Rhode Island S2165 amends the Residential Landlord and Tenant Act to allow tenants to terminate their lease agreements early without penalty or liability for rent if they or household members are victims of abuse, domestic violence, sexual assault, or stalking. The bill also provides tenants the right to request a change of locks if they reasonably believe they are under imminent threat. Landlords must comply with such requests within two business days and may charge a fee for the lock change. The bill takes effect upon passage.
