Proposing to repeal Section 13 of Article XII of the Constitution of the State of Ohio to no longer prohibit wholesale excise taxation of food and nonalcoholic beverages.

To make capital reappropriations for the biennium ending June 30, 2028.

To congratulate the United States of America's Olympic hockey teams on their championship victories over Canada.

To amend sections 109.25, 1715.51, and 5813.06 and to enact sections 1715.551, 1715.552, 1715.553, 1715.554, 1715.555, 1715.556, 1715.557, 1715.558, and 1715.559 of the Revised Code to establish the scope and procedures for a civil action when an institution violates a restriction in an endowment agreement.

To amend sections 9.15, 313.12, 759.01, 1713.36, 1721.06, 1721.18, 1721.21, 2108.15, 2108.70, 2108.72, 2108.75, 2108.82, 2108.83, 2108.84, 2108.85, 2108.86, 2108.87, 2111.13, 2743.51, 2925.01, 3705.01, 3705.18, 3705.19, 3705.20, 4511.451, 4717.01, 4717.03, 4717.04, 4717.06, 4717.07, 4717.08, 4717.11, 4717.13, 4717.14, 4717.15, 4717.20, 4717.21, 4717.22, 4717.23, 4717.24, 4717.25, 4717.26, 4717.27, 4717.28, 4717.29, 4717.30, 4717.36, 4717.41, 4767.02, 4767.05, 5120.45, 5121.11, 5121.53, 5901.25, 5901.26, 5901.27, 5901.29, and 5901.32 of the Revised Code to provide for the natural organic reduction of remains.

To amend section 2927.12 and to enact sections 2749.01, 2749.02, 2749.03, 2749.04, and 2927.121 of the Revised Code to enact the Hate Crime Act to prohibit hate crimes and to create a civil remedy for a person who is terrorized by another because of specific characteristics or beliefs.

To amend sections 707.02 and 707.29 and to repeal section 707.04 of the Revised Code regarding municipal incorporation.

To amend section 4117.10 and to enact section 4113.25 of the Revised Code to prohibit certain nondisclosure or confidentiality agreements regarding sexual abuse of a child.

To amend sections 9.481, 735.01, and 737.01 of the Revised Code regarding residency requirements for the city director of public service and the city director of public safety.

To support the creation of a U.S. Great Lakes Waterfront Trail.

To enact sections 3313.907 and 3317.166 of the Revised Code to designate a JROTC or NDCC program offered by a school district as a career-technical education program.

To amend sections 511.27, 511.28, 1545.041, 1545.21, 3709.29, 5705.23, and 5705.34 and to enact sections 511.271, 1545.212, and 5705.171 of the Revised Code to require certain subdivisions to obtain the approval of the body that created the subdivision before levying a property tax.

To amend sections 5139.36 and 5139.41 of the Revised Code to modify the formula for grants to counties from the department of youth services to operate community corrections facilities for felony delinquents.

To amend section 4501.21 and to enact section 4503.947 of the Revised Code to create the "Land of U.S. Grant" license plate.

To require the Department of Natural Resources to conduct two comprehensive studies on elk reintroduction and side-by-side trail expansion, to name this act the Trails and Tails Act, and to make an appropriation.

To amend sections 117.30, 117.36, and 1715.51 and to enact sections 117.281, 1715.60, 1715.61, 1715.62, 1715.63, 1715.64, 1715.65, 1715.66, 1715.67, 1715.68, 1715.69, 1715.70, and 1715.71 of the Revised Code to establish standards for transparency and oversight of non-private endowment funds and to permit the state to recover public money provided to tax-exempt organizations that fail to comply with federal tax regulation and reporting law.

To enact new section 6109.20 and to repeal section 6109.20 of the Revised Code to prohibit a public water system from adding fluoride to its water.

To enact section 3902.65 of the Revised Code to require a health benefit plan to provide coverage for annual behavioral health well checks.

To enact section 125.03 of the Revised Code to prohibit the state or a political subdivision from purchasing a United States or Ohio flag that was not made in the United States.

To recognize that the national debt is a threat to the national security of the United States and to urge the United States Congress to commit to establishing an effective regular order for budgeting.

To amend section 5577.05 of the Revised Code to exempt a vehicle towing farm machinery from the statutory vehicle size limits.

To enact section 5534.451 of the Revised Code to designate a portion of State Route 13 in Knox County as the "Ohio State Highway Patrol Lt. Vance M. Andrews Memorial Highway."
