Emergency Preparedness and Response Fund/Executive Office of the Governor

Re-creating the Emergency Preparedness and Response Fund within the Executive Office of the Governor; specifying that moneys are appropriated to the Emergency Preparedness and Response Fund by the Legislature or pursuant to a specified provision; requiring that federal reimbursements of state emergency expenditures be deposited in a separate account within the fund; prohibiting moneys in the fund from being used to purchase aircraft, boats, or motor vehicles, etc.

Reinsurance Intermediary Managers

Defining the term "controlling"; revising the definition of the term "reinsurance intermediary manager" to exclude certain underwriting managers, etc.

Use of Digital Currency by the Department of Financial Services

Establishing the Florida Stablecoin Pilot Program within the Department of Financial Services; authorizing the department to accept payment stablecoins; authorizing the department to conduct examinations, audits, and investigations of permitted payment stablecoin issuers; requiring the department to monitor and evaluate the pilot program and collect certain data, etc.

Affordable Housing

Revising the definitions of certain land use categories for which certain residential development may be authorized to exclude farms and farm operations and uses associated therewith, etc.

Homestead Exemptions

Revising the circumstances under which a person may be deemed to have legal or beneficial and equitable title to certain property for homestead exemption purposes, etc.

Criminal Offenses Against Law Enforcement Officers and Other Personnel

Citing this act as the "Officer Jason Raynor Act"; revising a prohibition on the use or threatened use of force to resist arrest or detention; providing for enhanced punishment for manslaughter when committed against specified officers; revising provisions concerning assault or battery upon specified officers and other personnel; revising a provision concerning resisting, obstructing, or opposing specified officers or legally authorized persons, etc.

Diabetes Research

Establishing the University of Florida Diabetes Institute within the University of Florida College of Medicine; authorizing the institute to administer statewide pilot programs; requiring the institute to maintain a secure repository for deidentified data; authorizing the institute to share deidentified data under certain conditions; authorizing the institute to convene a consortium, etc.

OGSR/Social Media Platform Investigations

Amending a provision which provides an exemption from public records requirements for certain information received in investigations by the Attorney General or a law enforcement agency into social media platform activities; extending the scheduled repeal date of the exemption; amending a provision which provides an exemption from public records requirements for certain information received in investigations by the Department of Legal Affairs or a law enforcement agency into violations by certain social media platforms; extending the scheduled repeal date of the exemption, etc.

Career Offender Registration

Requiring a certain driver license or identification card marking for a career offender; requiring a career offender to report to the Department of Highway Safety and Motor Vehicles in a certain month to obtain an updated or renewed driver license or identification card; providing that if a sanction is not imposed upon a career offender, such offender is deemed to have been released upon conviction; requiring certain career offenders to report to the Department of Highway Safety and Motor Vehicles and obtain a driver license or identification card containing a required marking within a certain period of time; authorizing the Department of Highway Safety and Motor Vehicles to release certain images to the Department of Law Enforcement for purposes of public notification, etc.

Micromobility Device

Providing requirements for the operation of electric bicycles; prohibiting the operation of an electric bicycle above a certain speed under certain circumstances; creating the Micromobility Device Safety Task Force adjunct to the Department of Highway Safety and Motor Vehicles; requiring the Florida Highway Patrol and each police department and sheriff's office to maintain a certain list, beginning on a certain date, etc.

Child Care and Early Learning Services

Revising the information on child care required to be disseminated electronically to the community; deleting the requirement that family child care homes and large family child care homes, respectively, provide specified information to parents each year; requiring that certain child care facilities exempt from licensure requirements meet certain minimum requirements; prohibiting residential property insurance policies from providing coverage for liability for claims arising out of, or in connection with, the operations of large family child care homes, etc.

Enforcement of the Florida Building Code

Revising the manner in which a local government is required to spend excess funds, etc.

Problem-solving Court Reports

Requiring the Office of the State Courts Administrator to provide a problem-solving court report to the Legislature annually by a specified date; requiring specified court programs to collect certain data and information for program evaluation; requiring each such court program to report such data and information annually to the office, etc.

