Connecticut

To prohibit municipalities from enacting or enforcing a prohibition on the performance of certain activities of daily living.

To establish an American Sign Language career pipeline program and increase annual amounts spent on specialized services for persons who are blind or visually impaired and deaf.

To (1) require certain voting procedures for the transaction of business at meetings of fire districts, and (2) authorize State Elections Enforcement Commission jurisdiction over fire districts in matters relating to the conduct of such meetings, including such voting procedures.

To amend a statute concerning electricity suppliers.

To expand hospital financial assistance to patients and reimburse such assistance in a voluntary assistance program.

To require (1) the Department of Emergency Services and Public Protection to pay all lifecycle costs that municipalities incur as a condition of participating in the Connecticut Land Mobile Radio Network, and (2) the Commissioner of Emergency Services and Public Protection to develop a plan to encourage municipalities to participate in said network.

To amend a statute concerning gas companies.

To increase the HUSKY C asset limit for (1) an unmarried person from one thousand six hundred dollars to five thousand dollars, and (2) married persons from two thousand four hundred dollars to seven thousand five hundred dollars.

To allow trained assisted living aides to administer medication to assisted living residents.

To implement recommendations from a study concerning complex care for young adults with co-occurring diagnoses.

To require the Commissioner of Energy and Environmental Protection to conduct a study on the efficacy of the market for certificates issued by the New England Power Pool Generation Information System.

To (1) allow the Commissioner of Energy and Environmental Protection to adopt efficiency standards for certain new products if determined necessary by the commissioner, and (2) require the Connecticut Siting Council to consider future electric grid reliability needs when determining whether to approve certain facilities.

To offer greater protections to certain service workers who are displaced or terminated when service contracts are terminated.

To implement the Governor's budget recommendations.

To (1) establish a just cause standard for teacher termination decisions, (2) require teacher termination hearings be before a neutral arbitrator, and (3) make the decisions of such neutral arbitrator binding.

To allow a municipality, or two or more municipalities acting jointly, to establish municipal aggregation programs.

To authorize a former employer to disclose to a hiring school district any open or pending investigation of abuse or neglect or sexual misconduct of an applicant for a position with such hiring school district.

To (1) require employers to provide reasonable accommodations in the workplace for conditions related to menopause, (2) require the Commission on Human Rights and Opportunities to develop a model workplace policy regarding reasonable accommodations for conditions related to menopause, and (3) require the Commission on Human Rights and Opportunities to develop education materials regarding conditions related to menopause.

To institute various measures in correctional institutions concerning the reporting and investigation of sexual abuse incidents, including establishing a hotline for the reporting of such incidents, requiring additional training for correctional officers, modifying the crimes of sexual assault in the second and fourth degree, requiring the Department of Correction to submit additional legislative reports and penalizing Department of Correction employee failure to intervene or report sexual abuse, sexual assault or sexual contact.

To provide survivor's benefits and health insurance coverage to the family members of correction officers, Court Support Services Division investigators, Criminal Justice Division investigators and Office of the Chief Public Defender investigators killed in the line of duty.

To provide portal-to-portal workers' compensation coverage for employees of a public works department.

To convey two parcels of state land to the town of Branford for fair market value.

To require the Commissioner of Emergency Services and Public Protection to conduct a study of the general statutes and regulations of Connecticut state agencies relating to fireworks to determine whether any revisions to such statutes or regulations are necessary and to submit a report concerning the results of such study.

To implement the Governor's budget recommendations.

To make modifications to the process for reviewing agency regulations to determine whether they are obsolete, inconsistent or ineffective and change the deadlines for such review.
