AN ACT to amend Tennessee Code Annotated, Title 24, Chapter 7 and Title 39, relative to victim testimony.

As introduced, adds a rebuttable presumption that the criteria for a child victim to testify by two-way closed circuit television in a criminal matter involving certain offenses are met if the child is under 13 years of age. - Amends TCA Title 24, Chapter 7 and Title 39.

AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 3; Section 10-7-504 and Title 39, Chapter 17, Part 13, relative to the "Tennessee Voluntary Do Not Sell Firearms Act."

As introduced, enacts the "Tennessee Voluntary Do Not Sell Firearms Act," which permits a person to voluntarily waive their firearm rights through filing a waiver with the clerk of the circuit court in the county of the person's residence; specifies procedures the clerk, TBI, and department of safety must follow upon receipt of a waiver. - Amends TCA Title 4, Chapter 3; Section 10-7-504 and Title 39, Chapter 17, Part 13.

AN ACT to amend Tennessee Code Annotated, Title 56 and Title 71, relative to contraception.

As enacted, expands the definition of a health benefit plan; requires a health benefit plan that amends, renews, or delivers a policy of coverage on or after January 1, 2026, and that provides coverage for prescription contraceptives, to provide coverage for a 12-month refill of contraceptives obtained at one time by an insured person. - Amends TCA Title 56 and Title 71.

As enacted, requires county legislative bodies to adopt local rules of procedure within 90 days of convening a newly elected county legislative body by majority vote; requires a two-thirds vote to change such rules; specifies Robert's Rules of Order as the default rules of procedure for county legislative bodies. - Amends TCA Title 5.

AN ACT to amend Tennessee Code Annotated, Title 7; Title 8; Title 50 and Title 56, relative to disability benefits for arson investigators.

As enacted, expands the applicability of the presumption that a firefighter's cancer was caused by the firefighter's employment to include arson investigators. - Amends TCA Title 7; Title 8; Title 50 and Title 56.

AN ACT to amend Tennessee Code Annotated, Title 40 and Title 41, relative to the sentencing of criminal defendants.

As introduced, increases from one year to three years the amount of time a defendant receiving a split sentence of confinement and probation may be required to serve a portion of the sentence in continuous confinement in the local jail or workhouse; specifies that the state is responsible for all costs of incarceration after the first year. - Amends TCA Title 40 and Title 41.

As enacted, requires a fiduciary's sworn accounting of receipts and expenditures filed annually with the court supervising a guardianship or conservatorship to include the date of the fiduciary's last contact with the person with a disability. - Amends TCA Title 34.

AN ACT to amend Tennessee Code Annotated, Title 2 and Title 8, relative to public office.

As enacted, prohibits an individual holding an elected office of a local government from holding another elected office in this state at the same time; grandfathers individuals holding more than one office presently until the terms expire; clarifies that such prohibition does not apply to an office in a political party's state executive committee. - Amends TCA Title 2 and Title 8.

AN ACT to amend Tennessee Code Annotated, Title 17, Chapter 5 and Title 36, relative to marriage.

As introduced, states that private citizens and organizations are not bound by the Fourteenth Amendment or the Supreme Court’s decision in Obergefell v. Hodges to recognize a marriage between individuals of the same sex; prohibits the board of professional responsibility from disciplining or sanctioning an attorney for declining to officiate a marriage between two persons of the same sex. - Amends TCA Title 17, Chapter 5 and Title 36.

AN ACT to amend Tennessee Code Annotated, Title 5, Chapter 1, Part 2; Title 5, Chapter 9, Part 4 and Title 8, Chapter 20, Part 1, relative to county budgeting authority for sheriffs.

As introduced, prohibits the county legislative body of a county with a charter form of government from adopting a budget that reduces the budget for the sheriff below the budgeted amount for the previous fiscal year unless the reduction is approved in writing by the sheriff; authorizes a sheriff to approve or disapprove a budget amendment that would reduce personnel, operational, or capital expenditures below the level proposed by the sheriff; authorizes the county legislative body to override the sheriff's disapproval by a two-thirds vote. - Amends TCA Title 5, Chapter 1, Part 2; Title 5, Chapter 9, Part 4 and Title 8, Chapter 20, Part 1.

A RESOLUTION to propose an amendment to Article I, Section 26 of the Constitution of Tennessee, relative to the right to keep and bear arms.

Proposes an amendment to Article I, Section 26 of the Constitution of Tennessee to enshrine permitless carry in this state by clarifying that citizens have a right to keep and bear arms in public without a permit or license and to delete provision that authorizes the legislature to regulate the wearing of arms with a view to prevent crime.

As introduced, authorizes the attorney general and reporter to submit the required annual report regarding the activities of the consumer affairs division in the office of the attorney general and reporter to the general assembly electronically. - Amends TCA Title 29; Title 37; Title 39 and Title 47.

AN ACT to amend Tennessee Code Annotated, Title 38; Title 39 and Title 40, relative to law enforcement activity.

As introduced, requires a law enforcement officer initiating a traffic stop or pedestrian stop, on or after January 1, 2026, to inform the person stopped of the reason for the stop before engaging the person in questioning related to an investigation of a possible criminal offense or traffic violation; permits the officer to withhold such information if the officer believes that doing so is necessary to protect life or property from an imminent threat. - Amends TCA Title 38; Title 39 and Title 40.

AN ACT to amend Tennessee Code Annotated, Title 9; Title 45; Title 47, Chapter 50; Title 47, Chapter 18 and Title 67, relative to cash transactions.

As enacted, authorizes a private entity that is engaged in business with the public and accepts cash payments to round off all figures used in the transaction amount to the nearest nickel, if exact change is not available; authorizes a financial institution that provides currency in exchange for a payment instrument received to round off all figures used in the transaction amount to the nearest nickel, if exact change is not available. - Amends TCA Title 9; Title 45; Title 47, Chapter 50; Title 47, Chapter 18 and Title 67.
