Altering the membership of the State Advisory Council on Health and Wellness; requiring certain health occupations boards to grant a certain number of hours for every hour of continuing education for menopause and menopause-associated symptoms; requiring certain insurers, nonprofit health service plans, and health maintenance organizations to provide coverage for the evaluation and management of menopause and menopause-associated conditions; requiring the Maryland Commission for Women to conduct a certain evaluation; etc.

Authorizing supervisory employees of the Baltimore County Public Library to form, join, and participate in an employee organization and engage in certain other activities related to collective bargaining; authorizing certain bargaining units for the employees of the Baltimore County Public Library; and altering certain provisions to provide that an employee may be deemed a certain management employee, rather than a supervisory employee, under certain circumstances.

Repealing the termination date of certain provisions of law that authorize a county board of education to provide transportation to and from school for certain students using a vehicle other than a certain type of school vehicle; and requiring the State Department of Education, in consultation with county boards of education and the Motor Vehicle Administration, to study the current regulations for vehicles other than a certain type of school vehicle and report the results to certain committees by January 1, 2027.

Approving certain projects for the acquisition, development, and improvement of certain academic facilities for the University System of Maryland; authorizing the issuance of bonds by the University System of Maryland in a certain total principal amount for financing the projects; and providing that the bonds are not a debt or obligation of the State or any of its subdivisions.

Requiring that the requirements for the certification of recovery residences established by a credentialing entity prohibit a certified recovery residence from refusing services to an individual receiving medication-assisted treatment for opioid use disorder or requiring an individual to cease receiving or modify how the individual receives medication-assisted treatment for opioid use disorder as a condition to receive services from a certified recovery residence.

Altering the definition of "military-connected student" under the Purple Star Schools Program to conform with certain terms defined under State law; and establishing the Purple Star Colleges Program to recognize certain colleges that provide strong services and support for military-connected students.

Requiring the State Department of Education to make available a professional development course on educator well-being and flourishing to school personnel and administrators on or before July 1, 2027; and requiring the Department to make the course available only if it can be provided at no cost or at a cost comparable to that which the Department pays for providing a commensurate course.

Providing that a certain landlord may not refuse to rent to a prospective tenant who pays rent with the assistance of an income-based housing subsidy under certain circumstances; providing that a violation of a provision of the Act is a discriminatory housing practice and is subject to enforcement by the Maryland Commission on Civil Rights; requiring that a certain landlord of residential real property offer a certain tenant the option of having positive rental payment history reported to a certain consumer reporting agency; etc.

Requiring, beginning in 2026, the Maryland Department of Health to conduct the in-State cost-of-dispensing survey at least every 3 years; and requiring the Department to report the results of the survey to the General Assembly by December 1 in each year the survey is required.

Altering from not more than 7 to not more than 14 days after issuance, the time period during which a temporary protective order is effective: and altering the time period during which a final protective order hearing is to be held to not later than 14 days after the temporary protective order is issued.

Altering the minimum commission rate from 10% to 5% of the total premium that the Maryland Automobile Insurance Fund is required to pay to a fund producer of a policyholder to whom a policy is issued for private passenger auto insurance; and prohibiting the Fund from paying a commission to a fund producer for a policy written directly by the Fund without the involvement of a fund producer.

Increasing from three to five the number of members on the Board of License Commissioners for Worcester County.

Repealing the restriction on the number of wine festival licenses that the Board of License Commissioners for Prince George's County may issue annually; and repealing a prohibition on issuing a wine festival license for use in the 24th legislative district.

Authorizing the holder of a Class 9 limited distillery license to manufacture, rectify, or bottle more than one brand of alcoholic beverage; and authorizing the holder to manufacture or rectify up to 31,000 gallons of product of an entity other than the holder.

Increasing from three to five the number of members on the Board of License Commissioners for Worcester County.

Authorizing a county board of education to consider the provision of educator workforce housing as a school purpose under certain provisions of law; altering the eligible recipients of certain financial assistance and the housing innovation projects the Department of Housing and Community Development shall prioritize for certain financial assistance under the Housing Innovation Pilot Program; etc.

Prohibiting a person from knowingly recruiting, harboring, transporting, or obtaining an individual for the purpose of appropriating the government benefits of an individual for the benefit of the person or another through deception, coercion, exploitation, or isolation; prohibiting a person from aiding, abetting, or conspiring with one or more persons to violate a certain provision of the Act; etc.

Altering eligibility for an exemption from the sales and use tax for the sale of precious metal bullion or coins by repealing a requirement that the sale occur at the Baltimore Convention Center.

Altering the required specifications for a certain prerelease facility for female incarcerated individuals; requiring the Department of General Services to submit a certain timeline of deliverables for the planning, design, and construction of the facility to certain entities; requiring the Commissioner of Correction to make certain services available to certain female incarcerated individuals; and requiring the Department of General Services to provide updates on the progress of the prerelease facility to certain legislative committees.

Authorizing a holder of a barbershop and beauty salon license in Anne Arundel County to provide to a customer on any one visit 1.7 ounces of liquor for on-premises consumption in addition to beer and wine.

Requiring the Maryland Medical Assistance Program and certain insurers, nonprofit health service plans, and health maintenance organizations to provide certain coverage related to orthoses beginning January 1, 2027; clarifying that certain mandated benefits related to prostheses include all prostheses determined by a treating health care provider to be medically necessary for completing daily living activities, essential job-related activities, or performing certain other physical activities; etc.

Altering the Access to Counsel in Evictions Program to expand access to legal representation and other services under the Program to individuals who occupy premises of a mobile home park.

Altering the titles of certain entertainment permits for certain alcoholic beverages license holders in Anne Arundel County; altering the authorized forms of entertainment that certain entertainment permit holders in the county may provide; and adding a 100-foot zoning distance requirement from any residential property applicable to certain entertainment permit holders in the county.

Requiring the approval of a housing development project application by a local regulatory authority or the Maryland-National Capital Park and Planning Commission to be governed only by certain laws and regulations in effect at the time of submission of a complete application; granting the proponent of an approved housing development project certain vested rights related to use and development for the longer of 5 years or a period determined by the local regulatory authority or the Commission; etc.

Requiring a landlord to provide air-conditioning to residential rental units in apartment buildings with 10 or more individual dwelling units in a certain manner beginning June 1, 2026, for newly constructed residential rental units and beginning October 1, 2026, for residential rental units that undergo renovation that includes the replacement or substantial upgrade of electrical systems or heating systems; and applying the Act prospectively.
