MILITARY AFFAIRS AND DEFENSE -- ORGANIZATION AND COMMAND OF MILITARY AND NAVAL FORCES - Requires an official declaration of war or an action to call forth the state militia by the United States Congress before members of the National Guard may be released from state control to participate in active duty combat.

HEALTH AND SAFETY -- RHODE ISLAND PROGRAM TO ADDRESS ALZHEIMER'S DISEASE - Creates the position of dementia services coordinator within the department of health to coordinate the departments' approach to Alzheimer's disease and other forms of dementia.

PUBLIC UTILITIES AND CARRIERS -- DUTIES OF UTILITIES AND CARRIERS - Establishes a five (5) year moratorium from July 1, 2026, until June 30, 2031, on the RE growth program charge, renewable energy distribution charge and the energy efficiency programs public policy charges on electricity bills.

PUBLIC UTILITIES AND CARRIERS -- OFFSHORE WIND PROCUREMENT POLICY STUDY COMMISSION - Establishes the offshore wind procurement policy study commission.

HEALTH AND SAFETY -- ASSISTED LIVING RESIDENCE LICENSING ACT - Limits the facility's ability to charge rent and fees for a maximum of seven (7) days or until removal of the personal property from the room, whichever occurs first. A violation would constitute a deceptive trade practice.

PUBLIC UTILITIES AND CARRIERS -- THE RENEWABLE ENERGY GROWTH PROGRAM - Repeals the renewable energy growth program.

HEALTH AND SAFETY -- LICENSING OF HEALTHCARE FACILITIES - Amends current law on interpreter services to mandate hospitals provide a certified, interpreter for every non-English speaker, unless there is no national or state certification for a specific language so that a qualified interpreter may be used.

TOWNS AND CITIES -- ZONING ORDINANCES - Limits the development of utility scale solar energy projects.

STATE AFFAIRS AND GOVERNMENT -- ENERGY FACILITY SITING ACT - Expands the review and oversight of regional transmission spending by the energy facilities siting board.

PUBLIC UTILITIES AND CARRIERS -- RENEWABLE ENERGY STANDARD - Amends the obligation of entities to sell at retail to Rhode Island and use customers.

Changes the date of the regional school district financial meeting for the Foster-Glocester regional school district to March 24, 2026.

BEHAVIORAL HEALTHCARE, DEVELOPMENTAL DISABILITIES AND HOSPITALS -- CERTIFIED COMMUNITY BEHAVIORAL HEALTH CLINICS ACCOUNTABILITY AND OVERSIGHT ACT - Creates the certified community behavioral health clinic accountability and oversight act to ensure transparency, fiscal responsibility, and service quality by certified community behavioral health clinics.

PUBLIC UTILITIES AND CARRIERS -- FEDERAL BACKSTOP LANGUAGE - Establishes federal back stop language for any provisions of federal law relating to any of the energy or water conservation standards issued or approved for publication by the office of the United States Secretary of Energy as of January 19, 2025

PUBLIC UTILITIES AND CARRIERS -- SOLAR SITING ADVISORY TASKFORCE - Creates a taskforce to provide recommendations, advice and guidance to help expedite and provide technical assistance with regard to the development of solar energy systems on property owned by the state.

PUBLIC UTILITIES AND CARRIERS -- PUBLIC UTILITIES COMMISSION-NATURAL GAS SUPPLIERS - Requires Rhode Island Energy to enter into at least one long-term contract, for at least a four (4) year period, to procure natural gas pipeline capacity with an interstate pipeline operator.

HEALTH AND SAFETY -- ASSISTED LIVING RESIDENCE LICENSING ACT - Requires annual inspections of those assisted living residences which contain units licensed to treat residents with Alzheimer's disease and other dementias.
