The bill allows small independent special fire control districts to participate in the state group health insurance and prescription drug programs. These districts must apply and pay a fee, and agree to a minimum 3-year enrollment period. They must also issue a request for proposals for health insurance and prescription drug coverage. The Department of Management Services must conduct an actuarial analysis for participating districts. If a district terminates participation, it cannot reapply for two years.
