Providing an exemption from public records requirements for the personal identifying and location information of current and former private investigators licensed by the Department of Agriculture and Consumer Services and the spouses and children of such private investigators; providing for future legislative review and repeal of the exemption; providing for retroactive application; providing a statement of public necessity, etc.

Prohibits health insurance policies from imposing cost-sharing requirements that exceed specified amount for 30 days of insulin & diabetes supplies.

Authorizing a court to disclose certain grand jury testimony and materials in certain circumstances to further justice; requiring the clerk of court to take possession of and preserve certain grand jury materials; requiring the clerk of court to maintain a certain chain of custody list for such materials during a grand jury proceeding in a specified manner; requiring the state attorney and his or her employees to preserve certain grand jury materials, etc.

Authorizing the state deferred compensation plan and any deferred compensation plan offered by a county, a municipality, or other political subdivision, or a county constitutional officer, to offer a qualified Roth contribution program; ratifying the actions of the Chief Financial Officer which permitted contributions to a qualified Roth contribution program under the state's deferred compensation plan; providing for retroactive application, etc.

Establishing the Doula Workforce Development Support Program within the Department of Commerce to provide grants and technical assistance to eligible doula training entities for a specified purpose; requiring the department to prioritize support to high-need regions; specifying authorized uses of the grant funds; requiring the department to submit annual reports to the Governor and the Legislature by a specified date, etc.

Provides legislative findings & intent, & licensure requirements; provides minimum standards, prohibited acts, & rulemaking procedures.

Specifying autopsy requirements for certain cases involving sudden and unexpected deaths; requiring medical examiners to report specified cases to the national Sudden Unexpected Infant Death and Sudden Death in the Young Case Registry in accordance with protocols established by the Department of Health and the United States Centers for Disease Control and Prevention; requiring the department to impose certain administrative penalties against medical examiners for failure to report such cases in a specified timeframe, etc.

Repeals provisions relating to application of Florida Motor Vehicle No-Fault Law; revises motor vehicle insurance coverages that applicant must show to register certain vehicles with DHSMV; revises garage liability insurance requirements for motor vehicle dealer license applicants; revises financial responsibility requirements for owners or lessees of for-hire passenger transportation vehicles; revises requirements for certificate of deposit that is required if person elects certain method of proving financial responsibility; revises minimum net worth requirements to qualify certain persons as self-insurers; revises coverages that must provide premium charge reduction; revises coverages that are subject to premium discounts for specified motor vehicle equipment; revises coverages that are subject to stacking prohibition; revises coverages of motor vehicle insurance policy for which licensed general lines agent may charge specified fee; revises additional liability insurance requirements for commercial motor vehicles; revises insurance requirements for transportation network company drivers; revises coverages in policy sold in combination with accidental death & dismemberment policy which premium finance company may not finance.

Revises provisions for Florida Hurricane Catastrophe Fund including, retention multiple, adjusted retention multiple, reimbursement contracts, loss adjustment expense, contract obligations, reimbursements, reimbursement premiums, & reinsurance.

Provides that this state may accept relinquishment of exclusive concurrent legislative jurisdiction from U.S. over U.S. military installations located within boundaries of this state; provides that this state has concurrent legislative jurisdiction with U.S. over such military installations; provides procedures & requirements therefor.

Revises Medicaid managed care contract requirements to prohibit managed care plans from reviewing certain prior authorization claims for medical necessity; requires that managed care plans provide coverage for durable medical equipment & complex rehabilitation technology from qualified provider, from within provider network, of enrollee's choosing; requires AHCA to adopt certain rules.

Requiring the Department of Children and Families to cooperate with and seek cooperation from the Office of Financial Regulation concerning certain protective investigations of suspected financial exploitation of specified adults; requiring loan originators, mortgage brokers, and mortgage lenders to develop, implement, and maintain comprehensive written information security programs for the protection of information systems and nonpublic personal information; providing additional acts that constitute a ground for specified disciplinary actions against loan originators and mortgage brokers; authorizing the office to make investigations and examinations to aid the Department of Children and Families with certain protective investigations; requiring money services businesses to develop, implement, and maintain comprehensive written information security programs for the protection of information systems and nonpublic personal information, etc.

