Requiring that certain health insurance policies issued, amended, delivered, or renewed on or after a specified date provide specified minimum coverage for breast cancer screening and diagnosis; requiring that certain health insurance policies issued, amended, delivered, or renewed on or after a specified date provide specified minimum coverage for breast cancer screening and diagnosis; requiring that certain health benefit plans issued on or after a specified date provide specified minimum coverage for breast cancer screening and diagnosis; requiring that certain health maintenance contracts issued or renewed on or after a specified date provide specified minimum coverage for breast cancer screening and diagnosis, etc.

Proposing an amendment to the State Constitution to revise the percentage of elector votes required for approval of an amendment to or a revision of the State Constitution from at least 60 percent to a simple majority vote of the electors voting on the measure, etc.

Prohibits local governments from imposing certain cybersecurity standards or processes on vendors; defines "vendor"; prohibits local governments from adopting or enforcing certain cybersecurity standards or processes; provides that local government, covered entity, or third-party agent that complies with certain requirements is not liable in connection with cybersecurity incident; requires covered entities & third-party agents to implement revised frameworks, standards, laws, or regulations.

Creating the People's Relief Program within the Department of Children and Families; providing a purpose for the program; requiring the program to provide assistance in the form of grants to certain residents under specified conditions; providing program eligibility requirements for individuals, etc.

Providing for the relief of Reginald Jackson by the City of Lakeland; providing an appropriation to compensate Mr. Jackson for injuries and damages sustained as a result of the negligence of Mike Cochran, a police officer with the Lakeland Police Department; providing a limitation on the payment of compensation and attorney fees, etc.

Revises requirements for board of county commissioners salary formula to apply to noncharter counties; provides for determination of salaries of members of boards of county commissioners of certain counties; requires referendum for board of county commissioners to increase salary, retirement benefits, or other compensation paid to its members; requires referendum election costs to be paid by county; requires referendum for governing body of municipality to increase salary, retirement benefits, or other compensation paid to its members; requires referendum election costs to be paid by municipality; requires referendum for governing body of special district to increase salary, retirement benefits, or other compensation paid to its members; requires referendum election costs to be paid by special district.

Providing that participation in the Senior Management Service Class of the Florida Retirement System is compulsory for each district's assistant regional counsel supervisors, beginning on a specified date, etc.

Requires certain sewage disposal facilities to submit specified reports to DEP; requires DEP, in consultation with water management districts & sewage disposal facilities, to submit specified reports to Governor & Legislature & post such reports on its website.

Requiring the clerk to retain certain funds or deposit the funds into the fine and forfeiture fund; authorizing the Florida Clerks of Court Operations Corporation, on behalf of the clerks, to submit a request for reimbursement to reimburse the clerks for filing certain petitions, orders, appeals, and summons; authorizing the clerk to be reimbursed for certain fees and charges, etc.

Requiring, subject to legislative appropriation, each district school board to adopt rules to require the display of portraits of George Washington and Abraham Lincoln at each public school in the district; requiring the Department of Education to select the portraits and make them available to each school district, etc.

Exempts employer from state minimum wage requirements for specified employees; prohibits certain work-based learning opportunities from lasting longer than specified timeframe; authorizes employees to voluntarily opt out of state minimum wage requirements by signing waiver; prohibits employer from coercing employee into opting out of state minimum wage; provides requirements for waiver to be effective for minor employee; requires employers to pay employee at or above federal minimum wage; requires employee to be paid at or above state minimum wage at expiration of work-based learning opportunity.

Prohibiting a charitable organization that accepts a contribution pursuant to a written donor-imposed restriction from violating the terms of that restriction; requiring a charitable organization to notify a donor, or a donor's legal representative, if it cannot fulfill a term in the endowment agreement and offer the donor, or the donor's legal representative, an alternative solution that closely matches the initial term in such endowment agreement; prohibiting a state agency or a state official from imposing any annual filing or reporting requirements on certain organizations regulated or exempted from regulation under ch. 496, F.S., which are more burdensome than the requirements authorized by state law, etc.

Prohibits payment adjudicators from downcoding health care services under certain circumstances; requires health insurers to ensure that their downcoding policies are updated & to ensure compliance with specified provisions on downcoding; authorizes investigations & actions against noncompliance; provides certain presumption in favor of physicians' determination regarding patients' diagnoses & service orders; provides calculations of interests on health insurers' nonpayment & underpayment due to downcoding; provides causes of action for health care providers; prohibits utilization review entities from implementing new requirements, restrictions, & changes on prior authorizations under certain circumstances; provides requirements for adverse determinations made by such entities on health care providers' claims; revises requirements & timeframes for responses from health insurers & HMOs to submitted claims.

Requires DMS to provide coverage for treatment & management of obesity for state group health insurance policies issued after specified date; provides coverage criteria; requires department to adopt eligibility criteria by specified date; provides reporting requirements.

Provides that limited liability company or corporation, foreign or domestic, may designate its registered agent's address as principal office of such company or corporation; requires that certain limited liability companies or corporations, foreign or domestic, provide DOS with physical address of named member or manager of such company or corporation.

Increasing the number of circuit judges in certain judicial circuits; increasing the number of county court judges in certain counties, etc.

Requires, beginning on specified date, that newborns to be screened for biliary atresia; requires DOH to consult with Genetics & Newborn Screening Advisory Council before adopting certain rules; requires department, by specified date, to implement certain education campaign relating to biliary atresia.

Provides immunity from civil liability for federal firearms licensees operating lawfully in this state for acts or omissions relating to firearm hold agreements; provides exception.

Authorizing certain persons to rescind a contract for public adjuster services; clarifying the acts that may subject a public adjuster or public adjuster apprentice to discipline; authorizing certain persons to rescind a contract for public adjuster services, etc.

Requires state universities & FCS institutions to waive tuition & fees for sheriff's office employees; provides requirements for waiver of tuition & fees for sheriff's office employees; & provides requirements for person to be considered sheriff's office employee.

Authorizing a judge to issue an arrest warrant or issue a summons or a notice to appear in lieu of an arrest warrant under specified circumstances if a complaint alleges only the commission of a misdemeanor offense; authorizing, rather than requiring, a trial court judge to issue a summons under specified circumstances when a complaint is for a misdemeanor that the trial court judge is not empowered to try summarily; expanding the circumstances under which an arrest by an officer without a warrant is lawful to include when there is probable cause to believe that a person has committed a criminal act in violation of an injunction for protection against stalking or cyberstalking or has committed an act that constitutes driving under the influence or boating under the influence, etc.

Requires Office of State Courts Administrator to establish pilot program beginning on specified date; provides appropriation; requires office to prepare & publish on its website annual family court report card of each judge who presides over family law proceedings in each judicial circuit beginning on specified date; requires office to maintain publicly accessible online database of report cards & certain statewide summaries; requesting Supreme Court to adopt rules.

Citing this act as the "Disability Awareness and Inclusion Education Act"; authorizing the Department of Education to create the Disability Awareness and Inclusion Education Program; authorizing the department, in consultation with certain advocates, educators, and experts, to develop and make available disability awareness instruction; authorizing the department to award grants, subject to legislative appropriation, etc.
