COURTS AND CIVIL PROCEDURE -- PROCEDURE IN PARTICULAR ACTIONS -- DEATH BY WRONGFUL ACT - Expands the statute of limitations with respect to any wrongful act resulting in the death of a child in utero or within six (6) months after the birth of the child, to ten (10) years after the death of the child.

HUMAN SERVICES -- MEDICAL ASSISTANCE - Disregards the limitations on trusts if the person has purchased long-term-care-insurance with a coverage payout amount equal to the average cost of long-term care in the State of Rhode Island.

STATE AFFAIRS AND GOVERNMENT -- STATE EMBLEMS - Designates as the state music, the genre of rhythm and blues which contain elements of pop, soul, funk, hip-hop, and electronic music.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Raises the gross weight of a vehicle eligible for reserve forces plates from 8,500 lbs. to 12,000 lbs. with US flag on the plates. Proof of honorable discharge to be provided to DMV.

EDUCATION -- COOPERATIVE SERVICE AMONG SCHOOL DISTRICTS - Amends the composition of the Urban Collaborative and provides that the collaborative be governed by a board of trustees.

COMMERCIAL LAW -- GENERAL REGULATORY PROVISIONS -- PATIENT BROKERING ACT - Prohibits the practice of patient brokering and provides monetary penalties and enforcement by the office of the attorney general.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Repeals the authorization for issuance of special registration plate for Mr. Potato Head. Currently issued plates, as long as continuously registered to the current vehicle would remain valid.

HEALTH AND SAFETY -- TRUTH IN FOOD DISCLOSURE LAW - Requires 50% reduction in the amount of added sugars in all liquid beverages sold in Rhode Island on and after January 1, 2030.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Establishes a motor vehicle license plate to honor Governor Roger Williams.

HEALTH AND SAFETY -- RETAIL ESTABLISHMENTS-VEHICLE SAFETY BARRIERS - Requires commercial property owners to install vehicle barriers at their retail establishments when new construction or renovations are being done and permits insurers to consider the installation to provide a discount on the owner's insurance policy.

TAXATION -- PROPERTY SUBJECT TO TAXATION - Authorizes a municipality to adopt by local ordinance, a veterans' property tax exemption to any veteran, who was honorably discharged, or discharged under conditions other than dishonorable, regardless of dates or periods of service.

PROPERTY -- RESIDENTIAL LANDLORD AND TENANT ACT - Grants tenants that are the victim of various forms of abuse including, but not limited to, sexual and domestic abuse and stalking, the right to terminate a lease agreement early without penalty or liability for rent.

TOWNS AND CITIES -- ZONING ORDINANCES - Changes the per-unit fee structure of affordable housing to 150 % of the cost of developing a single-family home or a condominium unit.

EDUCATION -- CAREER AND TECHNICAL EDUCATION - Provides the department of elementary and secondary education, in consultation with a workgroup composed of various stakeholders, develops a funding formula for school districts sending students to career and technical programs outside their district.

STATE AFFAIRS AND GOVERNMENT -- OPEN MEETINGS - Requires public bodies to offer translation services for all open meetings of said bodies.