Defines "pediatric continuing care integrated community" for purposes of state Medicaid program; defines "geographic area" & "prevailing hourly rate"; requires Medicaid managed care plans to reimburse licensed home health agencies for private duty nursing services provided in community residential group home at certain rate; prohibits Medicaid managed care plans from reducing reimbursement for such services; requires Medicaid managed care plans to negotiate rates with affiliated businesses at least annually & upon request by provider, to provide certain written certification; requires AHCA to seek federal approval within specified timeframe; requires agency to implement changes made by act upon federal approval.

Deleting language concerning factors to be considered in appointments to the Florida Gaming Control Commission; prohibiting betting on athletic contests with knowledge that the results are prearranged or predetermined; defining the terms "Internet gambling" and "Internet sports wagering"; prohibiting Internet gambling and Internet sports wagering and related offenses; prohibiting the transportation of a specified number of people, for the purpose of facilitating illegal gambling; prohibiting counties, municipalities, and other political subdivisions from enacting or enforcing any ordinance or rule regarding the regulation of gaming, gambling, lotteries, or any activities described in specified provisions, etc.

Repeals provisions relating to special districts & performance measures & standards.

Abolishes certain soil & water conservation districts; transfers assets & liabilities of such districts to DACS; provides that independent special district that grants public access to district lands or water areas for outdoor recreational purposes owes no duty of care to perform specified actions; provides that independent special district is not responsible for injury to persons or property caused by act or omission of such person upon such lands or water areas; provides certain protection to owner of private land if independent special district secures easement or other access right through such private land to district lands or water areas that independent special district makes available to public for outdoor recreational purposes; provides that special district may purchase commodities & contractual services from purchasing agreements of this state; provides that independent special district may require, by resolution, criminal history screening for certain persons; revises qualifications of supervisor of soil & water conservation district; requires DACS to monitor specified soil & water conservation districts & ensure that each district is winding up administrative & fiscal matters in timely manner & using certain practices.

Renaming the Florida Law Enforcement Recruitment Bonus Payment Program as the Florida Law Enforcement Officer and Firefighter Recruitment Bonus Payment Program; authorizing the Chief Financial Officer to appoint review panels to assist in reviewing grants; creating, subject to appropriation, the Institute for Posttraumatic Stress Disorder within the Department of Financial Services for a specified purpose, etc.

Authorizes tax collector to retain certain costs, charges, & fees; revises determination of certain handling charge; requires tax collector to determine certain costs; authorizes processing entity to retain certain record & driver license reinstatement fees; requires certain amount of replacement driver license & renewal & replacement identification card fees to be remitted to tax collector; requires specified fee to cover actual costs of any required criminal history check; requires tax collector to retain certain amount of such fee; increases amount of certain driver license reinstatement fees to be remitted to or retained by tax collector; authorizes processing entity or tax collector to retain certain driver license reinstatement fees.

Requiring that finished kratom products sold to consumers at certain establishments meet certain requirements; requiring that kratom products be manufactured only by a processor who holds a certain permit issued by the Department of Agriculture and Consumer Services; providing requirements for finished kratom products produced in this state and subsequently shipped or transported out of this state for sale outside of this state; providing that a processor whose kratom product contains a controlled substance or other prohibited substances is in violation of the act, etc.

Providing that a new medical report relating to the provision of psychotropic medication to a child in the legal custody of the Department of Children and Families may be required only under certain circumstances; requiring the department and each community-based care lead agency to coordinate with certain organizations and meet at least quarterly for a specified purpose; requiring a physician to provide to a pharmacy a copy of certain documentation, rather than a signed attestation, with certain prescriptions, etc.

Urges Congress to pass H.R. 260, the No Tax Dollars for Terrorists Act.

Provides respondent has right to be represented by an attorney in risk protection order proceeding & right to have counsel appointed if he or she is indigent & desires representation; authorizes appointed private attorney to be compensated; requires specified notice to respondent; authorizes public defender or regional counsel to represent respondent in specified circumstances; specifies a compensation limitation for appointed private counsel.

Creating the Division of Labor Standards within the Department of Commerce for specified purposes; revising the protected rights of an employee; authorizing and providing the division certain powers to conduct investigations, issue citations, enforce and collect judgments by certain means, and partner with other entities for enforcement and education outreach; creating the Division of Labor Standards Community Advisory Board within the Division of Labor Standards, etc.

Citing this act as the "Promoting Work, Deterring Fraud Act of 2026"; revising circumstances under which the Department of Commerce disqualifies claimants from reemployment assistance benefits; requiring the department to verify claimants' identities before paying benefits; providing duties of the department, etc.
