Requiring each law enforcement agency in the State to submit the agency's policy regarding pursuit of fleeing suspects to the Maryland Police Training and Standards Commission annually on or before January 1 each year, beginning in 2027; requiring the Commission, in consultation with the Attorney General and certain law enforcement agencies, to submit a certain report to the Governor and General Assembly annually on or before June 1, beginning in 2027; etc.

Requiring the Montgomery County Board of Education to close public schools in the county to students beginning in the 2027-2028 school year in observance of Yom Kippur and Juneteenth and to observe the first day of Diwali, Eid al-Adha, Eid al-Fitr, Lunar New Year, and Rosh Hashanah.

Establishing the Workgroup to Study State Laws on Electric Bicycles to study current State laws on electric bicycles; and requiring the Workgroup, on or before January 1, 2028, to report its findings and recommendations to the Governor and the General Assembly.

Requiring a mortgage servicer that receives certain insurance proceeds to deposit the proceeds into a certain interest bearing account; requiring a borrower to elect the use of the interest earnings on the insurance proceeds; requiring certain interest earnings to begin accruing by a certain date; authorizing a mortgage servicer to charge a fee for disbursement of interest earnings subject to certain limitations; and requiring certain methods and procedures for disbursement of insurance proceeds and interest earnings.

Altering certain provisions of law relating to an opioid overdose reversal drug to allow for the possession, storage, or administration of an expired opioid overdose reversal drug within 1 year after the expiration date.

Renaming and transferring the State Clearinghouse for Missing Children to be the State Clearinghouse for Missing Persons; requiring the Department of State Police to study the Department's capacity to report about persons who have disappeared from, or are thought to be located in, Maryland to the National Missing and Unidentified Persons System; and requiring the Department to submit its findings to the Governor and the General Assembly by December 1, 2026.

Establishing that the prohibition against abandoning an animal does not apply to a person who is providing care to a community cat under a certain trap-neuter-return policy; establishing that a local law that establishes a trap-neuter-return policy is subject to certain requirements and restrictions; and providing that the Act supersedes and preempts any law, ordinance, policy, or regulation of any local government body and any policy or rule of any person or corporation that prohibits or restricts the practice of trap-neuter-return.

Authorizing a person charged with murder or manslaughter in any degree or a crime under Title 3, Subtitle 2 of the Criminal Law Article to assert the defense that the person acted in self-defense and need not prove that the person believed danger was imminent or immediate if the victim had previously committed a certain act against the person.

Prohibiting a person doing business in the State from knowingly manufacturing or selling, distributing, dispensing, or otherwise supplying a drug or medical device or compounding a drug if the person knows or reasonably should know certain authorization was prompted, either directly or indirectly, by a person seeking the drug or device with the intent that the drug or device will be used to carry out a death sentence.

Requiring the State Department of Education and the Career and Technical Education Committee jointly to convene a workgroup to review certain high school graduation-related requirements to study and make recommendations on developing a tiered system of stackable credential pathways for a certain purpose; and requiring the submission of a joint report on the findings and recommendations of the workgroup, by December 31, 2026, including the need for any statutory or regulatory changes.

Establishing a data broker registry; defining "data broker" as a business that knowingly collects and sells or licenses personal consumer data to third parties with whom the consumer does not have a direct relationship; requiring certain data brokers to register each year with the Office of the Attorney General; requiring a data broker to report certain material changes to the Office of the Attorney General; and requiring the Office of the Attorney General to establish a certain publicly accessible, searchable database.

Altering the definition of "qualifying relative" to include a son-in-law and a daughter-in-law for provisions of law governing prohibitions against government officials or employees participating in matters involving a qualifying relative; requiring that the conflict of interest provisions or regulations adopted by a county, municipal corporation, or school board be equivalent to or exceed certain provisions of State law and authorize removal of a certain official for certain violations; etc.

Requiring the State Department of Education to develop and certain schools to implement a system to track and report certain petitions for emergency evaluations made during the school year; requiring county boards of education, certain schools, and the Department to submit certain reports on petitions for emergency evaluations; requiring the Department to convene a workgroup to study the use of petitions for emergency evaluations in school settings; etc.

Requiring certain nonprofit hospitals to provide a certain value of community benefits each year; requiring the Health Services Cost Review Commission to report on the compliance of nonprofit hospitals with the community benefits requirement to the Attorney General and the Comptroller; authorizing the Comptroller to revoke the tax-exempt status of a nonprofit hospital under certain circumstances; and altering the requirements of a community benefit report.

Authorizing a licensed certified social worker-clinical to provide evaluation services for workers' compensation claims related to permanent impairments involving a behavioral or mental disorder; and requiring a licensed certified social worker-clinical to meet certain requirements to perform the evaluation services.

Prohibiting a school from discriminating against an applicant for employment or an employee because of the applicant's or the employee's legal use of cannabis outside the workplace, outside of work hours, and without the use of the school's equipment or property; establishing that the Act does not prohibit a school from taking certain actions against an employee under certain circumstances or authorize certain behaviors by an employee; and providing the Act does not apply to certain safety-sensitive employees.

Requiring the Special Secretary of Overdose Response to provide funding to counties for medication-assisted treatment programs; requiring certain counties to submit a certain report; authorizing the Governor to include in the annual budget bill an appropriation for the purpose of providing funds under certain circumstances; expanding the authorized uses for the Opioid Restitution Fund; etc.

Prohibiting the Department of Natural Resources from establishing a recreational catch and release season for striped bass; requiring the Department to establish certain recreational and charter boat summer and fall striped bass seasons and a trophy season for striped bass; requiring the Department to complete and submit to certain State entities for review an economic impact statement for any proposed fisheries regulations identified by the Department as having a major impact on interested stakeholders; etc.

Requiring the Department of Human Services to develop a certain process to address Supplemental Nutrition Assistance Program administrative errors.

Modifying the definition of "community choice aggregator" for the Community Choice Aggregation Pilot Program to include residential electric customers served by certain electric cooperatives; expanding the application of the Community Choice Aggregation Pilot Program to apply to all counties and Baltimore City instead of applying to Montgomery County only; and modifying the membership of the Community Choice Energy Workgroup.

Requiring competitive sealed bids and proposals to be awarded based on certain standardized evaluation criteria; requiring the criteria to be included in an invitation for bids or a request for proposals; and requiring a responsive bid or proposal to include a certain State and local economic impact statement.

Establishing the Maryland Office of the Inspector General; establishing the State Transparency Commission to appoint and provide oversight for the Inspector General of the State; providing for the qualifications, salary, and term of office of the Inspector General; providing for the employment of certain staff by the Inspector General; establishing provisions related to the powers and duties of the Inspector General, the Chief Deputy Inspector General, and the Office; etc.

Establishing requirements for consumer reporting agencies that use algorithmic systems to assemble or evaluate consumer credit information on consumers for the purpose of furnishing consumer reports to third parties; and requiring the Commissioner of Financial Regulation of the Maryland Department of Labor to establish certain assessment thresholds for algorithms, mandate regular training for human reviewers, and implement a certain whistleblower protection program.

Prohibiting a person from intentionally causing physical injury to another if the person knows or has reason to know that the other is an official, an umpire, a referee, or a judge officiating at a sporting event; authorizing a police officer to arrest a person without a warrant if the police officer has probable cause to believe that the person has committed a certain assault; and establishing that a person who violates the Act is guilty of a misdemeanor of assault in the second degree and is subject to certain penalties.
