Establishes a commission to evaluate policies and procurement structures for offshore wind development in Rhode Island.

The bill establishes the offshore wind procurement policy study commission to evaluate policies and procurement structures necessary for the long-term development of offshore wind in Rhode Island. The commission will make recommendations on procurement authority, evaluation criteria, multi-state procurement structures, and workforce development needs. The commission will also identify a strategic pathway for Rhode Island to procure 1,200 MW of offshore wind by 2030. The commission will submit annual reports to the governor and the general assembly.
