Revising a specified finding that a taxing authority must make in order to elect not to exempt certain property from certain ad valorem taxation; authorizing certain property owners in a multifamily project to apply for and continue to receive an exemption, etc.

Citing this act as the "Fostering with Dignity Act"; requiring the Department of Children and Families to provide certain children with luggage for certain purposes; requiring the department to collaborate with certain entities and pursue strategic partnerships for specified purposes; authorizing the department to solicit and accept gifts, grants, and donations from any source for certain purposes, etc.

Revising the definition of the term "retention"; requiring reimbursement contracts to contain a promise by the State Board of Administration to reimburse the insurer for applicable loss adjustment expenses; requiring that, for contracts and rates effective on or after a specified date, the loss adjustment expense included be a specified amount, etc.

Prohibits manufacturer from certain actions relating to operator data; provides exceptions; prohibits manufacturer from certain actions relating to personal identifying information; requires manufacturer to provide motor vehicle owner with access to & control of operator data; requires manufacturer to create certain interface; provides reporting requirements; requires DHSMV, in consultation with specified entities, to establish at least one standard for interface by specified date; requires DHSMV to review & revise standard or standards by specified date & at specified intervals; provides that violation of certain provisions is unfair & deceptive trade practice; requires DHSMV to adopt rules.

Defining the term "large-scale county destination marketing organization"; requiring large-scale county destination marketing organizations to register with the Department of State; requiring a one-to-one match of private to public contributions to fund large-scale county destination marketing organizations, etc.

Preempts regulation of auxiliary containers to state; authorizes rules, regulations, & ordinances restricting use of glass auxiliary containers within boundaries of public beach or state park; authorizes Division of Recreation & Parks to regulate auxiliary containers within state parks.

Providing an exemption from public records requirements for the home addresses, telephone numbers, dates of birth, and photographs of current legal assistants employed by the office of the public defender and the office of criminal conflict and civil regional counsel and the personal identifying and location information of the spouses and children of such legal assistants; providing for future legislative review and repeal of the exemption; providing for retroactive application of the exemption; providing a statement of public necessity, etc.

Provides that specified exemptions apply to licensed & unlicensed veterinary technicians; revises membership of Board of Veterinary Medicine; provides requirements for licensure of veterinary technicians; provides continuing education requirements for renewal of licensed veterinary technicians' licenses; prohibits certain persons from taking specified actions relating to licensure of & use of titles of licensed veterinary technicians; provides criminal penalties; provides grounds for disciplinary actions against applicants for licensure & licensed veterinary technicians; authorizes board to take specified actions against certain persons; provides for reissuance of license to veterinary technician; provides scope of practice relating to licensed veterinary technicians; authorizes veterinary technicians to provide specified services; authorizes supervising veterinarians to delegate specified responsibilities to licensed veterinary technicians; prohibits licensed veterinary technicians and veterinary assistants from taking specified actions or identifying themselves as specified persons.

Creates exemption from specified taxes for sales of certain new motor vehicles made to specified veterans; requires DOR to provide certificate of exemption for specified purpose; authorizes DOR to adopt emergency rules.

Removes requirement that Governor consider certain appointees; removes provisions relating to minority participation for lottery retailers; provides for equal employment opportunity; prohibits hiring manager from engaging in certain employment practices; authorizes certain persons to file complaints with Attorney General; revises personnel rules of DMS.

Defining the terms "ACH payment" and "electronic payment"; authorizing holders of retail installment contracts and their agents to collect fees for processing electronic payments made by motor vehicle retail buyers under certain circumstances, etc.

Requiring the office to create specified reports on insurers, licensees, registrants, and their related entities, including the compensation of their executive officers; requiring the office to use a reliable and up-to-date methodology and software to create specified reports and review such methodology and software for accuracy; specifying that certain data are not considered trade secrets and may be used for certain purposes, etc.

Revises conditions upon which DHSMV must include certain symbol on ID cards & driver licenses; requires DHSMV to issue ID cards & driver licenses that include certain symbol without charging specified fee; requires that ID card & driver license applications indicate whether applicant has obtained FL boating safety ID card &, if so, that copy of card be submitted with application; requires courts to order mandatory placement of ignition interlock devices upon certain vehicles & vessels; provides mandatory minimum term of imprisonment for BUI manslaughter; revises substance abuse education, evaluation, & treatment requirements for certain persons; requires person convicted of certain BUI violations to maintain specified insurance policy; requires that all persons, rather than only persons born on or after specified date, have specified ID in their possession while operating vessel; revises required components of FWCC's boating safety education course & temporary certificate examination; revises & provides various penalties relating to vessels.

Requires original equipment manufacturers to make available documentation, embedded software, firmware, parts, & tools required to service mobility devices & parts of such devices; requires original equipment manufacturers of mobility devices with electronic security locks to make available any special documentation, embedded software, firmware, parts, & tools required to access & reset locks when disabled in course of service; provides that original equipment manufacturers are not required to divulge trade secrets; limits liability of original equipment manufacturers & authorized repair providers.

Requiring that the employer contribution rate for certain optional retirement programs be equal to the employer contribution rate for the Florida Retirement System Investment Plan, etc.

Creating the "Reproductive Freedom Act"; establishing the fundamental right to reproductive health care; providing that every individual has a fundamental right to make autonomous decisions about the individual's own reproductive health; prohibiting the state from denying or interfering with an individual's right to access reproductive health care; prohibiting such state and local entities from penalizing, prosecuting, or otherwise taking adverse action against an individual for exercising specified rights, or against an individual for assisting another in exercising such rights, etc.

Requires state to provide paid parental leave to certain employees for specified period of time; prohibits state from requiring that employee use his or her annual or sick leave for paid parental leave; provides that employee is entitled to accumulate specified benefits during such leave; prohibits state from refusing to grant such leave.
