As enacted, reconstitutes the commission. - Amends TCA Title 4.

As enacted, prohibits the initial issuance of registration of a motor vehicle if the vehicle has not met the requirements of the "Financial Responsibility Law of 1977," which provides insurance and financial responsibility requirements for motor vehicle operators; makes related changes. - Amends TCA Title 29; Title 55 and Title 56.

As introduced, requires each convention center authority to send an annual audit of the books and records of its authority by January 1 to the governing body of the municipality granting permission to the authority to organize. - Amends TCA Title 7, Chapter 89.

As introduced, classifies a money transmission originating in this state to a location outside of the United States or its territories as a service transaction subject to the sales and use tax; requires revenues from such tax to be allocated to certain purposes. - Amends TCA Title 4; Title 38; Title 39; Title 45; Title 47; Title 49 and Title 67.

As enacted, authorizes certain counties to adopt a resolution prohibiting a municipality or regional zoning commission from exercising zoning authority outside of the boundaries of the municipality. - Amends TCA Title 5; Title 6; Title 7 and Title 13.

As enacted, enacts the "Freedom, Access, and Integrity in Registered Pharmacy (FAIR Rx) Act." - Amends TCA Title 63.

As enacted, revises law relative to pension plans and proxy advisors. - Amends TCA Title 9, Chapter 4.

As enacted, eliminates the fraud and economic crimes fees and assessments in criminal prosecutions for counties that have enacted a $12.50 court cost to be used for supplemental funding for the district attorney general's office; requires existing funds in fraud and economic crimes prosecution fund to be remitted back to the county government of original assessment and collection. - Amends TCA Title 40, Chapter 3.

As enacted, authorizes the Megasite Authority of West Tennessee and certain law enforcement agencies to enter into a written agreement authorizing sworn peace officers of the law enforcement agency to enforce certain traffic laws on one or more designated private megasite roadways identified in the agreement. - Amends TCA Title 54 and Title 64, Chapter 9.

As enacted, revises various provisions governing surrendering custody of unwanted infants. - Amends TCA Title 36, Chapter 1, Part 1 and Title 68, Chapter 11, Part 2.

As enacted, makes various changes to health-related laws, including, but not limited to, requiring the commissioner of health to prescribe conditions under which processed and verified claims data found on the UB-92 form are made available to the public; revising law relative to critical access hospitals, and revising law relative to certificates of need. - Amends TCA Title 33; Title 63 and Title 68.

As enacted, requires a defendant who is ordered to wear a transdermal monitoring device or alternative device, including other alternative alcohol or drug monitoring device, or global positioning monitoring device, as a condition of pretrial release, and who has not been determined by the court to be indigent, to pay all fees associated with the installation, monitoring, maintenance, and operation of the device. - Amends TCA Title 38; Title 39; Title 40 and Title 55.

As enacted, requires a child placed in the custody of the department to remain in custody so long as necessary to complete treatment or services, which must be evidence-based and provided by a qualified provider; makes other changes to child custody law; creates a juvenile commitment review task force to examine system issues and service gaps for certain children committed to the custody of the department. - Amends TCA Title 37, Chapter 1, Part 1.

As introduced, authorizes a candidate or officeholder to expend campaign funds of not more than $12,000 per year for residential security. - Amends TCA Title 2, Chapter 10.

As enacted, clarifies that certain individuals who have not completed the amount of clinical practice required by the educator preparation provider in which the individual is enrolled may receive a temporary clinical permit if all other requirements for the permit are satisfied; allows such an individual who is issued a temporary clinical permit to meet the clinical practice requirements of the EPP in which the individual is enrolled by combining the amount of clinical practice the individual completed before being issued a temporary clinical permit with the amount of time the individual taught under the temporary clinical permit. - Amends TCA Title 49, Chapter 5.

As enacted, creates a process for continuing funding for a municipal LEA when the municipal legislative body and the governing body for the LEA cannot agree on a budget; provides a process for continuing funding of municipal operations when a municipal legislative body has not adopted a budget by the first day of a fiscal year. - Amends TCA Title 6, Chapter 56, Part 1 and Title 6, Chapter 56, Part 2.

As enacted, makes revisions to health law, including, but not limited to, revising certain reporting requirements, requiring a person licensed by the board of examiners in psychology to complete certain suicide prevention training, defining palliative care, and clarifying certain rulemaking authority of health boards and the commissioner of health. - Amends TCA Title 4; Title 8; Title 33; Title 36; Title 37; Title 48; Title 49; Title 52; Title 53; Title 55; Title 56; Title 62; Title 63 and Title 68.

As enacted, requires the Tennessee advisory commission on intergovernmental relations (TACIR) to conduct a study to determine if newspapers of general circulation remain the most efficient and effective manner for governments to provide the public with transparent and accessible information. - Amends TCA Title 1, Chapter 3 and Title 8, Chapter 44.

Subject to local approval, removes archaic references to debtor's prisons, city marshal, the original members of the board of mayor and aldermen, and city recorder authority; sets salaries of board members by ordinance rather than by charter; authorizes the board to set meeting dates by ordinance rather than by charter, increases terms of the mayor and aldermen from two to four years; and removes certain residency requirements for legal qualified voters who live within the municipality. - Amends Chapter 833 of the Private Acts of 1949; as amended.

Subject to local approval, updates the system for the management of county finances, including, but not limited to, budgeting, investment oversight, debt management, and cash management oversight. - Amends Chapter 541 of the Private Acts of 1939; as amended and rewritten.

As introduced, requires an LEA or public charter school to allow a private pay provider for a student with autism spectrum disorder or developmental delays access to the student during the school day to provide the student with private pay services in educational settings, including classroom settings, as determined by the student's IEP or service agreement. - Amends TCA Title 49; Title 68 and Title 71.

As enacted, creates an offense of recklessly discharging a firearm into the air, ground, a body of water, or an object in close proximity to the person if the firearm is discharged at a place of public gathering or at a public event where there are at least 25 people in attendance at the time of the discharge; punishes the offense as a Class A misdemeanor; specifies certain exceptions to the offense. - Amends TCA Title 39.

As enacted, establishes a pilot program that provides grants to local education agencies to advance substance abuse and violence prevention programs. - Amends TCA Title 49.

As enacted, authorizes municipal water and sewer systems to undertake certain projects on private property. - Amends TCA Title 7; Title 63; Title 65; Title 68 and Title 69.
