Prohibits governmental entities from extending or renewing contract with specified entities; prohibits governmental entities from taking certain actions relating to contracting for AI technology, software, or products unless certain requirements are met; prohibits governmental entities from entering into contracts for AI technology, software, or products under certain conditions; provides rights of Floridians relating to AI use; requires consent for minors to create new or maintain existing companion chatbot platforms; requires companion chatbot platforms to make certain disclosures & institute certain measures to protect minors; prohibits AI technology companies from selling or disclosing personal information of users unless information is deidentified; prohibits commercial use of individual's name, image, or likeness created through AI without consent; provides for enforcement; provides for civil penalties & damages; provides for private causes of action.

Citing this act as the "HIV Prevention Justice Act"; reducing the degree of criminal penalty for certain persons who are infected with human immunodeficiency virus (HIV) and who donate blood, plasma, organs, skin, or other human tissue for use in another person; revising prohibitions relating to the intentional transmission of certain diseases through sexual conduct; revising requirements for HIV testing in cases involving criminal transmission of HIV, etc.

Prohibits certain right turns at intersections using traffic infraction detectors; requires certain signage at such intersections.

Provides exception to general law; prohibiting the sale and use of fireworks within the Town of Loxahatchee Groves agricultural residential zoning district except under specified circumstances.

Providing that evidence admissible in personal injury or wrongful death actions may be used for rebutting, as well as for proving, the amount of certain damages; providing that such evidence may be offered by any party, etc.

Urging Congress to establish an end date for the Financial Oversight and Management Board for Puerto Rico, etc.

Revising the definition of the term "adjusted federal income" to prohibit specified deductions, limit certain carryovers, and require subtractions of certain dividends paid and received within a unitary combined group to determine subtractions from taxable income; repealing a provision relating to the adjusted federal income of affiliated groups; specifying circumstances under which a corporation is considered a member of a unitary combined group; specifying requirements for, limitations on, and prohibitions in calculating and reporting income in a unitary combined group return, etc.

Exempting specified services from the requirement that a physical therapist have a practitioner of record review and sign a plan of treatment, etc.

Expanding the definition of the term "state agencies or subdivisions" to include county constitutional officers for purposes of provisions relating to the waiver of sovereign immunity in tort actions, etc.

Providing requirements for instruction on the study of Hispanic contributions to the United States, etc.

Specifies duties of certifying officials from certifying agencies concerning certification forms in support of U-visa applications; provides rebuttable presumption; requires certifying official from certifying agency that denies certification to provide petitioner with specified written notice; requires certifying agencies to grant or deny requests for certifications within specified timeframes; authorizes applicants to petition circuit court if certifying agency fails to respond within those timeframes; prohibits certifying agencies & certifying officials from disclosing immigration status of victims or persons seeking certification; provides initial & annual reporting requirements; provides immunity for certifying officials; specifies duties of certifying agencies.

Establishes Florida Health Insurance Exchange within OIR to facilitate purchase & sale of qualified health plans; provides duties of exchange; authorizes exchange to contract with eligible entity to perform exchange's functions; authorizes exchange to enter into agreements with governmental agencies & entities to carry out exchange's responsibilities; provides general requirements & prohibitions for exchange; provides certifications by exchange of health & dental benefit plans; authorizes Commissioner of Insurance Regulation & office to contract with vendor to build & manage exchange.

Requiring the Legislature to appropriate funds for a specified purpose; requiring that such funds be distributed in a specified manner; requiring specified counties to apply for such distribution; providing requirements for application; providing a specified calculation to be used to determine funding; providing for a reversion of funds in specified circumstances, etc.

Removes provision requiring specified percentage of all tourist development tax revenues to be used to promote & advertise tourism.

Requiring that a development project meet certain requirements to qualify as a blue ribbon project; providing maximum residential density and nonresidential intensity permitted within the development area of a blue ribbon project; requiring a blue ribbon project to have a blue ribbon plan; requiring a project to receive dollar-for-dollar credits from a local government under certain circumstances, etc.

Proposes State Constitutional amendment reducing maximum percentage assessed value of nonhomestead properties may increase annually.

Revises application requirements for nursing education program approval; authorizes Board of Nursing to revoke program's approval; revises requirements for annual reports program directors of approved programs are required to submit to board; provides for revocation of program's approval & discipline of its program director; revises remediation procedures; removes provision authorizing board to extend program's probationary status; authorizes agents of DOH to conduct onsite evaluations & inspections; authorizes DOH to collect evidence as part of such evaluations & inspections; removes provision authorizing approved nursing education programs to request extension to meet board's accreditation requirements.

Requiring the Florida Commission on Offender Review to provide a specified statistical analysis to the Legislature; requiring the Department of Corrections to provide specified information to the commission; requiring the commission to review specified information in certain circumstances, etc.

Acknowledges injustices perpetrated against targets of Florida Legislative Investigation Committee between 1956 & 1965 & offers formal & heartfelt apology to those whose lives, well-being, & livelihoods were damaged or destroyed by activities & public pronouncements of those who served on committee.

Requiring students in specified grades to receive instruction in cursive writing; requiring students to demonstrate proficiency in cursive writing by the end of a specified grade; defining the term "proficiency in cursive writing", etc.

Provides that certain residential manufactured buildings may not be denied building permit for placement of such building; prohibits local government from adopting certain technical amendments to FBC; prohibits local enforcement agency from requiring building permit for work valued at specified amount; prohibits project from being divided into multiple projects; requires building permit for certain work regardless of value of work; requires contractor to maintain certain written records; prohibits local enforcement agency from requiring building permit for specified work on backup power system installed by certain persons or entities; requires local enforcement agencies to establish specified process to submit certain notice before installation of backup power system; prohibits local governments from adopting or enforcing certain ordinances, rules, or other measures; authorizes local enforcement agency to conduct one inspection, either in person or virtually; authorizes use of private provider for certain inspections; requires local enforcement agency to provide certain persons written notice of correction; authorizes stop-work order under specific circumstances; requires local enforcement agency to offer reinspection date within certain time period; provides that private provider inspection report constitutes acceptance; prohibits local enforcement agency from withholding or revoking certificate of occupancy based solely on failed inspection report.

Requiring the state to be granted an easement for ingress and egress to abandoned cemeteries on private property for specified purposes, etc.

Expanding the exemption from public records requirements for records relating to pawnbroker transactions to include those records delivered to the Department of Law Enforcement; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.

Citing this act as "Mattie's Law"; requiring that newborns, beginning on a specified date, be screened for biliary atresia; requiring the Department of Health to consult with the Genetics and Newborn Screening Advisory Council before adopting certain rules; requiring hospitals that provide birthing services to screen for biliary atresia in a specified manner, etc.

Creating the Vacancy Relief and Risk Mitigation Trust Fund within the Florida Housing Finance Corporation for a specified purpose; authorizing any unexpended balance at a specified time to revert and be reappropriated for a certain purpose; providing for future review and termination or re-creation of the trust fund, etc.
