To establish a medical respite pilot program providing supportive care to homeless individuals undergoing medical treatment.

To provide Medicaid coverage consistent with federal law for fertility care.

To allow legislative oversight of applications for federal funds by the Department of Social Services.

To require that large electric load customers in the state provide a sufficient source of electricity generation to meet the demands of such customers.

To authorize the issuance of general permits in lieu of individual permits and to provide for the renewal of certain solid waste facility permits.

To exclude spousal income from income eligibility determinations relating to home and community-based services waiver programs.

To require the collection of identifying information of nonresident owners of residential property.

To redefine "class I renewable energy source" to exclude biomass facilities.

To (1) require persons performing mold remediation for compensation in the state to register with the Department of Consumer Protection, (2) establish standards for the performance of mold remediation, and (3) provide that no certificate shall be given under the Home Improvement Act to any person who holds such person out to be a contractor that performs mold remediation unless such person provides evidence, satisfactory to the Commissioner of Consumer Protection, that the contractor is certified as a mold remediator.

To provide funding to the Department of Housing to assist homeless persons.

To require a transportation network company to (1) annually conduct criminal history records checks of transportation network company drivers, (2) provide annual sexual misconduct prevention and driver education training, and (3) implement certain safety features through its digital network to ensure the safety of riders.

To reestablish the Legislative Program Review and Investigations Committee.

To require nursing homes to spend eighty per cent of revenue on direct patient care.

To require the Secretary of the Office of Policy and Management to establish an electronic portal containing information regarding state grant programs, including applications for such programs.

To revise various transportation-related statutes concerning (1) the type of vehicles eligible for a rebate or voucher under the Connecticut Hydrogen and Electric Automobile Purchase Rebate program, (2) the matching grant program for modernizing existing traffic signal equipment and operations, (3) the requirements for zero-emission school buses and alternative fuel school buses and the related grant program for the purchasing or leasing of zero-emission school buses, (4) a working group to study incentives to increase the use of freight rail transportation in the state, and (5) a working group to study incentives to transport municipal solid waste by freight rail.

To require the Commissioner of Emergency Services and Public Protection to establish a working group to study access to parking for home health care service providers.

To require the state to provide uninsured and underinsured motorist coverage to employees of the Department of Transportation.

To provide additional means by which fish passages may be provided for on dams and reservoirs and establish standards for such fish passages.

To implement requirements to protect the safety of certain utility and public works employees.

To implement various provisions concerning towing and storing motor vehicles, including an electronic portal to locate towed vehicles, addendums to the rates and charges, the Police-Ordered Towing Council, the sale of towed motor vehicles, traffic incident management training, the Towing Advisory Council and the consumer bill of rights.

To require the Commissioner of Energy and Environmental Protection to implement a system for reporting double utility poles.

To permit a person who is sixteen or seventeen years of age to transport such person's siblings after being issued a motor vehicle operator's license.
