Providing an exemption from public records requirements for all records identifying participants in any state retirement plan administered by the Division of Retirement of the Department of Management Services and held by the division or the State Board of Administration; providing for future legislative review and repeal of the exemption; deleting provisions providing a limited exemption from public records requirements for certain retirement records; providing a statement of public necessity, etc.

Citing this act as the "Litigation Investment Safeguards and Transparency Act"; authorizing courts to consider the existence of a litigation financing agreement under certain circumstances; prohibiting specified acts by litigation financiers; requiring certain parties to a legal proceeding, or their counsels of record, which have entered into a litigation financing agreement with a foreign person, a foreign principal, or a sovereign wealth fund to file and serve a notice identifying specified information with the court, agency, or tribunal and all other parties to the legal proceeding within a specified timeframe, etc.

Providing that prevailing parties in suits by certain health care providers for overdue medical benefits under motor vehicle personal injury protection policies are entitled to reasonable attorney fees and costs, etc.

Citing this act as the "Medical Freedom Act"; repealing a provison relating to the future repeal of the definition of the term "messenger ribonucleic acid vaccine"; prohibiting a vaccine manufacturer from offering or paying, and a health care practitioner from receiving, specified financial incentives for the administration of a vaccine; requiring certain health care practitioners and paramedics to, before administering one or more vaccines to a minor child, provide the parent or legal guardian with specified materials; providing that specified amendments made by the act to s. 456.0575, F.S., take effect on a specified date or within a specified timeframe after the Board of Medicine and the Board of Osteopathic Medicine adopt certain materials by joint rule, whichever occurs later, etc.

Requires DOH to issue provisional license to practice as anesthesiologist assistant to applicants meeting specified criteria; requires provisional licensee to work under direct supervision of licensed anesthesiologist; provides for expiration of provisional license; requires provisional licensee to immediately inform his or her employer & cease practice upon notification of failure to pass certifying examination; provides exception; provides that provisional licenses are nonrenewable; requires Board of Medicine & Board of Osteopathic Medicine to adopt rules.

Requiring the Division of State Fire Marshal to accept requirements for training and certification of firefighters from another jurisdiction under certain circumstances; requiring the division to make a specified finding before denying a firefighter certificate; requiring the division to adopt certain rules relating to contaminated personal protective equipment and firefighting gear, etc.

Renaming the "Florida Health Choices Program" as the "Florida Employee Health Choices Program"; revising eligibility and participation requirements for vendors under the program; revising the types of health insurance products that are available for purchase through the program; revising the structure of the insurance marketplace process under the program, etc.

Requires IMPACT GVN of City of Gainesville, in collaboration with others, to develop & implement Gun Violence Prevention Pilot Program; provides eligibility & program requirements; provides alternatives to incarceration for specified youth; provides for referrals to specified programs; requires City of Gainesville, in collaboration with Alachua County, to annually submit specified report to IMPACT GVN of City of Gainesville by specified date; requires IMPACT GVN of City of Gainesville to report specified information to Governor & Legislature by specified date; provides for future repeal of pilot program.

Defining the term "deactivation"; specifying circumstances under which deactivation may occur; requiring a transportation network company (TNC) to establish and maintain a deactivation policy; requiring TNCs to contract with a nonprofit organization for a specified purpose; authorizing deactivated drivers to appeal deactivation before a specified third-party arbitrator, etc.

Authorizing district school boards to refer students to organizations that provide specified student support services; providing requirements for such organizations; providing requirements relating to level 2 background screenings for specified persons; requiring certain public schools to post and maintain specified information on their websites, etc.

Requires persons applying for or renewing local business tax receipt to practice or engage in or manage any business or occupation that conducts certain transactions to exhibit active license or authorization from Office of Foreign Assets Control of United States Department of Treasury; specifies that online renewals may meet such requirement by electronic certification by applicant.

Prohibits person from possessing open cannabis container while operating or passenger in or on motor vehicle or while seated in or on motor vehicle that is parked or stopped within road; specifies circumstances in which open cannabis container is considered to be in person's possession; provides penalties; requires DHSMV to report certain violations to DOH & requires DOH to maintain records of such violations; authorizes local government to adopt certain ordinances; requires DOH to suspend or revoke registration of qualified patients & caregivers under specified circumstances.

Requires average salary of correctional officer, correctional probation officer, or institutional security specialist to be no less than certain percentage of average salaries of sworn law enforcement officers; requires DMS to submit annual compensation analysis report to Governor, President of Senate, & Speaker of House of Representatives; requires annual salary increase for sworn law enforcement officers, correctional officers, correctional probation officers, & institutional security specialists; provides that Governor may authorize certain correctional officers, correctional probation officers, & institutional security specialists to assist with law enforcement operations during declared state or federal emergency.

Establishes fundamental right to reproductive health care; provides that every individual has fundamental right to make autonomous decisions about individual's own reproductive health; provides that individuals who become pregnant have fundamental right to make certain decisions in exercise of such right; prohibits state from denying or interfering with individual's right to access reproductive health care; prohibits state & local law enforcement agencies & officials from harassing or discriminating against individual for providing or obtaining reproductive health care or assisting another person in doing so; prohibits such state & local entities from penalizing, prosecuting, or otherwise taking adverse action against individual for exercising specified rights, or against individual for assisting another in exercising such rights; provides individuals with immunity from civil liability for exercising specified rights or aiding or assisting another in exercising such rights; provides that fertilized egg, embryo, or fetus does not have independent rights under laws of this state; prohibits local units of government from regulating individual's ability to exercise right to reproductive health care in manner more restrictive than that set forth in specified provisions.

Authorizes Division of Alcoholic Beverages & Tobacco to issue special license for retail sale of THC-infused beverages; requires such license for retail sale of THC-infused beverages; prohibits sale of such beverages if such license is not issued; defines the term "THC-infused beverage."

Requires Miami-Dade County to transfer existing property interest in Coconut Grove Playhouse to Town of Bay Harbor Islands; provides duties of town.

Authorizing employer-owned life insurance policies covering certain key persons of business entities, organizations, companies, and corporations under specified circumstances; providing that premiums, loan interests, and expenses related to employer-owned life insurance are not tax deductible; specifying that insurers that violate certain provisions are subject to a fine of up to $1 million per violation and may have its authority to transact insurance suspended or revoked, etc.

Authorizing a health care provider or health care payor to commence certain civil actions if the Attorney General does not commence a civil action within a specified timeframe for an alleged violation of the provider's or payor's right of medical conscience, etc.

Citing this act as the "On-the-Job Workforce Training Act"; exempting an employer from state minimum wage requirements for specified employees; authorizing employees to voluntarily opt out of the state minimum wage requirements by signing a waiver; prohibiting an employer from coercing an employee into opting out of the state minimum wage; requiring employers to pay an employee at or above the federal minimum wage, etc.

Authorizing pharmacists who meet specified criteria to, at the direction of a licensed physician, administer medications at a Level I or Level II trauma center under certain circumstances; requiring trauma centers to retain certain documentation to employ pharmacists to perform such tasks, etc.
