Defines "living organ donor"; requires state agencies to grant administrative leave, not to exceed specified number of days, to allow employee to serve as living organ donor; specifies that such leave is in addition to other leave authorized by law; defines "employer" and "living organ donor"; requires certain employers to grant unpaid leave of absence to allow employee to serve as living organ donor; specifies length of such leave of absence; authorizes employers to grant paid or unpaid leave for period longer than required period of time; provides effective date.

Citing this act as the "Freedom of Conscience in the Workplace Act"; specifying an employment policy of this state relating to a person's sex; providing applicability; prohibiting employees and contractors of certain employers from being required to use certain pronouns or requiring such employers to use a pronoun that does not correspond to the employee's or contractor's sex; prohibiting the inclusion on certain forms of specified options relating to an applicant's sex; providing that it is an unlawful employment practice for certain employers to require certain training, instruction, or activity as a condition of employment, etc.

Replacing the terms "pornography" and "child pornography" with the term "child sexual abuse material", etc.

Authorizes counties to adopt ordinance for decommissioning of certain solar facilities; provides for rebuttal of certain presumptions; requires DEP to develop, revise, & update best management practices for construction of solar facilities; requires solar facility operators to implement specified BMPs; revises factors that PSC must consider in reviewing such plans; requires PSC to submit proposed rule for adoption by specified date.

Creates offense of aggravated stalking based on nonconsensual entry upon victim's property or interference with victim's property in course of committing offense of stalking; creates offense of sexually aggravated stalking based on certain sexual conduct in course of committing offense of stalking; ranks offenses created by act on offense severity ranking chart of Criminal Punishment Code; revises definition of "qualifying offense."

Provides for enactment of agreement; provides method by which state may become member state; requires statewide popular election for President & Vice President of United States; establishes procedure for appointing presidential electors in member states; provides that agreement becomes effective upon occurrence of specified actions; provides for withdrawal of member state; requires notification of member states when agreement takes effect in nonmember state or when member state withdraws from agreement.

Providing for preemption of all matters relating to the regulation of religious services and gatherings; prohibiting counties, municipalities, and special districts, respectively, from substantially burdening the free exercise of religion by adopting or enforcing certain ordinances, regulations, resolutions, rules, or other policies; prohibiting a local enforcement agency from denying the issuance of a certificate of occupancy to an owner of residential or commercial structure based on noncompliance with Florida-friendly landscaping ordinances in certain circumstances; waiving sovereign immunity in accordance with specified laws, etc.

Proposing amendments to the State Constitution to create a total exemption of homestead property from ad valorem taxation, other than school district levies, for persons 65 years of age or older who have owned and maintained the property as their permanent residence for at least 5 years and whose household income does not exceed a certain amount, adjusted annually by the cost-of-living index, and to provide an effective date, etc.

Requires DOE to develop specified policy relating to food waste reduction in K-12 schools; provides policy requirements, adoption rates for such policy, & school district requirements.

Revising conditions under which a specified scholarship account's funds revert to the state; providing a supplement for districts that have a decline in enrollment; requiring that fiscally constrained districts receive a higher calculation than non-fiscally constrained districts, etc.

Requires persons employed as classroom teachers to take specified oath before entering upon duties of classroom teacher; & provides requirements for such oath.

Providing that certain employers, employment agencies, and labor organizations comply with providing their employees or members certain information by posting notice of such information on the Internet in a manner that is accessible to such employees or members, etc.

Revises contribution amounts & how contributions are paid for specified optional retirement programs.

Requires that Secretary of State be elected, rather than appointed, & serve specified term; requires Florida Commission on Offender Review to develop & maintain database for specified purpose; provides that driver license or ID card applications, driver license or ID card renewal applications, & applications for changes of address for existing driver licenses or ID cards submitted to DHSMV serve as voter registration applications; requires DHSMV to transmit voter registration information electronically to DOS within specified timeframe; removes provision prohibiting persons providing voter registration services for driver license office from making changes to applicant's party affiliation without applicant's consent & separate signature; revises certain penalties; provides circumstances used to determine whether elections in local government exhibit racially polarized voting; authorizes party that sent notification letter to submit claim for reimbursement from local government; authorizes specified entities to file certain enforcement actions; creates Florida Voting Rights Act Commission within DOS; requires DOS instead of Office of Election Crimes & Security to conduct certain preliminary investigation; establishes General Election Day as paid holiday.

Requires large health care facilities to develop written financial assistance policies; provides financial assistance eligibility criteria; provides billing & collections rules & prohibitions; prohibits information relating to medical debt from being included in consumer reports, communicated with & reported to consumer reporting agencies, & used for certain decisions; prohibits medical creditors & medical debt collectors from engaging in certain acts during health insurance appeals; limits interest on medical debt under certain circumstances; creates Florida Health Plan; provides eligibility for & coverage of plan; authorizes Florida Health Board to establish financial arrangements with other states & foreign countries; authorizes plan enrollees to choose certain health care providers to have primary care providers & access to care coordination; authorizes enrollees to see health care specialists without referral; requires board to secure repeals & waivers of certain provisions of federal law; provides that plan's responsibility for providing health care is secondary to existing federal programs; requires plan to collect health care costs from collateral sources; prohibits patient care from being affected by fee schedules & financial incentives; prohibits noninstitutional & institutional providers that accept payments from plan from billing patients; provides requirements for capital expenditures by noninstitutional & institutional providers which exceed specified amount; requires Secretary of Health Care Administration to designate health planning regions; provides considerations for such designations; provides requirements for regional planning boards; prohibits certain health insurance policies & contracts from being sold in this state on & after specified date.

Creating the "Postsurgical Recovery Home Safety Act"; providing licensure requirements to operate a postsurgical recovery home; requiring inspections before issuing a license and annually thereafter; prohibiting operating or advertising a postsurgical recovery home without a license; prohibiting a postsurgical recovery home from providing patient care without meeting certain staffing requirements, etc.

Revises legislative intent; defines "public place"; revises definition of terms "smoking" & "vape" or "vaping"; prohibits smoking in public places in this state, with exceptions; provides applicability; revises requirements for customs smoking rooms to prohibit smoking & vaping of marijuana products at any time.
