Establishes the State and Municipal Government Commission to analyze and report on state and municipal policies impacting home rule authority.

The bill creates the State and Municipal Government Commission, consisting of thirteen members appointed by the governor, the speaker and minority leader of the house of representatives, and the president and minority leader of the senate. The commission will analyze and report on proposed state and municipal policies that impact municipal home rule authority, enhance collaboration between state and municipal leaders, and make recommendations to the general assembly and corporations. The commission will meet at least biannually, with a majority of members constituting a quorum.
