SB2327 creates the Office of Independent Cultural Ombudsman within the Department of Children and Family Services. The Ombudsman will secure the rights of youth and families subject to Department investigations or services. The Governor appoints the Ombudsman for a four-year term, subject to Senate approval. The Ombudsman cannot investigate criminal behavior or ethics violations but must refer such cases to law enforcement.
