Authorizing the Carroll County Office of Permits and Inspections to deny the issuance or renewal of a commercial license or permit in the county if the applicant has unpaid personal property taxes except under certain circumstances; and authorizing the Carroll County Office of Permits and Inspections to issue or renew a commercial license or permit if the applicant submits certain evidence that the applicant has paid any previously unpaid personal property taxes.

Repealing a requirement that a printed deed or other instrument offered for recordation include certain margins; and requiring the clerk of the circuit court of a county to date each change or correction made to information in the general alphabetical index on the horizontal line on which the change or correction was made.

Authorizing the governing body of Anne Arundel County to grant, by law, a property tax credit against the county property tax imposed on real property that is located in a Rural Legacy Area, subject to certain land preservation programs, and for which the property owner has sold certain development rights under the Rural Legacy Program; applying the Act to taxable years beginning after June 30, 2026; etc.

Requiring the Maryland Department of Health to provide reimbursement for applied behavior analysis services provided by behavior technicians to Program recipients with autism spectrum disorder under the Maryland Medical Assistance Program; prohibiting, subject to a certain exception, the Department from requiring as a condition of reimbursement that an individual receive a certain certification to provide applied behavior analysis services as a behavior technician to Program recipients; and applying the Act prospectively.

Establishing the Commission on the House of Reformation and Instruction for Colored Children; requiring the Commission to direct and oversee the investigation by contracting with qualified professional experts, universities, research institutions, and independent practitioners; providing exemptions to general laws due to the unique historical nature of the site; requiring a final report from the Commission to the Governor and the General Assembly by December 31, 2029; etc.

Repealing the maximum age for children in certain residential child care programs who receive educational support; requiring operators of certain residential child care programs to provide certain educational opportunities to the children for whom they have legal custody or care and control; requiring that applicants to be child and youth care practitioners undergo certain training; prohibiting an individual who holds a certificate as a residential child and youth care practitioner from being required to complete certain training; etc.

Requiring each public senior higher education institution and community college to submit a report on contraception access to the Maryland Higher Education Commission each year; requiring the Commission to submit a report on contraception access to the General Assembly each year beginning October 1, 2026; and requiring each community college to provide students with access to all methods of over-the-counter contraception.

Authorizing the Board of License Commissioners for Baltimore City to issue a Class 7 micro-brewery license to the holder of a Class B-D-7 license in the 46th alcoholic beverages district, subject to a certain limitation; requiring the Board to establish a standard template for certain memoranda of understanding by January 1, 2027; authorizing certain holders of certain Class D licenses in the 46th alcoholic beverages district to apply for a 7-day sales privilege under certain circumstances; etc.

Requiring the Maryland Police Training and Standards Commission to require entrance-level and in-service police training to include certain training regarding individuals with intellectual and developmental disabilities, dementia, and autism.

Altering certain alcoholic beverages license fee refund requirements to allow for certain members of the National Oceanic and Atmospheric Administration and the Public Health Service to be eligible for a refund of a portion of the license fee; etc.

Adding Class B (on-sale) beer and wine and Class B (on-sale) beer, wine, and liquor licenses to the list of alcoholic beverages licenses for which the prohibition against issuing multiple licenses for the same person or premises in Prince George's County does not apply.

Requiring the Governor to include an appropriation of $450,000 in the annual budget bill for the Growing Family Child Care Opportunities Program for fiscal years 2028 through 2030.

Requiring the State Department of Education to include certain additional information in an annual report submitted to the General Assembly regarding children and foster youth in the State child welfare system; and requiring the State Department of Education, in cooperation with the Department of Human Services, to develop and submit a report to the General Assembly by December 1, 2026, on improving outcomes for students in the State child welfare system.

Updating the name of a certain office from the County Department of Environmental Resources to the Department of Permitting, Inspections, and Enforcement to which the Board of License Commissioners for Prince George's County must provide notice when issuing a Class C per diem beer, wine, and liquor license.

Establishing that certain provisions of law relating to the confidentiality of juvenile police records and court records do not prohibit access to and confidential use of certain records by the Baltimore City Mayor's Office of Neighborhood Safety and Engagement, the Baltimore City Mayor's Office of Children and Family Success, and the Baltimore City Mayor's Office of African American Male Engagement under specified circumstances; requiring certain offices to enter into a memorandum of understanding prior to accessing certain records; etc.

Altering the license fee structure for Class C per diem beer, beer and wine, and beer, wine, and liquor licenses issued by the Board of License Commissioners for Anne Arundel County.

Requiring the establishment of the Intelligent Speed Assistance System Pilot Program by October 1, 2027; requiring individuals whose driver's licenses are subject to certain suspension or revocation to participate in the Program; requiring the Motor Vehicle Administration to issue to participants in the Program a restricted license for the period of suspension and any additional time required; requiring the District Court to ensure that certain entries are included in a certain schedule of fines; etc.

Authorizing the Department of Aging to make grants to nonprofit organizations and area agencies on aging to support social connection for individuals in aging-in-place programs through events or gatherings at multigenerational third places; and defining "multigenerational third place" as a community space other than a personal home or workplace that supports social connection, events, or gathering among individuals of different ages.

Providing collective bargaining rights to nontenure track faculty of system institutions of higher education, Morgan State University, or St. Mary's College of Maryland whose primary assignments involve academic instruction, including teachers, researchers, and department heads and those in comparable positions; and establishing a separate collective bargaining unit for nontenure track faculty.

Altering the calculation of certain funding for the State Library Resource Center for fiscal year 2028 and each fiscal year thereafter.

Repealing the requirement that the Governor include in the annual budget bill a $350,000 appropriation to the State's Consumer Health Information Hub; requiring the Hub to carry out certain duties to the extent funding is available; and repealing the termination date for certain provisions of law related to consumer health information and the State's Consumer Health Information Hub.

Renaming the Office of the Deaf and Hard of Hearing to be the Office of the Deaf, Deafblind, and Hard of Hearing; renaming the Maryland Advisory Council on the Deaf and Hard of Hearing to be the Maryland Advisory Council on the Deaf, Deafblind, and Hard of Hearing; and altering the membership of the Maryland Advisory Council on the Deaf, Deafblind, and Hard of Hearing.

Altering a certain income limitation used to establish eligibility for a property tax credit against the county and municipal corporation property tax imposed on the dwelling house of a certain disabled veteran or surviving spouse; and applying the Act to all taxable years beginning after June 30, 2026.

Applying certain provisions of law relating to the job creation tax credit and certain property tax credits and exemptions for certain members, veterans, and surviving spouses of certain members and veterans of the military, naval, or air service to certain members, veterans, and surviving spouses of certain members and veterans of the space force.
