BUSINESSES AND PROFESSIONS -- VETERINARY PRACTICE - Requires veterinarians to provide consultations to animal owners when a drug is prescribed and dispensed for that annual patient.

HEALTH AND SAFETY -- RHODE ISLAND CLEAN HEAT STANDARD ACT - Establishes the Rhode Island clean heat standards program to implement a system of tradeable clean heat credits.

FOOD AND DRUGS -- UNIFORM CONTROLLED SUBSTANCES ACT - Amends current law on controlled substances to permit psilocybin to be cultivated within a person's residence for personal use and contingent on the Food and Drug Administration (FDA) program, mandates that RI DOH establishes rules regulations.

HEALTH AND SAFETY -- EXTENDED PRODUCER RESPONSIBILITY FOR PACKAGING AND PAPER ACT - Creates the extended producer responsibility for packaging and paper program for the recycling of packaging and paper products.

HUMAN SERVICES -- MEDICAL ASSISTANCE - Requires Medicaid to cover services by licensed certified lactation counselors and EOHHS to oversee and implement the program and track related costs and use. It also ensures reimbursement consistent with similar providers.

TOWNS AND CITIES -- LOW AND MODERATE INCOME HOUSING - Authorizes the town of Johnston, if an aggregate of two hundred fifty (250) or more units should be proposed in comprehensive permit project(s), to enact an emergency moratorium until the permit requirement of § 45-53-4 are amended.

TOWNS AND CITIES -- PROPERTY TAX/RENT FREEZE BILL - Prohibits cities or towns that implement a rent control ordinance from raising property taxes and such prohibition would last for as long as the rent control ordinance is in effect.

PUBLIC UTILITIES AND CARRIERS -- OFFSHORE WIND PROCUREMENT POLICY COMMISSION - Creates the Affordable Clean Energy Security Act which establishes a study of offshore wind in Rhode Island.

MOTOR AND OTHER VEHICLES -- OFFENSES AGAINST REGISTRATION AND CERTIFICATE OF TITLE LAWS - Increases the fines for certain traffic offenses to one hundred dollars ($100) and adds fines of one hundred dollars ($100) for offenses required by law but omitted from the schedule.

TOWNS AND CITIES -- LOW AND MODERATE INCOME HOUSING - Amends the low and moderate income housing act.

EDUCATION -- FEDERAL AID - Establishes a statewide “Healthy School Meals for all” universal school breakfast and lunch program in Rhode Island public schools phased in over 3 years.

TOWNS AND CITIES -- LOW AND MODERATE INCOME HOUSING -- PARKING SPACES - Permits Tiverton to require two parking space for each studio, one-bedroom, or two-bedroom low- or moderate-income housing units upon the determination that limited or no local public transportation or off-street parking availability near these units.

TOWNS AND CITIES -- ZONING ORDINANCES - Allows the town of Johnston to determine its density bonuses based upon its underlying zoning.

GENERAL ASSEMBLY -- JOINT COMMITTEE OF THE REPEALER - Creates the joint committee of the repealer for a term of six (6) years to compile suggestions for repeal of certain statutes, regulations, and executive orders.

TAXATION -- WEALTH PROCEEDS TAX - Imposes a tax equal to four percent (4%) on net investment income, such as interest, dividends, annuities, royalties, capital gains and rental income, of high-income households, estates and trusts, based upon federal guidelines.

EDUCATION -- THE ONWARD WE LEARN SCHOLARSHIP ACT - Requires any remaining funds in the enacted budget from the RI promise scholarship program or the RI hope scholarship program, after Rhode Island college has satisfied all eligible scholarships to be reimbursed to onward we learn.

STATE AFFAIRS AND GOVERNMENT -- THE RHODE ISLAND MEDICAID REFORM ACT OF 2008 - Requires Medicaid to provide coverage for fertility medication, care, and services, for at least 3 cycles of fertility treatment, and intrauterine insemination.

WATERS AND NAVIGATION -- RHODE ISLAND INFRASTRUCTURE BANK - Allows local government recipients of grant funds from the Rhode Island infrastructure bank's OSCAR fund and resilient Rhode Island infrastructure fund to use monies for insurability planning.

FOOD AND DRUGS -- PRESCRIPTION BENEFIT MANAGER ACCOUNTABILITY ACT - Requires prescription benefit managers to approve a specific medication prescribed by a doctor when supported by a notarized medical necessity letter and requires that any denial be reviewed and documented by a licensed medical expert.

ELECTIONS -- NOMINATION OF PARTY AND INDEPENDENT CANDIDATES - Amends several statutes relating to elections and the dates for primaries and dates within which to file nomination papers and object to nomination papers.
