AN ACT to amend Tennessee Code Annotated, Title 4; Title 10, Chapter 7; Title 47; Title 58 and Title 68, relative to artificial intelligence.

As introduced, enacts the "Artificial Intelligence Public Safety and Child Protection Transparency Act." - Amends TCA Title 4; Title 10, Chapter 7; Title 47; Title 58 and Title 68.

AN ACT to amend Tennessee Code Annotated, Title 10, Chapter 7, Part 5; Title 37; Title 49 and Title 71, relative to background investigations.

As introduced, prohibits private schools participating in the individualized education account program, education savings account program, or that enroll recipients of an education freedom scholarship from employing an individual that has committed child abuse, severe child abuse, child sexual abuse, or child neglect; requires the department of human services to review, upon the request of certain child care agencies, an employee or potential employee to determine whether the individual has a record of perpetrating the abuse or neglect of children or adults. - Amends TCA Title 10, Chapter 7, Part 5; Title 37; Title 49 and Title 71.

AN ACT to amend Tennessee Code Annotated, Title 39 and Title 40, relative to criminal offenses.

As introduced, creates the Class B misdemeanor offense of interfering with a religious institution if a person acts to intentionally obstruct, disturb, or interfere with the activities of the religious institution by making an utterance, gesture, or display in a manner that is offensive to the sensibilities of an ordinary person, either within the place where the meeting is held or so near it as to disturb the order and solemnity of the activities; defines "religious institution" as a church, temple, synagogue, mosque, or other place of worship. - Amends TCA Title 39 and Title 40.

AN ACT to amend Tennessee Code Annotated, Title 44, relative to indemnification for destroyed animals.

As introduced, bases indemnity payments for an animal that is destroyed to prevent the spread of disease on the fair market value of the animal, subject to available funds. - Amends TCA Title 44.

AN ACT to amend Tennessee Code Annotated, Title 43; Title 57 and Title 67, relative to tax credits for alcoholic beverage byproducts donated for agricultural use.

As introduced, adds Western Governors University as an educational institution at which an active member of a federally recognized unit of the Tennessee national guard may receive tuition reimbursement through the Tennessee Support, Training, and Renewing Opportunity for National Guardsmen (STRONG) Act of 2017. - Amends TCA Title 49, Chapter 4.

As introduced, lowers the minimum age, from 25 to 23, that is necessary to receive an initial school bus endorsement; authorizes local boards of education and public charter school governing bodies to adopt policies prescribing the qualifications of school bus drivers in the interest of the safety and health of school pupils. - Amends TCA Section 5-8-102; Title 49 and Title 55.

As introduced, exempts from business tax, receipts from the sale of a prescription drug or medicine with a cost for a 30-day equivalent supply that exceeds the medicare cost threshold for 2025 plan years and services necessary for proper preparation, storage, handling, administration, patient education, or post-sale monitoring of such exempted drugs or medicines. - Amends TCA Title 67, Chapter 4, Part 7.

AN ACT to amend Tennessee Code Annotated, Title 39, relative to obstruction of a passageway.

As introduced, increases the penalty for obstruction of a highway, street, sidewalk, railway, waterway, elevator, aisle, hallway, or other place used for the passage of persons or vehicles from a Class A misdemeanor to a Class E felony; establishes an increased penalty of a Class D felony if the offense was committed by intentionally obstructing a highway, street, or other place used for the passage of vehicles. - Amends TCA Title 39.

AN ACT to amend Tennessee Code Annotated, Title 67, Chapter 6, relative to sales and use tax exemptions for educators.

As introduced, exempts certain school supplies and instructional materials from the sales and use tax if sold to a teacher employed by a local education agency or public charter school. - Amends TCA Title 67, Chapter 6.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 37 and Title 41, relative to juvenile facilities.

As introduced, decreases from six to four the number of hours a juvenile detention facility may delay a telephone call or in-person visit if a child is subject to disciplinary action. - Amends TCA Title 4; Title 37 and Title 41.

AN ACT to amend Tennessee Code Annotated, Section 49-3-314, relative to education finance.

As introduced, requires, if a local government adopts a budget that includes the required maintenance of effort for education funding but fails to appropriate or allocate the full amount budgeted to the LEA, the local government, in the following fiscal year, to appropriate and allocate the unfunded portion to the LEA; specifies that the maintenance of local funding effort required for a fiscal year following a fiscal year in which the local government failed to appropriate or allocate the full amount budgeted to the LEA must be determined based on the amount budgeted to the LEA for the previous fiscal year instead of the amount actually appropriated or allocated to the LEA by the local government. - Amends TCA Section 49-3-314.

As introduced, revises requirement for the department of commerce and insurance to report on coverage for mental health, alcoholism, and drug dependency. - Amends TCA Title 56.

AN ACT to amend Tennessee Code Annotated, Title 38; Title 39 and Title 40, relative to criminal investigations.

As introduced, requires the TBI to establish a cold case division, to be divided into three geographic regions, each staffed by a regional director and no fewer than five cold case detectives; requires each local law enforcement agency to submit unsolved missing person or homicide cases to the cold case division following the passage of 10 years without resolution. - Amends TCA Title 38; Title 39 and Title 40.
