SB1592 amends Tennessee Code to establish minimum budgets for local educational agencies (LEA) when municipal legislative bodies and LEA governing bodies fail to agree on a budget by August 31. If no agreement is reached, the LEA budget defaults to the minimum required to meet local match and maintenance of effort provisions. The bill also mandates a 3% increase in the LEA budget if no agreement is reached for three consecutive fiscal years. The continuing operating budget can extend for up to three months, subject to approval by the comptroller of the treasury.
