TAXATION -- LEVY AND ASSESSMENT OF LOCAL TAXES - Allows the waiver of interest on overdue taxes for commercial properties.

EDUCATION -- ESTABLISHMENT OF CHARTER PUBLIC SCHOOLS - Bars the council from granting approval to create or expand a charter school beginning operations in 26-27 school year and bars the state from approving or appropriating funds to a new charter school not approved before July 1, 2025.

EDUCATION -- COUNCIL ON POSTSECONDARY EDUCATION - Provides any student, who meets the requirements of this section, with an exemption from paying nonresident tuition at Rhode Island public universities, colleges, or community colleges.

ALCOHOLIC BEVERAGES -- RETAIL LICENSES - Requires licensed retailers authorized to sell intoxicating beverages to provide a lid to a consumer upon request.

HEALTH AND SAFETY -- COMMERCIAL KITCHEN EXHAUST SYSTEM INSPECTION AND CLEANING, LICENSING AND CERTIFICATION ACT - Establishes the commercial kitchen exhaust system inspection and cleaning licensing and certification act. Requires entities inspecting or cleaning commercial exhaust systems to be licensed and insured.

CRIMINAL PROCEDURE -- CRIMINAL INJURIES COMPENSATION - Under the emergency fund for victims, increases the share of a victim’s total award that may be used for relocation related expenses but not increase total compensation available to a victim.

CRIMINAL PROCEDURE -- CRIMINAL INJURIES COMPENSATION - Permits hit and run victims suffering serious bodily injury to recover under the crime victim compensation program.

PUBLIC UTILITIES AND CARRIERS -- OPERATION OF RAILROADS GENERALLY - Provides that no train or light engine would be used in connection with the movement of freight could be operated unless it had a crew consisting of at least 2 persons, would also include the imposition of fines upon a company for violation of the act.

EDUCATION -- THE NATHAN BRUNO AND JASON FLATT ACT - Directs middle and high schools which issue student identification cards to include on those cards on or before September 8, 2026, contact crisis telephone numbers for suicide prevention and substance use disorder prevention.

BUSINESSES AND PROFESSIONS -- NURSES - Provides and clarifies procedures for the administration of deep sedation and general anesthesia by certain types of nurses.

COURTS AND CIVIL PROCEDURE -- PROCEDURE GENERALLY -- JUDGMENTS, ORDERS, AND DECREES - Requires that notice of a judgment lien be sent within ten (10) business days of the recording of the lien.

COURTS AND CIVIL PROCEDURE -- PROCEDURE GENERALLY -- JUDGMENTS, ORDERS, AND DECREES - Requires that notice of a judgment lien be sent within ten (10) business days of the recording of the lien.

EDUCATION -- FOUNDATION LEVEL SCHOOL SUPPORT - Prohibits participation in federal school voucher tax credit for contributions to scholarship-granting organizations unless both the general assembly and the governor approve such participation.

EDUCATION -- HEALTH AND SAFETY OF PUPILS - Requires the department of elementary and secondary education and DOH to adopt policies, rules and regulations for the administration of seizure rescue medications for children who have been medically identified as having epilepsy/seizure disorder.

EDUCATION -- SCHOOL WASTE RECYCLING AND REFUSE DISPOSAL - Amends certain provisions relative to school waste recycling and refuse disposal and requires reports of waste audits by educational entities and reports of program participation by vendors.

BUSINESSES AND PROFESSIONS -- REAL ESTATE SALES DISCLOSURES - Provides protocols for radon inspection relative to real estate transactions and provides time frames and conditions for testing and mitigation.

ELECTIONS -- CONDUCT OF ELECTION AND VOTING EQUIPMENT, AND SUPPLIES - Requires all write-in votes, regardless of qualification, to be reported and published by the state board of elections, on its website.

HEALTH AND SAFETY -- FOOD-AS-MEDICINE PILOT PROGRAM - Establishes a food as medicine pilot program and task force to be administered by the executive office of health and human services.

CRIMINAL OFFENSES -- UNIFORM ACT ON PREVENTION OF AND REMEDIES FOR HUMAN TRAFFICKING - Requires that all monies received from the payment of fines under the Uniform Act on Prevention of and Remedies for Human Trafficking be deposited into the into the violent crimes indemnity account within the general fund.

LABOR AND LABOR RELATIONS -- WAREHOUSE WORKER PROTECTION ACT - Requires employers to provide each employee of a warehouse distribution center, upon hire, with written description of quotas applicable to the employee within defined time periods and adverse employment action for failure to meet the quota.

PUBLIC OFFICERS AND EMPLOYEES -- RETIREMENT SYSTEM -- CONTRIBUTIONS AND BENEFITS - Allows a police officer to be reemployed by a state agency or department for purposes of working a state-funded detail subject to certain restrictions.
