ELECTIONS -- Amends existing law to revise provisions regarding the filing of declarations of candidacy.

ARTIFICIAL INTELLIGENCE -- Adds to existing law to establish the Conversational AI Safety Act.

PROPERTY -- Adds to existing law to provide that certain subdivisions of land are exempt from subdivision requirements.

COMMISSION ON HISPANIC AFFAIRS -- Amends and repeals existing law to remove the Commission on Hispanic Affairs from Idaho Code.

EDUCATION -- Adds to existing law to provide for the establishment of the Idaho High-Needs Student Fund.

HOUSING -- Adds to existing law to establish provisions regarding regulation of twin homes and duplexes.

APPROPRIATIONS -- DEPARTMENT OF PARKS AND RECREATION -- Relates to the appropriation to the Department of Parks and Recreation for fiscal years 2027 and 2026.

MOTOR VEHICLES -- Amends existing law to provide for an exception for licensed dealers in Idaho for a manufacturer or distributor with a manufacturer-owned or distributor-owned dealership.

ACCESSORY DWELLING UNITS -- Amends and adds to existing law to revise provisions regarding prohibitions against restrictive covenants banning accessory dwelling units and to establish provisions regarding accessory dwelling units in the Local Land Use Planning Act.

CASH ROUNDING -- Amends and adds to existing law to provide certain provisions regarding cash rounding.

STATE CONTROLLER -- Amends existing law to remove obsolete provisions.

IDAHO WOMEN'S COMMISSION -- Repeals existing law relating to the Idaho Women's Commission.

IDAHO TRANSPORTATION DEPARTMENT -- FUNDING -- Relates to the funding of the Idaho Transportation Department for fiscal year 2027.

ELECTIONS -- Amends existing law to add certain requirements for an affidavit in lieu of personal identification.

CELL-CULTIVATED ANIMAL PROTEINS -- Adds to existing law to establish provisions regarding cell-cultivated animal protein labeling, oversight, and penalties.

RULE APPROVAL -- SENATE COMMERCE AND HUMAN RESOURCES COMMITTEE -- States findings of the Legislature and provides that all temporary and pending rules of the Idaho Department of Insurance, the Division of Occupational and Professional Licenses, and the Department of Commerce have been reviewed and approved by the Senate Commerce and Human Resources Committee, with an exception.

PUBLIC OUTDOOR TARGET RANGES -- Amends and adds to existing law to establish provisions for the opening of the shotgun sporting complex adjacent to Farragut State Park.

TRANSACTIONS -- Amends and adds to existing law to establish provisions regarding programmable money.

AGRICULTURAL PESTS -- Amends existing law to revise provisions regarding agricultural pests.

PROPERTY RIGHTS -- Adds to existing law to establish provisions regarding property rights protection.

APPROPRIATIONS -- DEPARTMENT OF LANDS -- Relates to the appropriation to the Department of Lands for fiscal years 2026 and 2027.

INFANTS AND NEWBORNS -- Adds to existing law to establish provisions regarding hearing loss screening.

APPROPRIATIONS -- DEPARTMENT OF ADMINISTRATION -- PERMANENT BUILDING FUND -- Relates to the appropriation to the Department of Administration for the Division of Public Works for fiscal year 2027.

MUNICIPAL CORPORATIONS -- Adds to existing law to provide for an administrative process for certain land divisions.

WORKFORCE DEVELOPMENT COUNCIL -- Amends and repeals existing law to provide for the consolidation of the Idaho STEM Action Center into the Workforce Development Council.
