The Rhode Island Clean Heat Standard Act establishes a program to implement a system of tradeable clean heat credits earned from the delivery of clean heat measures that reduce greenhouse gas emissions. The Department of Environmental Management (DEM) will establish the number of clean heat credits that each obligated party is required to retire each calendar year. Clean heat credits shall be based on the lifecycle CO e emission reductions that result from the delivery of eligible clean heat measures to end-use customer locations in Rhode Island.
