; Title 62 and Title 67, Chapter 4, Part 8, relative to bail bonds.

As enacted, requires every bondsman licensed in this state to file a quarterly report with the department of revenue detailing the total number of bonds issued by the bondsman in the preceding quarter, the number of bonds issued in each county in which the bondsman operated, and the total amount of the bondsman's liability in each county; requires each clerk of a court that admits defendants to bail to file a quarterly report with the department detailing the total number of bonds accepted from bondsmen and the total amount of the bonds accepted from bondsmen in the preceding quarter; authorizes the department to use the reports to complete audits on the bail bonding tax. - Amends TCA Title 4, Chapter 3, Part 13; Title 39; Title 40; Title 41; Title 56; Title 62 and Title 67, Chapter 4, Part 8.

As enacted, redefines "remediation site" to include a 501(c)(3) nonprofit entity whose main purpose is to promote industrial development and new nuclear development upon dissolution of the existing nonprofit entity. - Amends TCA Title 7, Chapter 53, Part 3.

AN ACT to amend Tennessee Code Annotated, Title 29, Chapter 34, relative to charitable organizations.

As enacted, allows a charitable organization that provides housing to a person whom the charitable organization knows is unlawfully present in the United States to be held liable for a loss, damages, injury, or death resulting from a criminal offense committed by the person who is unlawfully present in the United States while the person is receiving housing services from the charitable organization if the charitable organization's conduct in providing housing constitutes negligence, gross negligence, or willful and wanton misconduct. - Amends TCA Title 29, Chapter 34.

AN ACT to amend Tennessee Code Annotated, Title 49, relative to reporting student reading levels.

As enacted, requires each local board of education and public charter school governing body to develop and implement a policy to provide, with each K-8 student's report card, the student's score on the universal reading screener if administered to the student in the current school year, and the results of the dyslexia screener most recently administered to the student, if applicable. - Amends TCA Title 49.
