Grants for Genetic Counseling Education

Creating the Genetic Counseling Education Enhancement Grant Program within the State University System; requiring the Board of Governors to award grant funds to state universities for specified purposes; requiring the program to reward excellence among genetic counseling programs based on specified criteria; prohibiting such funds from being used for specified purposes, etc.

OGSR/Department of Military Affairs/United States Department of Defense

Amending a provision which provides an exemption from public records requirements for certain information held by the Department of Military Affairs stored in a United States Department of Defense system of records, transmitted using a United States Department of Defense network or communications device, or pertaining to the United States Department of Defense; extending the scheduled repeal date of the exemption, etc.

OGSR/Department of Highway Safety and Motor Vehicles

Amending a provision which provides an exemption from public records requirements for information received by the Department of Highway Safety and Motor Vehicles as a result of an investigation or examination of a department-authorized private rebuilt inspection provider; amending provisions which provide exemptions from public records requirements for information received by the department as a result of an investigation or examination of a person suspected of having violated certain laws, rules, or orders; removing the scheduled repeal of such exemptions, etc.

Pub. Rec. and Pub. Meetings/Attorney Meetings to Discuss Private Property Rights Claims

Provides exemption from public meetings requirements for meetings or portions of meetings between agencies & their attorneys to discuss certain claims concerning private property rights; specifies what may be discussed during such meetings; requires that such meetings be transcribed; provides that such transcripts become public records at specified times; provides exemption from public records requirements for transcripts, recordings, minutes, & records generated during exempt meetings or portions of such meetings; provides for future legislative review & repeal of exemptions; provides statement of public necessity.

Pub. Rec./Office of Financial Regulation

Expanding a public records exemption for certain information obtained by the Office of Financial Regulation concerning or during the course of an investigation or examination conducted by the office, including customer and consumer complaints, to incorporate the inclusion of documents relating to virtual currency businesses, qualified payment stablecoin issuers, and money transmitters acting as custodians of gold coin and silver coin; providing for future legislative review and repeal of the exemptions, etc.

Insurance Customer Representative Licensing Qualifications

Revises methods by which applicants can qualify for customer representative license.

OGSR/Florida Gaming Control Commission

Amending a provision which provides an exemption from public records and public meeting requirements for exempt or confidential and exempt information obtained by the Florida Gaming Control Commission; deleting the scheduled repeal of the exemption, etc.

Lewd or Lascivious Acts

Removes s. 800.02, F.S., relating to unnatural & lascivious acts; prohibits person from intentionally exposing or exhibiting his or her sexual organs in lewd or lascivious manner while observing child under 16 years of age or performing specified sexual acts while observing child under 16 years of age for specified purpose; provides criminal penalty; prohibits certain defense from being raised; provides exceptions.

Criteria for Determining Criminal Gang Membership

Revises definition of term "criminal gang member"; defines "gang-related language."

Martin and Palm Beach Counties

Provides for transfer of specified real property, together with improvements thereon, from Board of Trustees of Internal Improvement Trust Fund to Village Council of Village of Tequesta; provides requirements for use, ownership, & sale or disposition of real property; provides for conveyance of real property by specific date.

Public Records/Victims of Domestic and Dating Violence

Providing that certain identifying information of victims of dating violence who participate in the Address Confidentiality Program for Victims of Domestic and Dating Violence which are held by the Office of the Attorney General or contained in voter registration or voting records held by the supervisor of elections or the Department of State are exempt from public records requirements; providing for retroactive application; providing for future legislative review and repeal; providing statements of public necessity, etc.

Justice Administrative Commission

Revises membership of JAC.

Violations of Pretrial Release Conditions for Violent Crimes

Provides that person who is on pretrial release for specified violent crime commits separate criminal offense if such person willfully violates certain conditions of pretrial release; provides penalty for second or subsequent violation; requires person who is arrested for committing specified violations to be held in custody until his or her first appearance hearing; requires court to consider certain factors in determining whether to order pretrial detention or grant pretrial release; provides that law enforcement officer is not liable in civil action for arrest of person based on probable cause to believe that person has violated condition of pretrial release in specified circumstances; authorizes law enforcement officer to arrest person without warrant if there is probable cause to believe that person has willfully violated certain conditions of pretrial release.

