Ohio

To amend section 109.02 and to enact sections 3920.01, 3920.02, 3920.03, 3920.04, 3920.05, 3920.06, 3920.07, 3920.08, 3920.09, 3920.10, 3920.11, 3920.12, 3920.13, 3920.14, 3920.15, 3920.21, 3920.22, 3920.23, 3920.24, 3920.25, 3920.26, 3920.27, 3920.28, 3920.31, 3920.32, and 3920.33 of the Revised Code to establish and operate the Ohio Health Care Plan to provide universal health care coverage to all Ohio residents.

To amend sections 4781.40, 5301.072, 5311.191, and 5321.131 of the Revised Code to prohibit manufactured home park operators, condominium associations, neighborhood associations, and landlords from restricting the display of the thin blue line flag and to name this act the Chief Steven DiSario Act.

To amend sections 311.30, 505.541, 509.04, 3501.29, 3781.111, 4503.038, 4503.10, 4503.12, 4503.41, 4503.44, 4511.69, 4517.12, 4521.01, 4521.02, 4731.481, and 4734.161 and to enact sections 4503.441, 4503.442, 4503.443, 4503.444, 4503.445, 4503.446, 4503.447, 4503.448, 4511.691, 4511.692, 4511.693, 4511.694, 4511.695, 4511.696, 4511.697, 4511.698, and 4511.699 of the Revised Code to make changes to the laws governing accessible parking.

To amend sections 3317.0212, 3327.01, and 3327.016; to enact new section 3327.021 and section 3317.071; and to repeal section 3327.021 of the Revised Code and to amend Sections 265.10, 265.300, 512.10, and 516.10 of H.B. 96 of the 136th General Assembly to enact the School Busing Improvement Act regarding transportation of students and to make an appropriation.

To amend sections 323.152, 323.155, and 4503.06 and to enact section 319.305 of the Revised Code to authorize counties to temporarily exempt a portion of property's increased value from taxation following a reappraisal and to name this act the Calculated Adjustments for Property Surges (CAPS) Act.

To amend section 4511.213 of the Revised Code to prohibit failing to change lanes or proceed with caution around a stationary vehicle in distress.

To amend section 121.22 and to enact sections 113.052, 122.952, 122.953, and 122.954 of the Revised Code to establish the Ohio Defense and Space Commission.

To amend section 3937.26 and to enact section 3937.261 of the Revised Code regarding time frames for insurance policy nonrenewal notifications.

To amend sections 3319.079 and 3319.22 of the Revised Code regarding educator licensure.

To enact section 4113.86 of the Revised Code to prohibit private employers from including on an employment application any question concerning the criminal background of the applicant.

To enact section 3333.56 of the Revised Code to establish the Ohio Tech Institute.

To enact section 5534.973 of the Revised Code to designate a portion of State Route 5 in Portage County and Trumbull County as the "83rd Ohio Division Memorial Highway."

To amend sections 5747.15 and 5751.06 and to enact section 5739.125 of the Revised Code to waive penalties for taxpayers that do not file certain tax returns because no tax is due.

To amend sections 323.121, 323.132, 323.31, 718.08, 718.27, 718.88, 718.89, 4503.06, 5703.42, 5703.52, 5703.60, 5703.70, 5717.01, 5717.011, 5717.02, 5721.011, 5726.21, 5739.02, 5745.04, 5747.09, 5747.15, 5747.43, and 5751.06 and to enact sections 5703.59, 5717.021, and 5739.125 of the Revised Code to modify the tax enforcement authority of the Department of Taxation, municipal tax administrators, county treasurers, and the Board of Tax Appeals and to modify a sales tax exemption for automated car wash services.

To amend section 2923.11 and to enact sections 2923.26 and 3701.982 of the Revised Code to enact the Second Chance Safety Act to provide civil immunity to a federally licensed firearm dealer or law enforcement agency that enters into a firearm hold agreement with the owner of a firearm.

To amend sections 3314.03 and 3326.11 and to enact sections 109.881, 3329.11, 3329.12, 3329.13, 3375.03, 3375.031, 3375.032, 4113.35, 4113.36, and 4113.37 of the Revised Code regarding the provision of online library database resources by public schools, public libraries, and state agencies.

To amend section 121.22 of the Revised Code to allow a public body to meet in an executive session to discuss the performance of a public employee or official.

To enact section 5709.122 of the Revised Code to require payments in lieu of taxes from conservation organizations with significant holdings of tax-exempt land.

To enact section 3345.67 of the Revised Code regarding athletic scholarship limits for foreign students at state institutions of higher education.

To enact section 5534.966 of the Revised Code to designate the interchange of I-480 and West 150th Street in Cleveland as the "SPC Louis P. Shuster Memorial Interchange."

To amend sections 4501.21 and 4503.733 and to enact section 5534.90 of the Revised Code to designate the bridge spanning the Grand River in Lake County as the "Specialist Jacob A. Ashton Memorial Bridge" and to make changes to the "Juvenile Diabetes Research Foundation" license plate.

To enact section 5534.013 of the Revised Code to designate a portion of State Route 421 in Medina County as the "CPL David James Amheiser Memorial Highway."

To enact section 5534.924 of the Revised Code to designate a portion of State Route 87 in Geauga County as the "Dr. Steven Takacs Veteran Memorial Highway."
