OBSCENE MATERIAL AND LEWD MATTER -- Amends existing law to revise the definition of “obscene material” and to revise the definition of “lewd matter.”

PROTECTION OF GRAVES -- Amends existing law to prohibit certain acts regarding graves and to provide exemptions.

TRANSPORTATION -- Amends existing law to provide for a printed copy of a registration card for vehicles.

CODIFIER'S CORRECTIONS -- Amends existing law to make codifier's corrections.

ELECTRICAL, PLUMBING, AND HVAC INSPECTIONS -- Adds to existing law to provide for timely electrical, plumbing, and HVAC inspections and the option for third-party inspections in certain situations.

STATE GOVERNMENT AND STATE AFFAIRS -- Amends existing law to revise and remove provisions regarding flags flown by a governmental entity, to provide a penalty, and to establish provisions regarding enforcement by the Attorney General.

EXECUTION -- Amends existing law to provide that procedures used in an execution shall not be subject to certain provisions of law.

ELECTIONS -- Amends existing law to prohibit certain in-person instruction in schools on election day.

DEPARTMENT OF FINANCE -- Amends and repeals existing law to remove obsolete provisions.

INSURANCE -- Adds to existing law to establish provisions regarding coverage of anticancer medications under health benefit plans.

VIRTUAL CURRENCY KIOSK FRAUD PREVENTION ACT -- Adds to existing law to establish the Virtual Currency Kiosk Fraud Prevention Act.

STATE GOVERNMENT AND STATE AFFAIRS -- Adds to existing law to provide for state sovereignty, jurisdictional presumption, and a limitation on federal power.

ELECTIONS -- Amends and adds to existing law to require certain disclosures by individuals engaged in paid in-person canvasing activities and to revise provisions governing signature gatherers.

EDUCATION -- Amends existing law to revise provisions regarding contract requirements for state-supported medical and veterinary students.

RULE APPROVAL -- SENATE JUDICIARY AND RULES COMMITTEE -- States findings of the Legislature and provides that all temporary and pending rules of the Idaho State Police, the Division of Veterans Services, the Sexual Offender Management Board, and the Office of Administrative Hearings have been reviewed and approved by the Senate Judiciary and Rules Committee, with an exception.

RULE APPROVAL -- SENATE RESOURCES AND ENVIRONMENT COMMITTEE -- States findings of the Senate and provides that all temporary and pending rules of the Idaho Department of Fish and Game, the Idaho Department of Lands, the Idaho Division of Occupational and Professional Licenses, the Idaho Department of Parks and Recreation, the Idaho Department of Water Resources, and the Idaho Department of Environmental Quality have been reviewed and approved by the Senate Resources and Environment Committee, with exceptions.

LEGISLATIVE COMPENSATION -- States findings of the Legislature and encourages the Citizens' Committee on Legislative Compensation to reduce the compensation and expense allowances for legislators serving in the Sixty-ninth Idaho Legislature.

RULE APPROVAL -- SENATE HEALTH AND WELFARE COMMITTEE -- States findings of the Legislature and provides that all temporary and pending rules adopted by the Idaho Commission on Aging, the Idaho Commission for the Blind and Visually Impaired, the Department of Health and Welfare, and the Division of Occupational and Professional Licenses have been reviewed and approved by the Senate Health and Welfare Committee, with exceptions.

INFORMATION TECHNOLOGY SERVICES -- Amends existing law to revise provisions regarding the powers and duties of the Office of Information Technology Services.

DIGITAL IDENTIFICATION -- Adds to existing law to establish provisions regarding limitations on digital identification.

APPROPRIATIONS -- HEALTH AND WELFARE -- PUBLIC HEALTH SERVICES -- Relates to the appropriation to the Department of Health and Welfare for fiscal year 2027.

EDUCATION -- Adds to existing law to provide for the Idaho Student Safety and Educator Disclosure Act.

CAMPAIGN DISCLOSURES -- Amends and adds to existing law to prohibit foreign influence in elections, to require certain reporting, and to restrict the release of certain donor information.

HOUSING -- Adds to existing law to establish provisions regarding starter home subdivisions.

APPROPRIATIONS -- SMEC -- Relates to the appropriation to the Office of Species, Minerals, and Energy Coordination for fiscal year 2027.