OGSR/Florida Gaming Control Commission

Amending a provision which provides an exemption from public records and public meeting requirements for exempt or confidential and exempt information obtained by the Florida Gaming Control Commission; deleting the scheduled repeal of the exemption, etc.

Recovery Residences

Requiring the Department of Children and Families to require only a level 2 background screening for certain individuals under certain circumstances; prohibiting the department from requiring certain existing licensed service providers to admit individuals for services during the probationary licensing period if certain requirements and conditions are met, etc.

Citizens Property Insurance Corporation

Prohibiting the corporation from issuing new coverage for commercial residential and commercial nonresidential risks under certain circumstances; requiring the corporation to establish a personal lines clearinghouse for specified purposes; revising the rights and responsibilities the corporation has in establishing the program; requiring that certain risk information be aggregated and deidentified; authorizing applicants or insureds to elect to accept coverage with authorized insurers or elect to accept or continue coverage with the corporation under certain circumstances, etc.

Florida Birth-Related Neurological Injury Compensation Association

Requiring the Agency for Health Care Administration to recover from the Florida Birth-Related Neurological Injury Compensation Association specified costs incurred by Medicaid; revising the exclusiveness of rights and remedies of the Florida Birth-Related Neurological Injury Compensation Plan; revising services eligible for compensation under certain annual benefits under the plan; requiring family members of plan participants to continuously maintain certain health insurance coverage for the participant; revising requirements for the administration of assessments and appropriations dedicated to the Florida Birth-Related Neurological Injury Compensation Plan, etc.

OGSR/Department of Military Affairs/United States Department of Defense

Amending a provision which provides an exemption from public records requirements for certain information held by the Department of Military Affairs stored in a United States Department of Defense system of records, transmitted using a United States Department of Defense network or communications device, or pertaining to the United States Department of Defense; extending the scheduled repeal date of the exemption, etc.

Podiatric Medicine

Requiring certain podiatric physicians, instead of all podiatric physicians, to complete specified continuing education; authorizing podiatric physicians to perform procedures using cellular or tissue-based products not approved by the United States Food and Drug Administration under certain circumstances; specifying requirements for the cellular or tissue-based products that may be used by such podiatric physicians; requiring podiatric physicians to obtain a signed consent form from the patient or his or her representative before performing procedures using cellular or tissue-based products, etc.

OGSR/Department of Highway Safety and Motor Vehicles

Amending a provision which provides an exemption from public records requirements for information received by the Department of Highway Safety and Motor Vehicles as a result of an investigation or examination of a department-authorized private rebuilt inspection provider; amending provisions which provide exemptions from public records requirements for information received by the department as a result of an investigation or examination of a person suspected of having violated certain laws, rules, or orders; removing the scheduled repeal of such exemptions, etc.

Relief of Jose Correa by Miami-Dade County

Providing for the relief of Jose Correa by Miami-Dade County; providing an appropriation to compensate Mr. Correa for injuries sustained as a result of the negligence of an employee of Miami-Dade County; providing a limitation on the payment of compensation and certain fees, etc.

Community Development Districts

Providing that specified provisions regarding synthetic turf do not apply to community development districts enforcing deed restrictions; authorizing the removal of certain members of the board of supervisors of a community development district by recall; specifying requirements for a recall referendum; providing that certain board members of community development districts are subject to specified election recall provisions, etc.

OGSR/Conviction Integrity Unit Reinvestigation Information

Amending a provision which provides an exemption from public records requirements for certain conviction integrity unit reinvestigation information; abrogating the scheduled repeal of such exemption, etc.

OGSR/Cybersecurity, Information Technology, and Operational Technology Information

Providing an exemption from public records requirements for the cybersecurity, information technology, and operational technology information held by an agency; providing an exemption from public meetings requirements for any portion of a meeting that would reveal such information; providing for future legislative review and repeal of the exemptions; providing a statement of public necessity, etc.

Local Housing Assistance Plans

Authorizing counties and eligible municipalities to expend certain funds on lot rental assistance for mobile home owners for a specified time period; requiring each county and eligible municipality to include in its local housing assistance plan certain strategies; authorizing counties and eligible municipalities to provide certain funds to mobile home owners for rehabilitation and emergency repairs, etc.
