Bills
Amends the Department of Human Services Act. Requires the Department of Human Services to establish a Project Success pilot program that is aimed at improving child and family well-being by coordinating services that promote school success, local planning and decision-making, parental involvement, and prevention through partnerships between local school districts and community-based organizations and relevant State agencies. Provides that the pilot program shall operate in communities in East-Central Illinois and shall focus on increasing parents' involvement in their children's academic and emotional development by linking parents to community resources and services that include, but are not limited to, violence prevention, mentoring, tutoring, health education, and community safety. Requires participating communities to establish a local governing board to oversee and implement the coordination of needed services and supports. Contains provisions on the composition of the local governing boards and their duties, including the development of an evolving community action plan that guides their community's use of financial resources, time, staff, services, and other resources to improve families' access to basic health care, behavioral health services, and services that promote family stability and proper nutrition. Requires the Department to initially assist participating communities on how to coordinate services through school-community provider partnerships. Requires the Department to hire a Project Manager to oversee the day-to-day operations of Project Success and to assist participating communities in the development of their community actions plans. Requires the Project Manager to post annual reports on the success of the pilot program, issues or barriers to community implementation, and recommendations. Makes implementation of Project Success subject to appropriations and private funding or resources. Amends the State Finance Act. Adds the Project Success Pilot Program Fund to the list of State special funds.

Requires the annual reports to include for each youth who was classified as missing: information on the youth's age and gender, the type of placement the youth was placed in before the youth was classified as missing, the total length of time the youth has been under the Department's custody or guardianship, the date upon which the youth was first classified as missing, the circumstances leading up to the Department classifying the youth as missing, actions the Department has taken to locate or recover the youth, and, if applicable, the date on which the Department located or recovered the youth. Requires the Department to follow all State and federal privacy laws and regulations when collecting, sharing, storing, or reporting the data and information on missing youth in care.

Amends the Hotel Operators' Occupation Tax Act. Defines "hotel marketplace" and "hotel marketplace facilitator". Provides that hotel marketplace facilitators that meet specified tax remittance thresholds are considered to be hotel operators for the purposes of the taxes under the Act. Provides that a marketplace facilitator that is considered a hotel operator is required to remit the applicable taxes under the Act and any local hotel operators' occupation taxes administered by the Department of Revenue on all rentals, leases, or lettings of Illinois hotel rooms made by the hotel marketplace facilitator or facilitated for marketplace hotel operators to guests. Effective July 1, 2026.

Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning the Medicaid Access Adjustment payments to nursing facilities, provides that for dates of service beginning January 1, 2027, the Medicaid Access Adjustment shall be increased by $5.75 to $10.50 per diem. Provides that beginning January 1, 2027, facilities located outside of Rate Areas 6, 7, and 8 shall have the Medicaid percent of occupied bed days to be at least 60% of all occupied bed days adjusted quarterly to qualify for the Medicaid Access Adjustment. Provides that the remaining facilities shall have their threshold remain at 70%.

Amends the Illinois Income Tax Act. Creates an income tax credit for each taxpayer that is an eligible small employer in an amount equal to the amount paid during the taxable year by the eligible small employer to its employees as paid leave that is required by the Paid Leave for All Workers Act. Provides that an eligible small employer is an employer that employs 50 or fewer employees during the taxable year and is subject to the Paid Leave for All Workers Act. Effective January 1, 2027.

Provides that the affidavits required for voter registration include additional affirmations concerning the residency of the applicant.

Creates an Interagency Business Permitting and Licensing Reform Advisory Committee to coordinate business permitting and licensing processes. Sets forth provisions concerning membership of the advisory committee.

Provides that the pilot program shall provide long-acting injectable medications for opioid use disorder, when clinically appropriate, to not fewer than 3,000 individuals in the custody of the Department of Corrections (rather than a minimum of 4,000 administrations of long-acting injectable medications for opioid use disorders). Provides that the Department shall design and operate the pilot program in accordance with established and nationally recognized clinical guidelines, protocols, and standards for the treatment of opioid use disorder using long-acting injectable medications. Provides that the pilot program shall be funded using opioid settlement funds allocated to the Department. Provides that the Department shall establish and publicly post eligibility criteria and a selection process for participation in the pilot program. Eligibility criteria shall be based on clinical need, medical appropriateness, and operational considerations, consistent with nationally recognized clinical guidelines. The Department shall ensure that participation in the pilot program is offered in an equitable and transparent manner across facilities. Provides that if the number of eligible individuals exceeds program capacity, the Department shall use a fair and objective selection methodology, which may include prioritization based on clinical need or a randomized selection process. Provides that the Department shall document the basis for inclusion or non-inclusion of eligible individuals and shall make aggregate information regarding eligibility and selection available to the General Assembly upon request. Provides that the Department shall not commence implementation of the pilot program unless and until sufficient opioid settlement funds have been secured to fully implement the program and to ensure that individuals participating in the pilot program may receive the full course of treatment clinically indicated. Provides that the Department shall ensure that, prior to the release of a person participating in the pilot program, the person is connected to an appropriate provider or treatment site in the geographic region in which the person will reside after release, that an appointment for continued treatment is scheduled with that provider or site, and that relevant medical and treatment information is shared with the receiving provider to support continuity of care. Provides that the Department shall contract with an independent research organization, public university, or other qualified third-party evaluator to conduct an independent evaluation of the pilot program. Provides that the Department shall provide the evaluator with access to relevant program and administrative data necessary to complete the evaluation, subject to applicable privacy protections. Provides that the independent evaluator shall prepare a report summarizing the findings of the evaluation and shall submit the report to the Department and the General Assembly no later than January 1, 2029 (rather than January 1, 2028). Deletes the immediate effective date of the bill.

