Requiring the state land planning agency to give preference for technical assistance funding to local governments located in a rural area of opportunity; revising the conditions required for a county to be considered a fiscally constrained county; creating the Office of Rural Prosperity within the Department of Commerce; requiring the Office of Rural Prosperity to administer the Renaissance Grants Program to provide block grants to eligible communities; creating the Public Infrastructure Smart Technology Grant Program within the Office of Rural Prosperity; creating the Florida Arterial Road Modernization Program within the Department of Transportation, etc.

Provides that benefits may not be denied to certain individuals solely on basis of drug trafficking conviction.

Creating an exception to allow a person convicted of a felony who is not currently incarcerated to serve as a personal representative if they have a specified relationship to the deceased in certain circumstances; requiring a court to consider certain criteria when determining if such person may serve as a personal representative, etc.

Directs DHSMV to develop Miami Carol City Senior High School Alumni license plate; provides for distribution & use of fees collected from sale of plate.

Revising the manner of assessing the value of changes, additions, or improvements to homestead property, etc.

Provides that district is independent special district, rather than dependent special district; revises & provides definitions; provides for operation of port authority; provides powers, functions, & duties of port authority; provides for construction & effect.

Requiring the Department of Agriculture and Consumer Services, subject to the appropriation of funds by the Legislature, to establish and operate a program to provide universal free school breakfast and lunch meals to all public school students; deleting provisions requiring school districts to implement and charge students for a breakfast program; authorizing school districts to operate free school meal programs using offsite food preparation locations, etc.

Authorizes certain public employees & officials to provide written notice to data broker to prevent disclosure of specified personal data concerning themselves & related persons; prohibits data broker from disclosing or redisclosing certain data after receipt of such notice; authorizes data brokers to provide e-mail addresses for receipt of such notice under specified conditions; provides for civil actions against data broker for failure to comply; provides standard of fault in such actions; provides that it is not defense that protected information was available through specified means; provides that it is affirmative defense to assert that person is not covered person; provides exceptions; provides for damages & costs.
