Provides requirements for general education core courses with technology component; requires high school computer science courses to include instruction on artificial intelligence; requires SBE to establish separate computer science subject area coverages for specified grades & to continue comprehensive K--12 coverage; requires DOE to present recommended competencies for certain subject area coverages to state board by specified date; requires department to coordinate examinations for such subject area coverages by specified date.

Revises definition of "health care facility"; authorizes consultant pharmacists to provide medication management services in clinics owned by hospital or by one or more physicians who are employed by or contracted with hospital.

Requires AHCA to conduct or contract for specified study to determine specified information; provides requirements for such study; requires agency to provide results to Governor & Legislature by certain date.

Citing this act as the "Florida Consumer Privacy Act"; declaring unlawful any act or practice of surveillance pricing; requiring certain individuals who advertise, promote, label, or publish a statement, display, image, offer, or announcement of surveillance pricing to include a specified clear and conspicuous disclosure with such statement, display, image, offer, or announcement; providing penalties, etc.

Authorizes AHCA to authorize & pay for specified orthotics & prosthetics services for Medicaid recipients; requires agency to seek federal approval & amend contracts as necessary to implement act; requires individual health insurance policies; group, blanket, & franchise health insurance policies; & health maintenance contracts, respectively, to provide coverage for specified orthotics & prosthetics services; prohibits health insurers & health maintenance organizations from denying claims; requires health insurers & health maintenance organizations to submit annual reports of specified information to OIR.

Revises provisions relating to evidence that is admissible to demonstrate past & future medical expenses in personal injury & wrongful death actions.

Requires private schools participating in FES Program to provide specified information in writing to certain parents before their student's initial enrollment in school; & provides private school requirements relating to certain services.

Requiring the Department of Highway Safety and Motor Vehicles to establish and maintain a secure online license and registration portal for verifying, recording, and processing the seizure or confiscation of license plates; providing that a disabled veteran may retain a certain license plate designation upon reissuance, renewal, or transfer of the plate; prohibiting a person from manufacturing, selling, offering for sale, or affixing to any registration license plate certain covers, films, or overlays that obscure or alter the registration license plate in a specified manner, etc.

Establishes Florida Agency for Fiscal Oversight within DFS; provides purpose & duties of agency; requires agency to conduct audit of certain local governments; authorizes agency to request certain information; provides penalties for noncompliance with such request; removes requirement that specified hotline be operated for certain amount of time each day; removes requirement that hotline be advertised in specified manner; requires specified employees to take certain training annually; requires first training be completed by specified deadline; requires certain employees who report information to Florida Agency for Fiscal Accountability be afforded same protection as whistle-blowers; prohibits local governments from executing certain documents with specified provisions; provides that such contracts are void; requires local governments submit certain report to DFS; requires counties to use certain contract tracking system.

Creating the "Patient-Directed Blood Donation Act"; requiring blood banks to comply with a licensed physician's order for an autologous or directed blood donation for a named patient, subject to certain conditions; authorizing blood banks and hospitals to charge a reasonable and necessary fee to cover administrative costs; requiring that all autologous and directed donations be collected, tested, stored, and transfused in accordance with certain laws and standards, etc.

Expanding the scope of the statewide provider and health plan claim dispute resolution program to include resolution of denied prior authorization requests; providing that participation in the program is mandatory and prohibiting providers and health plans from opting out of the claim dispute resolution process; prohibiting contracts between certain physicians and health insurers and health maintenance organizations, respectively, from specifying credit card payments to physicians as the only acceptable method for payments; authorizing use of electronic funds transfers by health insurers and health maintenance organizations, respectively, for payments to physicians under certain circumstances, etc.

Revising the list of boards and programs established under the Division of Professions within the department; designating the Division of Professions of the department as the division overseeing yacht and ship brokers; deleting a requirement that the board regulating cosmetologists or cosmetology specialists review an applicant's criminal record; renaming the Certified Public Accountant Education Minority Assistance Advisory Council as the Certified Public Accountant Education Opportunity Assistance Advisory Council; revising the quorum requirements of the Construction Industry Licensing Board, etc.

Requires certain licensed facilities, providers, & health care practitioners to furnish & provide access to records & reports within specified timeframes after receiving request for such records.

Defining the term "small independent special fire control district"; authorizing the governing body of a small independent special fire control district to apply for participation in the state group health insurance and prescription drug programs; requiring the Department of Management Services to conduct a certain actuarial analysis; requiring that such analysis be paid for by the small independent special fire control district, etc.

Revising the definitions of the terms "harass" and "cyberstalk", etc.

Specifying additional circumstances under which a disputed claim is not subject to review under the statewide provider and health plan claim dispute resolution program, etc.