Housing for Veterans

Creating the "Homes for Veterans Property Management Incentive Pilot Program Act"; establishing the Homes for Veterans Property Management Incentive Pilot Program in certain counties, subject to legislative appropriation; requiring a landlord to submit to the contracted program administrator required documentation within a specified time period to apply for funding; authorizing a landlord to apply for up to a specified dollar amount from the funds, etc.

Okeechobee Utility Authority, Okeechobee County

Provides for conveyance of specified lands to Okeechobee Utility Authority.

Veterans Affairs

Revises admissions process for veterans treatment court programs; authorizes court, in consultation with multidisciplinary team, to determine eligibility for veterans treatment court programs; requires court to consider recommendation of state attorney when making eligibility determination; authorizes sentencing courts to divert defendants to veterans treatment court programs under certain circumstances; requires certain notice be provided to defendants; provides for disposition of probation or community control violations by program participants.

Career Offender Registration

Requiring a certain driver license or identification card marking for a career offender; requiring a career offender to report to the Department of Highway Safety and Motor Vehicles in a certain month to obtain an updated or renewed driver license or identification card; providing that if a sanction is not imposed upon a career offender, such offender is deemed to have been released upon conviction; requiring certain career offenders to report to the Department of Highway Safety and Motor Vehicles and obtain a driver license or identification card containing a required marking within a certain period of time; authorizing the Department of Highway Safety and Motor Vehicles to release certain images to the Department of Law Enforcement for purposes of public notification, etc.

Drug Paraphernalia

Revises definition of "drug paraphernalia" to exclude certain narcotic-drug-testing products.

Legal Tender

Ratifying specified rules relating to legal tender for the sole and exclusive purpose of satisfying any condition on effectiveness of provisions and repealing provisions relating to legal tender, etc.

Public Nuisances

Revising the list of places that may be declared a public nuisance to include the site of a gambling house; revising provisions relating to the assessment and collection of fines for public nuisances; deleting a limit on the total amount of fines that may be imposed on a public nuisance, etc.

West Palm Beach Firefighters Pension Fund, Palm Beach County

Revises definitions relating to West Palm Beach Firefighters Pension Fund; board members' credits for service; revenue; member contributions; custodian of funds; investments; service benefits; supplemental pension distribution; optional forms of benefits; share accounts; deferred retirement option plan (DROP); backwards deferred retirement option plan (BackDROP); disability pensions, medical examinations, return to work; beneficiary benefits; review procedures; Internal Revenue Code limits; minimum distribution of benefits; rollovers from qualified plans; & prior firefighter service.

Headwaters Water Control District, Indian River County

Creates Headwaters Water Control District as public corporation; provides district's charter; provides status & boundaries; provides minimum charter requirements; provides for maintenance & use of certain canals; provides requirements for charter amendments; provides applicability of specified laws to district; provides severability.

Hillsborough County Public Schools, Hillsborough County

Provides for elected superintendent of schools; requires referendum.

Plantation Acres Improvement District, Broward County

Provides that Plantation Acres Improvement District, independent special district, shall become dependent district of City of Plantation; provides that assets, liabilities, financial allocations, & written contracts of independent district remain in full force & effect & shall be those of dependent district; provides that city council & city mayor shall assume offices of board of supervisors of dependent district; provides that resolutions & policies of independent district remain in effect until amended, revised, or repealed by city; requires adoption of provisions under certain circumstances; provides for dissolution of district as independent special district; provides transition; requires referendum.

Relief/Heriberto A. Sanchez-Mayen/City of St. Petersburg

Provides an appropriation to compensate Mr. Sanchez-Mayen for injuries sustained as result of negligence of City of St. Petersburg; provides limitation on compensation & payment of attorney fees.
