Rhode Island H8613 amends the Farmland Preservation Act to prohibit cities, towns, quasi-municipal corporations, and public corporations from assessing existing agricultural operations or land for the extension of water utilities past the property and from imposing connection fees. The act allows agricultural operations to connect to sewer utility extensions at the normal cost of tie-in, excluding infrastructure improvement costs. The protections are nullified if the property is developed or sold to non-qualifying agricultural operations within twenty years. The act takes effect upon passage.
