Establishes a study commission to evaluate policies and procurement structures for offshore wind energy in Rhode Island.

The bill creates the Offshore Wind Procurement Policy Commission to study and recommend policies and procurement structures for offshore wind energy in Rhode Island. The commission will evaluate procurement authority, evaluation criteria, multi-state procurement structures, pricing mechanisms, infrastructure needs, workforce development, and a strategic pathway to procure 1,200 MW of offshore wind by 2030. The commission will submit annual reports and the Rhode Island Office of Energy Resources will implement recommendations through rulemaking.
