Establishing the Maryland Public Service Loan Forgiveness Program to assist in the repayment of higher education loans owed by State employees in order to attract, recruit, and retain these employees; requiring the Office of Student Financial Assistance within the Maryland Higher Education Commission to administer the Program; and requiring the Office to report to the General Assembly on or before January 1 of each year on the implementation of the Program and any effects the Program has on State employee recruitment or retention.

Establishing requirements for application store providers and developers; creating requirements for age verification and parental consent; prohibiting application store providers and developers from enforcing certain contracts under certain circumstances; prohibiting application store providers and developers from misrepresenting parental consent disclosures; making a violation of the Act an unfair, abusive, or deceptive trade practice; etc.

Requiring the Secretary of Agriculture and the Secretary of Natural Resources jointly to convene a workgroup to examine challenges and opportunities in the State related to seafood marketing; and on or before December 1, 2026, requiring the Secretary of Agriculture and the Secretary of Natural Resources jointly to report the findings of the workgroup and any recommendations of the workgroup, including recommendations for legislation, to the Governor and certain committees of the General Assembly.

Altering terminology in the Maryland Constitution to be gender-neutral.

Requiring the Maryland Police Training and Standards Commission to develop a certain model policy requiring the use of worn identification by a law enforcement officer in the course of duty; requiring a law enforcement agency to adopt a policy consistent with the model policy developed by the Commission; requiring a certain law enforcement officer to wear identification while in the performance of duty in the State, with a certain exception; etc.

Clarifying that a teacher who holds a certain National Board Certification awarded on or before December 31, 2021, that has an expiration date between January 1, 2016, and December 31, 2031, inclusive, that has a 10-year award period, and that is subject to a renewal process is eligible for certain salary increases associated with the career ladder; and applying the Act retroactively.

Allowing a credit against the State income tax for certain contributions to organizations that support at-risk youth, volunteering at certain schools and recreation centers, and employing certain at-risk youth; etc.

Establishing the Algorithmic Addiction Fund to be administered by the Maryland Department of Health; providing the Fund consists of all civil penalties received by the State from any source resulting, directly or indirectly, from a judgment against or settlement relating to claims concerning harm to children from the use of social media and the improper use of algorithms; requiring the Secretary to make a report to the General Assembly by November 1 each year concerning the provision of algorithmic addiction intervention services; etc.

Requiring certain facilities to inform individuals of certain rights relating to the participation of a family member or other authorized individual in the individual's plan of treatment; requiring facilities to recognize certain documents as an individual's formal request to allow a certain individual to participate in a certain plan; limiting the reasons for which a treating provider is authorized to withhold information on an individual's plan of treatment from certain third parties; etc.

Prohibiting a person doing business in the State from knowingly manufacturing or selling, distributing, dispensing, or otherwise supplying a drug, medical device, or other good, service, or technology or compounding a drug if the person knows or reasonably should know that certain authorization was prompted, either directly or indirectly, by a person seeking the drug, medical device, or other good, service, or technology with a certain intent related to a death sentence.

Requiring the Howard County Board of Education to close public schools in the county to students beginning in the 2027-2028 school year in observance of Yom Kippur and Juneteenth and to observe the first day of Diwali, Eid al-Adha, Eid al-Fitr, Lunar New Year, and Rosh Hashanah.

Allowing a credit against the State income tax for qualified employers who provide certain paid organ donation leave to eligible employees; allowing a qualified employer to carry over any excess credit to certain taxable years; and applying the Act to taxable years beginning after December 31, 2025.

Requiring the Maryland Insurance Administration to establish a workgroup to study how the General Assembly could establish an equitable and sustainable low-cost auto program or economic relief credit program to reduce the cost of private passenger automobile insurance for low-income drivers in the State; and requiring the workgroup to submit its findings and recommendations to the Governor and the General Assembly on or before January 1, 2027.

Revising, restating, and recodifying the laws of this State relating to the Janet L. Hoffman Loan Assistance Repayment Program.

Clarifying that injury resulting from conversion therapy is cognizable for purposes of a health care malpractice action; establishing certain procedures in an action for health care malpractice resulting from conversion therapy; removing the limitation on noneconomic damages to a claimant in an action for health care malpractice resulting from conversion therapy; etc.

Altering the requirements for a sworn affidavit submitted for judicial authorization to initiate a forensic genetic genealogical DNA analysis and search (FGGS).

Prohibiting certain regulation of certain activities involving digital assets by an agency or other instrumentality of the State or a political subdivision of the State; and clarifying that the provision of digital asset staking as a service is excluded from a certain definition and certain filing and registration requirements under the Maryland Securities Act.

Altering certain definitions and defining certain terms applicable to land use; altering requirements for the appointment and removal of members of a board of appeals; altering and repealing certain powers of a board of appeals; and altering the procedures applicable to certain proceedings before a board of appeals.

Exempting premiums on lawfully procured captive insurance by nonprofit hospitals and health care systems located in the State from the State insurance premium receipts tax imposed on unauthorized insurers and persons insured by unauthorized insurers; and prohibiting the Maryland Insurance Administration from charging or collecting a certain tax or certain fees, penalties, or interest from certain unauthorized insurers and certain insureds.

Prohibiting manufacturers from selling, offering for sale, distributing, or distributing for sale in the State, certain products containing intentionally added per- and polyfluoroalkyl (PFAS) chemicals on or after certain dates; establishing registration requirements for certain products that contain intentionally added PFAS chemicals; providing for the testing of certain products to determine compliance with the Act; etc.

Requiring the Maryland Medical Assistance Program to provide, subject to the limitations of the State budget and as permitted by federal law, individual and group counseling for the purpose of tobacco cessation; and prohibiting the Program and managed care organizations from requiring prior authorization for any product or service for use in tobacco cessation.

Establishing the Affordable Multifamily Rental Housing Stabilization Program in the Department of Housing and Community Development to provide funds for emergency or urgent capital repair needs for certain multifamily housing; and authorizing the Governor to include an appropriation of $5,000,000 in the annual budget bill in fiscal years 2028 through 2031.

Requiring the Maryland Department of Health to develop and implement a standard system to collect and compile annual data on the costs of prenatal care, birth, postpartum care, pregnancy care, abortion services, and menopausal care in the State; establishing limitations on the data and information that may be collected or reported under the Act; and requiring the Department to annually submit a report, beginning December 1, 2026, to the General Assembly and make the report publicly available on its website.

Stating the authority to construct, permit, and operate in the State an energy generating system that produces energy from natural gas; authorizing investor-owned electric companies and electricity suppliers in the State to construct, acquire, or lease, and operate, their own generating facilities and construct, acquire, or lease, and operate, certain transmission facilities; authorizing certain investor-owned electric companies to recover certain investments and costs in a certain manner; etc.

Prohibiting the release of a defendant pending sentencing or exhaustion of appellate review after conviction of a specified crime resulting in the death of a victim under the age of 14 years.
