Connecticut

To (1) increase to three the number of deputy commissioners of the Department of Emergency Services and Public Protection, and (2) establish the responsibilities of such deputy commissioners.

To require the Office of Policy and Management to conduct a study of state agency response times to Freedom of Information Act requests.

To allow municipalities to impose a commercial vacancy assessment on vacant commercial property located in districts designated by the municipality.

To (1) require the Department of Correction to update its plan for medical care for persons who are incarcerated and report various information concerning medical care organized by correctional institution in an annual report, and (2) establish the position of Correction Medical Deputy Ombuds to oversee efforts to obtain Medicaid for eligible persons who are incarcerated prior to discharge from a correctional institution.

To convey a parcel of state land in the town of Easton to The Congregational Church of Easton, Inc., for purposes of open space and two small butterfly gardens-pollinator pathways.

To require municipal approval before using a commercial warehouse for the housing or shelter of persons.

To prohibit (1) a real estate investment trust from acquiring or increasing operational control over a hospital or health system, and (2) a hospital or health system from entering into a sale-leaseback transaction involving hospital or health system-owned real property that constitutes the main campus of a hospital.

To allow dental hygienists to provide dental hygiene services in private residences.

To allow the development of certain middle housing or mixed-use developments on certain lots zoned for industrial use or previously zoned for residential use subject only to summary review.

To provide that the Connecticut Wing Civil Air Patrol within the Department of Emergency Services and Public Protection may establish, conduct or maintain a youth camp without a license.

To provide that, if a local permitting authority fails to discharge any obligation applicable to such local permitting authority pursuant to certain firearm permit provisions within the applicable time limits, the local permitting authority shall refund seventy dollars to the applicant.

To allow the construction of religious organization affordable housing developments subject to summary review.

To make technical changes to provisions concerning interlocal agreements between municipalities.

To require banking institutions to make candidate committee banking accounts available to candidate committees.
