Citing this act as the "Real Affordable Housing Relief Act"; deleting provisions prohibiting municipalities, counties, or other entities of local government from adopting or maintaining certain laws relating to rent control; authorizing counties and municipalities to create community land bank programs for a certain purpose; providing requirements for the sale of certain property to land banks; providing conditions for the subsequent resale of property acquired by land banks; requiring the Department of Financial Services to adopt a home resiliency grading scale for a specified purpose; creating the Affordable Housing Construction Loan Program for a certain purpose, etc.

Defining the term "class A opening protection"; providing additional requirements for inspections provided through the program; providing additional requirements to receive a grant through a specified program; revising the list of improvements such grants may be used for; revising requirements of a certain report; requiring the Department of Financial Services to maintain an online dashboard that includes certain information, etc.

Defining the term "culpably negligent manner"; providing circumstances under which a community-based care lead agency is not liable in tort for the acts or omissions of its officers or employees; providing that a community-based care lead agency may be held liable in tort for such acts or omissions under certain circumstances; providing that a subcontractor of a community-based care lead agency may be held liable in tort for such acts or omissions under certain circumstances; deleting a provision applying a limitation on certain liability to contracts entered into or renewed after a certain date, etc.

Requires medical examiners to take specified actions when performing autopsy on decedent who is violent offender; requires that autopsy reports for such individuals include certain findings & information; requires notification of certain findings & information to FDLE, DOH, & AHCA; authorizes release of certain patient records to law enforcement agencies without patient authorization; requires school safety specialists to provide school district staff with certain training on adverse effects of specified substances; specifies requirements for training; requires safe-school officers to complete certain training on adverse effects of specified substances; specifies requirements for training.

Requires storm water systems in counties & municipalities, respectively, to comply with specified DOT standards; provides inspection requirements for such systems; specifies that certain local standards are superseded; provides finding of important state interest.

Providing that a thoroughbred permitholder may elect not to, rather than be required to, conduct live racing or games; providing that a thoroughbred permitholder that does not conduct live racing or games retains its permit, remains a pari-mutuel facility, remains an eligible facility if issued a slot machine license, and is eligible to be a guest track and a host track; authorizing, rather than prohibiting, the transfer or reissuance of a thoroughbred horse racing permit or license under certain circumstances; providing that the permit of a thoroughbred permitholder who conducts live performances and does not pay taxes for a certain time is void, etc.

Providing that requests by a defendant, regardless of location, to residents of this state to transfer virtual currency to an account located outside of this state subjects the defendant to the jurisdiction of the state courts, etc.

Defining the term "battery electric vehicle"; requiring the owner of a battery electric vehicle to pay certain annual registration fees; requiring that such fees be deposited into the State Transportation Trust Fund and used for a certain purpose, etc.

Revising eyewitness identification procedures; requiring a law enforcement officer to record, as completely as possible, an eyewitness's description of the possible perpetrator of a crime and include the description in the offense report; providing that if facial recognition technology is used to identify a suspect, a lineup may not be conducted unless certain conditions are met; requiring a law enforcement officer or agency to make efforts to perform a lineup rather than use a show-up or a first-time-in-court identification, etc.

Citing this act as "Vassallo's Law"; requiring law enforcement agencies to implement a procedure for interviewing a surrendering person; authorizing a law enforcement officer interviewing a surrendering person to temporarily detain or arrest such person under certain circumstances; requiring a law enforcement officer interviewing a surrendering person to deliver, or have delivered, such person to the nearest receiving facility for involuntary examination under certain circumstances, etc.

Requires certain candidates to provide filing officer statement disclosing dual citizenship for nomination & election to federal, state, county, multicounty, district, or judicial office or to district school board.

Providing that the Bureau of Enterprise Project Management and Oversight is within the Florida Digital Service; requiring the Florida Digital Service to manage certain contracts, report certain information to specified parties annually, and adopt certain rules; creating the Bureau of Enterprise Project Management and Oversight within the Florida Digital Service; providing contract requirements for certain information technology commodities and services, etc.
