The bill amends the Florida Statutes to define "affordable" and "base rent" for housing units. It prohibits landlords of affordable housing units from increasing the base rent during the term of a rental agreement. Exceptions are made for rent increases when a tenant renews their agreement or when changes to the tenant's qualifications for a housing assistance program affect the net rent. This provision applies to rental agreements with a term of 13 months or less entered into on or after July 1, 2027.
