PUBLIC UTILITIES -- Adds to existing law to provide for new large loads.

STATE PROCUREMENT -- Amends, repeals, and adds to existing law regarding the procurement of property by the State of Idaho.

STATE GOVERNMENT -- Amends current law to revise provisions regarding director appointments to certain executive agencies.

COUNTY SHERIFFS -- Adds to existing law to authorize a sheriff's office to seek reimbursement for costs of recapture.

ELECTIONS -- Amends and adds to existing law to require certain disclosures by individuals engaged in paid in-person canvasing activities and to revise provisions governing signature gatherers.

IDAHO REFUGEE AND ILLEGAL ALIEN ACCOUNTABILITY ACT -- Adds to existing law to establish provisions regarding an audit of the resettlement of refugees and to establish provisions regarding the immigration status and nationality of arrested individuals.

COLLEGIATE ATHLETICS -- States findings of the Legislature and urges the United States House of Representatives and Senate to take immediate federal action to restore clarity, consistency, and stability to intercollegiate athletics.

TAXATION -- Amends existing law to extend the Child Tax Credit indefinitely.

INDECENCY AND OBSCENITY -- Adds to existing law to prohibit a person from entering a restroom or changing room of the opposite sex, to provide a penalty, and to provide exceptions.

INVASIVE SPECIES -- Adds to existing law to provide that certain rats are invasive species.

FIRE PROTECTION DISTRICTS -- Amends existing law to revise provisions regarding the residence qualifications for fire protection district commissioners.

MARIJUANA -- States findings of the Legislature and urges the citizens of Idaho to reject any effort to bring the Idaho Medical Cannabis Act to the ballot.

TRAPPING -- Adds to existing law to provide for the checking of wolf traps.

UNMANNED AIRCRAFT SYSTEMS -- Adds to existing law to establish provisions regarding unmanned aircraft systems near Department of Correction facilities.

FISH AND GAME -- Amends existing law regarding lifetime hunting and fishing licenses.

EDUCATION -- Amends and adds to existing law to provide for alternative authorization for administrators and to authorize the use of funds for related mentoring.

CLOUD SEEDING -- Amends existing law to revise provisions regarding cloud seeding.

STATE PROCUREMENT -- Amends existing law to revise provisions regarding cooperative and group discount purchasing.

MEDICAID -- Adds to existing law to establish provisions regarding Medicaid prior authorization exemptions for certain preceptorships.

ELECTIONS -- Amends existing law to remove a provision regarding the preparation of ballots for general elections.

TRANSPORTATION -- Amends existing law to require a person to apply for a driver's license, register vehicles, and obtain a certificate of vehicle title within 30 days of becoming an Idaho resident.

TAXATION -- Amends existing law to eliminate proration of the homestead property tax exemption.

ELECTIONS -- Amends existing law to revise provisions regarding the counting and adjudication of ballots.

EDUCATION -- Amends existing law to revise provisions regarding career technical education certificates.

PARENT AND CHILD -- Amends existing law to provide for parental rights in medical decisions.
