AN ACT to amend Tennessee Code Annotated, Title 16, Chapter 15, Part 50, relative to courts of general sessions or juvenile jurisdiction.

As introduced, effective September 1, 2030, divides counties into five, instead of seven, different classes by population for the purpose of determining the compensation of general sessions and juvenile judges; revises provisions setting minimum salary requirements for general sessions and juvenile judges; establishes a county litigation tax on each civil, criminal, juvenile, and traffic case initiated in a general sessions or juvenile court to defray general sessions and juvenile judges' salaries; makes other related revisions. - Amends TCA Title 16, Chapter 15, Part 50.

AN ACT to amend Tennessee Code Annotated, Title 39, Chapter 13, Part 5, relative to sexual offenses.

As introduced, revises the offense of continuous sexual abuse of a child, including the required number of victims, required number of incidents of sexual abuse, and time frame within which the incidents must have occurred. - Amends TCA Title 39, Chapter 13, Part 5.

AN ACT to amend Tennessee Code Annotated, Title 63; Title 68 and Title 71, Chapter 5, relative to hospital reimbursement.

As introduced, establishes TennCare minimum and maximum reimbursement rate levels for rural hospitals and requires that the reimbursement rate is based on the rural hospital's current federal fiscal year. - Amends TCA Title 63; Title 68 and Title 71, Chapter 5.

AN ACT to amend Tennessee Code Annotated, Title 67, Chapter 6, relative to sales and use tax exemptions for educators.

As introduced, exempts certain school supplies and instructional materials from the sales and use tax if sold to a teacher employed by a local education agency or public charter school. - Amends TCA Title 67, Chapter 6.

AN ACT to amend Tennessee Code Annotated, Title 67, Chapter 6, Part 3, relative to exemptions from sales and use tax.

As introduced, exempts from sales tax, the first $20 of the sales price on a sale of tangible personal property paid for with physical cash declared legal tender, including gold and silver. - Amends TCA Title 67, Chapter 6, Part 3.

AN ACT to amend Tennessee Code Annotated, Title 38, Chapter 8, Part 1 and Title 41, relative to pay supplements for local correctional officers.

As introduced, creates a supplemental pay incentive program for local correctional officers who receive 40 hours or more of in-service training per calendar year. - Amends TCA Title 38, Chapter 8, Part 1 and Title 41.

AN ACT to amend Tennessee Code Annotated, Title 11; Title 67; Title 69 and Title 70, relative to funding to the wildlife resources agency.

As introduced, allocates all revenue generated from the state sales tax on retail sales of recreational vessels, recreational vessel accessories, and wildlife-related outdoor recreational goods to the wildlife resources fund. - Amends TCA Title 11; Title 67; Title 69 and Title 70.

AN ACT to amend Tennessee Code Annotated, Title 38; Title 39 and Title 40, relative to criminal investigations.

As introduced, requires the TBI to establish a cold case division, to be divided into three geographic regions, each staffed by a regional director and no fewer than five cold case detectives; requires each local law enforcement agency to submit unsolved missing person or homicide cases to the cold case division following the passage of 10 years without resolution. - Amends TCA Title 38; Title 39 and Title 40.

As introduced, permits a healthcare organization's quality improvement committee to evaluate the security measures in place at a healthcare organization to ensure the safety of patients and staff. - Amends TCA Title 8; Title 38; Title 62 and Title 68.

AN ACT to amend Tennessee Code Annotated, Title 39 and Title 40, relative to court costs.

As introduced, prohibits a court from assessing court costs against a defendant in a criminal proceeding if the defendant is found not guilty by a jury or by a judge following a bench trial on all charges for which the defendant was accused, the prosecution is dismissed or a nolle prosequi is entered by the state, or the charges against the defendant are dismissed by the court. - Amends TCA Title 39 and Title 40.

AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 3, Part 14, relative to federal workforce Pell grants.

As introduced, requires the governor to approve all eligible workforce training programs for the purposes of federal workforce Pell grants and coordinate approval of eligible workforce training programs with other state and federal workforce programs to avoid duplicative payments for the same student costs that are covered by federal workforce Pell grants. - Amends TCA Title 4, Chapter 3, Part 14.

AN ACT to amend Tennessee Code Annotated, Title 49, relative to higher education.

As introduced, requires each public institution of higher education to classify a student who is the spouse of a service member who has not resided in this state for at least one year as an in-state student for tuition purposes if the service member's spouse resides in this state while enrolled in the institution; adds dependants of active-duty military personnel or veterans residing outside of this state to those who are eligible to receive the in-state tuition rate at a public institution of higher education; requires, instead of allows, the governing board of each such institution to provide the in-state tuition rate to military-affiliated individuals. - Amends TCA Title 49.

AN ACT to amend Tennessee Code Annotated, Title 67, Chapter 6, relative to taxation.

As introduced, changes the date, from February 1 to February 15, by which the department of revenue must submit its annual report regarding information and findings and any recommendations concerning sales taxes the department collects on the sale of electronic nicotine delivery devices to the speaker of the senate, speaker of the house of representatives, and chairs of the finance, ways and means committees of the senate and house of representatives. - Amends TCA Title 67, Chapter 6.

AN ACT to amend Tennessee Code Annotated, Title 8, Chapter 27, relative to health insurance for public safety employees.

As introduced, requires, instead of authorizes, the state and local governments to provide fully paid health insurance coverage to the immediate family members of state and local law enforcement officers killed in the line of duty on or after January 1, 2020; removes the two-year limitation on the state or local government's full payment of such coverage; adds that family members of officers who suffer catastrophic injuries on or after January 1, 2020, also qualify for such coverage; requires the state to reimburse local governments that provide such coverage. - Amends TCA Title 8, Chapter 27.
