To make various amendments to the charter of The Metropolitan District of Hartford County.

To require the Commissioner of Energy and Environmental Protection to convene a working group for the purpose of examining and making recommendations regarding the siting and use of electric transmission facilities and electric grid capacity planning in the state.

To prohibit marketing of certain weight loss pills and supplements to minors and enact legal and privacy protections for prescribers of prescription drugs for reproductive and gender-affirming health care.

To eliminate the licensing and renewal fees associated with the marine pilot license.

To require that the Insurance Department conduct a study concerning issues related to property and casualty insurance in the state.

To (1) provide that a consumer has a property right in, and retains the right to exercise exclusive control over, (A) any biological sample that is derived from the consumer's body and provided to, or used by, a direct-to-consumer genetic testing company, and (B) the results of any genetic testing conducted on the consumer's DNA by a direct-to-consumer genetic testing company, and (2) specify various duties and limitations applicable to direct-to-consumer genetic testing companies.

To allow any individual, at any time, to relinquish any firearm owned by such individual to a police department or to the Department of Emergency Services and Public Protection.

To (1) require an employer to disclose the wages or wage range and a general description of the benefits to be offered with a position in a public or internal job posting for such position, (2) require an employer to annually provide an employee with the current wages or wage range and a general description of the benefits currently provided with such employee's current position, (3) prohibit an employer from retaliating or discriminating against an employee or applicant for trying to exercise their rights regarding wage discussion or disclosure, and (4) make other changes to the disclosures required under and damages for a violation of section 31-40z of the general statutes.

To clarify that a regional council of governments may receive funding from the regional planning incentive account for both a regional stormwater management and flood mitigation coordinator position and a regional municipal solid waste and recycling coordinator position.

To (1) require that zoning regulations allow the development of modular or prefabricated homes as of right on any lot that allows for use as a single-family home, and (2) award one-quarter housing unit-equivalent point for each modular or prefabricated home developed as of right.

To amend section 13 of the charter of the Cornfield Point Association.

To require the water pollution control authority of a municipality to submit an annual report to the Secretary of Policy and Management detailing the municipality's current wastewater capacity and any projected excess wastewater capacity.

To revise the definition of "police patrol vehicle" for the purpose of certain statutes regarding body-worn recording equipment and dashboard cameras.

To require the Commissioner of Economic and Community Development to study the needs of manufacturers in the state.

To increase the motor vehicle registration fee for battery electric vehicles, fuel cell electric vehicles, range-extended battery electric vehicles and plug-in hybrid electric vehicles.

To establish a five-year tax credit for small businesses for qualified local media advertising expenses.

To establish the Connecticut Growth Investment Fund as an alternative to the tax imposed by section 12-391 of the general statutes.

To implement the Governor's budget recommendations.

To expand upon the order of gubernatorial succession set forth in the state Constitution under certain permanent and temporary circumstances.

To require employers to create a guide in order to help employees understand the pay codes used by the employer on employee records of hours worked.

To require (1) the Commissioner of Administrative Services to develop a plan for the translation and review of certain forms and applications into languages spoken by limited-English proficient individuals in the state, and (2) state agencies to adopt and implement such plan and appoint a language access coordinator.

To require state agencies to provide electronic notification to the legislative leaders when they begin the process of adopting regulations, the State Building Code, Fire Prevention Code and Fire Safety Code.