Requires the Property Tax Appeal Board to amend its rules of practice and procedure within 60 days after the effective date of the amendatory Act to accommodate the remote hearings. Amends the Illinois Administrative Procedure Act. Authorizes the Property Tax Appeal Board to adopt emergency rules to implement the amendatory Act. Effective immediately.

Provides that the Department of Commerce and Economic Opportunity may issue competitive grants with initial terms of 10 years for the purpose of administering an incentive program that will attract or retain conventions, meetings, sporting events, and trade shows in Illinois with the goal of increasing business or leisure travel to and within the State. Amends the State Finance Act. Establishes the Tourism Incentive Grant Program Fund as a special fund in the State treasury. Provides that, on July 1, 2026, and every July 1 thereafter, or as soon thereafter as practical, the State Comptroller shall direct and the State Treasurer shall transfer the sum of $5,000,000 from the General Revenue Fund to the Tourism Incentive Grant Program Fund. Effective immediately.

Amends the State Finance Act. Establishes the Tourism Incentive Grant Program Fund as a special fund in the State treasury. Provides that, on July 1, 2026, and every July 1 thereafter, or as soon thereafter as practical, the State Comptroller shall direct and the State Treasurer shall transfer the sum of $5,000,000 from the General Revenue Fund to the Tourism Incentive Grant Program Fund. Effective immediately.

Provides that the Division of Probation Services shall reimburse the county or counties for 100% of the salary for all probation officer and supervisor positions approved for reimbursement by the division to meet pretrial services programs and specialty court programs. Provides that for the remaining probation officer positions engaged in basic services and new or expanded services approved of the total statewide number as of July 1, 2023, beginning on July 1, 2027, 20% of that number shall be transferred to those requiring 100% salary reimbursement. Each subsequent July 1, another 20% of the July 1, 2023 population shall also be transferred under described circumstances.

Provides for the transfer of $10,000,000 from the General Revenue Fund to the Operation Midway Blitz Recovery Fund on July 1, 2026 and on July 1, 2027. Effective July 1, 2026.
Amends the Department of Human Services Act and the State Finance Act. Creates the Operation Midway Blitz Recovery Fund, a special fund in the State treasury, to receive and disburse funds to community-based organizations to provide mental health services and mobilize rapid response networks for Illinois residents affected by immigration enforcement activities. Provides for the transfer of $10,000,000 from the General Revenue Fund to the Operation Midway Blitz Recovery Fund on July 1, 2026 and on July 1, 2027. Effective July 1, 2026.
Amends the Illinois Income Tax Act. Creates the Illinois Graduate and Retain Our Workforce (iGROW) Tech Scholarship Fund checkoff. Provides that, through the checkoff, taxpayers may contribute to the Illinois Graduate and Retain Our Workforce (iGROW) Tech Scholarship Fund. Amends the State Finance Act to create the Illinois Graduate and Retain Our Workforce (iGROW) Tech Scholarship Fund. Provides that moneys in the Fund shall be used by the Illinois Student Assistance Commission for the purpose of awarding iGROW Tech scholarships. Effective immediately.

Amends the Illinois Income Tax Act. Creates a corporate income tax deduction for hemp business establishments in an amount equal to 50% of the income generated by the sale of products made by businesses owned by minority and other specific priority-population-owned businesses. Amends the Tobacco Products Tax Act of 1995 to exclude hemp-cannabinoid products subject to tax under the Industrial Hemp Act from the definition of tobacco products. Amends the Liquor Control Act of 1934 to provide that hemp extract and hemp-cannabinoid products made in compliance with State law are considered fit for human consumption. Authorizes liquor license holders to manufacture, distribute, and sell such products. Amends the Industrial Hemp Act to establish a comprehensive regulatory framework for hemp and hemp-derived cannabinoid products, including licensing, registration, packaging and labeling standards, age verification, laboratory testing, recordkeeping, enforcement, and penalties. Creates the Hemp Social Equity Fund to support loans, grants, and technical assistance for social equity applicants. Makes conforming changes to the State Finance Act. Effective January 1, 2027.
