Requiring the State Tax Sale Ombudsman to develop a process to allow a homeowner to designate a family member or another representative of the homeowner to communicate and work with the Ombudsman on the homeowner's behalf; requiring the dwelling of a homeowner to be withheld from tax sale if the homeowner has a documented terminal illness or medical hardship; increasing the maximum value of a dwelling that a homeowner may reside in and be eligible for the Homeowner Protection Program to $450,000; etc.

Repealing the termination date of certain provisions of law that authorize a county board of education to provide transportation to and from school for certain students using a vehicle other than a certain type of school vehicle under certain circumstances; and requiring the State Department of Education, in consultation with certain entities, to study the current regulations for vehicles other than a certain type of school vehicle and report the results of the review to certain committees of the General Assembly by January 1, 2027.

Altering the minimum commission rate from 10% to 5% of the total premium that the Maryland Automobile Insurance Fund is required to pay to a fund producer of a policyholder to whom a policy is issued for private passenger auto insurance; and prohibiting the Fund from paying a commission to a fund producer for a policy written directly by the Fund without the involvement of a fund producer.

Establishing the Practical Applications of Real Estate Appraisal Grant Program to provide grants to certain individuals with the goal of becoming a real estate appraiser in certain communities; providing the purpose of the Program is to assist in closing appraisal gaps that occur in historically redlined neighborhoods and underrepresented communities; and requiring the Maryland Higher Education Commission to administer the Program.
