Ohio

To amend sections 1345.02, 3901.046, 3905.01, 3906.01, 3906.08, 3907.14, 3925.08, 3964.03, 3964.194, 4509.70, 4513.70, and 4513.71 and to enact sections 1345.82 and 3905.0612 of the Revised Code regarding changes to Ohio insurance laws and certain towed vehicles and repair shop activities.

To amend sections 4511.01, 4511.041, and 4511.25 and to enact section 4511.551 of the Revised Code to establish traffic laws related to lane filtering and lane splitting by certain motorcycle operators.

To amend sections 1716.01 and 5747.01 and to enact sections 1716.22 and 3333.96 of the Revised Code to enact the Health Care Sharing Ministries Freedom to Share Act.

To enact section 5502.72 of the Revised Code to establish the violent crime reduction grant program.

To amend sections 718.01, 718.81, and 718.84 of the Revised Code to remove a five-year limit on municipal income tax net operating loss carry-forwards.

To enact sections 1345.15, 1345.16, 1345.161, 1345.162, and 1345.17 of the Revised Code to require the disclosure of mandatory fees or surcharges in consumer transactions.

To enact section 3704.142 of the Revised Code to eliminate E-Check if the U.S. Environmental Protection Agency determines that Ohio is in attainment with specified ambient air quality standards.

To amend sections 2151.412, 2151.421, 2151.423, 2151.429, 2151.467, 2151.468, 2903.01, 2903.11, 2919.22, 2929.13, 2929.14, 2941.1426, 5153.122, and 5153.16 and to enact sections 2151.4211, 2151.4235, 2151.89, and 5180.09 of the Revised Code to enact the Child Protection Reform Act.

To enact sections 1357.01, 1357.02, 1357.03, 1357.04, 1357.05, 1357.06, 1357.07, 1357.08, 1357.09, 1357.10, 1357.11, and 1357.12 of the Revised Code to create a regulatory relief division within the common sense initiative office and to establish a universal regulatory sandbox program.

To amend sections 5703.42, 5703.52, 5703.60, 5703.70, 5717.01, 5717.011, and 5717.02 and to enact section 5717.021 of the Revised Code to modify the tax enforcement authority of the department of taxation and the board of tax appeals.

To repeal section 9.68 of the Revised Code to restore local authority to generally regulate conduct related to firearms and knives.

To amend sections 3781.06, 3781.061, and 5713.30 of the Revised Code relating to temporary greenhouses and building codes, to establish the Urban Farmer Youth Initiative Pilot Program, to codify certain property tax requirements for agricultural land, and to make an appropriation.

To amend sections 323.12, 323.13, 325.31, 4503.06, 5709.56, and 5713.01 and to enact sections 323.123 and 5705.171 of the Revised Code to modify the law governing property taxes and other local taxes.

To amend sections 5747.98 and 5751.51 and to enact section 5747.88 of the Revised Code to expand a research and development tax credit to apply to the income tax.

To amend section 5709.40 of the Revised Code to allow funding for police and firefighting facilities in tax increment financing arrangements.

To enact section 3727.62 of the Revised Code regarding the use of noncompete provisions in certain health care professional employment contracts with nonprofit hospitals.

To amend section 5739.02 of the Revised Code to exempt certain vending machine food purchases from sales and use tax.

To enact section 9.18 of the Revised Code to require that cash payments to the state and local governments be rounded to the nearest nickel.

To amend sections 3.17 and 3313.11 and to enact section 3313.111 of the Revised Code regarding school district board of education members deployed on active duty in the United States Armed Forces or Ohio National Guard.

To amend section 4501.21 and to enact section 4503.538 of the Revised Code to create the "Blue Star Mothers of America" license plate.

To amend sections 307.37, 715.27, 1312.01, 1312.02, 1506.01, 2711.02, 3709.091, 3718.01, 3718.023, 3781.06, 3781.10, 3781.102, and 4722.01 and to enact sections 3781.1012 and 4722.09 of the Revised Code to apply the residential building code and various other laws to four-family dwellings, to permit certain buildings to have a single stairway exit, and to name this act the Build Smart Act.

To establish the Long-term Care Workforce Study Commission.

To amend section 4517.01 of the Revised Code to exclude semitrailers from the Motor Vehicle Sales Law.

To amend section 1345.21 of the Revised Code to exclude consumer goods service contracts from home solicitation sales regulations.

To amend section 4713.08 and to enact section 4713.47 of the Revised Code to establish a natural hair stylist education grant program and to make an appropriation.
