Providing that a professional services contract between a design professional and a contracting party, rather than between a design professional and a public agency, may require the design professional to indemnify and hold harmless the contracting party, and its officers and employees, only against certain liability and damages; specifying that a professional services contract must require a design professional to perform to a certain level of professional skill and care; prohibiting a professional services contract from subjecting a design professional to a different standard of care, etc.

Provides exemption from public records requirements for personal identifying & location information of current state attorney & Office of Statewide Prosecution nonlegal support staff & spouses & children of such nonlegal support staff; provides for legislative review & repeal of exemption; provides for retroactive application of exemption; provides statement of public necessity.

Creates Experimental Treatment Access Trust Fund for specified purposes; authorizes licensed experimental treatment centers to contribute specified amount to trust fund or provide specified care at no cost; provides for termination of trust fund.

Renaming the "Florida Health Choices Program" as the "Florida Employee Health Choices Program"; revising eligibility and participation requirements for vendors under the program; revising the types of health insurance products that are available for purchase through the program; deleting exemptions from certain requirements of the Florida Insurance Code under the program, etc.

Prohibiting the Department of Children and Families from deeming the results of a home study unfavorable under certain circumstances; prohibiting the removal of a child from certain placement due to the child and his or her custodian or parent temporarily residing in a certified domestic violence center if certain requirements are met; prohibiting a court from making a certain finding solely due to a parent temporarily residing in a certified domestic violence center, etc.

Defining the terms "serious violence by a known person" and "serious bodily injury"; creating a cause of action for an injunction for protection in cases of serious violence by a known person; prohibiting the clerk of the court from assessing a fee for the filing of such injunction for protection; requiring the clerk of the court to electronically transmit copies of specified documents within a certain timeframe after a court issues such injunction for protection; requiring law enforcement officers to accept a certified copy of such injunction for protection from the petitioner and immediately serve it upon a respondent, etc.

Revises boundaries of district; revises provisions relating to revenue collections & to systems, facilities, & services.

Provides that it is a violation of specified provisions to fail to acknowledge public records request promptly & respond to such request in good faith; revises various provisions relating to custodians of public records, agencies, fees, & penalties; requires written, detailed cost estimate be provided upon request to persons seeking to inspect or copy public record; requires courts to assess specified costs, fees, & penalties.

Requiring the Florida Commission on Offender Review, in conjunction with the Department of Corrections, to establish the conditional geriatric release program; requiring the commission to consider any evidence relevant to public safety; authorizing the commission to consider the continued cost to the department to house the inmate, etc.

Revising the powers and duties of the Department of the Lottery; revising the information required to be provided to the department by persons who submit a bid, a proposal, or an offer to negotiate a contract for major procurement; authorizing the Division of Security's sworn law enforcement officers to purchase and present lottery tickets to a lottery retailer to claim a prize under certain circumstances; prohibiting certain false claims relating to state lottery tickets, etc.

Providing that district school boards are not subject to the requirements for rules in chapter 120 when making and adopting rules with public input at a public meeting; authorizing a student to carry a United States Food and Drug Administration (FDA)-approved epinephrine delivery device, rather than an epinephrine auto-injector; revising requirements for attendance reporting by private prekindergarten providers; revising required instruction on the principles of agriculture; providing that completion of 2 years of marching band satisfies two specified credit requirements, etc.

Authorizes holders of retail installment contracts & their agents to collect fees for processing payments made by motor vehicle retail buyers under certain circumstances.

Specifies that risk retention groups registered to do business in this state are insurance companies authorized to do business in this state.

Provides requirements for commercial motor vehicle operators; requires sworn law enforcement officers with certain authority to take into custody persons determined to be unauthorized aliens operating commercial motor vehicles & facilitate transfer of such persons into custody of federal immigration agency; requires impoundment & removal of commercial motor vehicle; requires such officers to immediately provide certain notification & information to FHP; provides that motor carriers are liable for certain civil penalties; prohibits release of certain impounded commercial motor vehicles unless certain penalties are paid or bonds are posted & certain costs are paid; requires Office of Commercial Vehicle Enforcement to issue certain out-of-service orders; authorizes office to issue such orders to & impose civil penalties upon motor carriers; provides that certain motor carriers are subject to certain penalties; requires approval of such orders by director of Division of FHP or his or her designee; provides circumstances under which such orders may be removed; provides for payment of certain penalties to CFO, who shall credit funds to State Transportation Trust Fund for distribution to FHP to fund certain training & technology.

Urging the alignment of condominium lending guidelines among all states and eliminating the disproportionate down payment requirements that uniquely burden Florida homeowners, etc.
