AN ACT to amend Tennessee Code Annotated, Title 39, Chapter 14, Part 2, relative to cruelty to animals.

As enacted, adds starvation resulting in death of a livestock animal to the types of conduct that constitute the Class E felony of aggravated cruelty to a livestock animal, when done in a depraved and sadistic manner without justifiable or lawful purpose. - Amends TCA Title 39, Chapter 14, Part 2.

As enacted, authorizes the commissioner of general services to commission the director or a staff member of a law enforcement training academy; authorizes the department of general services to operate a sale facility at a law enforcement training academy for purposes of funding its operations. - Amends TCA Title 4, Chapter 3, Part 11 and Title 38, Chapter 8, Part 2.

AN ACT to amend Tennessee Code Annotated, Title 55, Chapter 4; Title 55, Chapter 50 and Title 65, Chapter 15, relative to motor vehicles.

As introduced, requires an applicant for a driver license who cannot speak and read English sufficiently to be issued a restricted license for one year and to re-take the written driver license examination in English to be issued a driver license thereafter; requires evidence of U.S. citizenship, lawful permanent residence, or temporary lawful resident status prior to registering vehicles. - Amends TCA Title 55, Chapter 4; Title 55, Chapter 50 and Title 65, Chapter 15.

AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 29 and Title 41, Chapter 21, Part 10, relative to the inmate disciplinary oversight board.

As enacted, extends the inmate disciplinary oversight board to June 30, 2028. - Amends TCA Title 4, Chapter 29 and Title 41, Chapter 21, Part 10.

AN ACT to amend Tennessee Code Annotated, Title 56, relative to insurance.

As enacted, generally requires a group policy in this state that provides hospital, surgical, or major medical expense insurance on an expense incurred basis to an employee or member to extend such policy coverage for a period of time when the employee or member has been terminated if certain criteria is met. - Amends TCA Title 56.

AN ACT to amend Tennessee Code Annotated, Title 5; Title 6; Title 7 and Title 8, Chapter 44, relative to community meetings conducted with electronic participation.

As enacted, authorizes local governmental bodies to conduct certain community meetings via electronic means of communication. - Amends TCA Title 5; Title 6; Title 7 and Title 8, Chapter 44.

AN ACT to amend Tennessee Code Annotated, Title 38; Title 39 and Title 40, relative to crime stoppers programs.

As enacted, directs the Tennessee advisory commission on intergovernmental relations to study the status of the crime stoppers programs across the state and make recommendations to enhance such programs. - Amends TCA Title 38; Title 39 and Title 40.

AN ACT to amend Tennessee Code Annotated, Title 9 and Title 49, relative to pre-kindergarten.

As enacted, requires TACIR, with the assistance of relevant state agencies, to conduct a comprehensive study on public school administered early childhood education programs in this state. - Amends TCA Title 9 and Title 49.

AN ACT to amend Tennessee Code Annotated, Title 20 and Title 33, relative to opioids.

As enacted, adds Alvogen, Inc., Apotex Corp., and Zydus Pharmaceuticals (USA) Inc. to the list of companies that may be released by the attorney general for pending or future claims regarding opioids. - Amends TCA Title 20 and Title 33.

AN ACT to amend Tennessee Code Annotated, Title 49, relative to education.

As enacted, requires the state board of education to establish a qualified dyslexia interventionist endorsement to allow an educator to provide targeted instructional intervention, academic support, behavioral support, or related services to students demonstrating characteristics of dyslexia. - Amends TCA Title 49.

AN ACT to amend Tennessee Code Annotated, Title 33; Title 36; Title 37; Title 49; Title 63 and Title 68, relative to healthcare treatment of minors.

As enacted, clarifies that a child's parent, legal guardian, or legal custodian may, to the extent allowable by federal law, access and review all health and medical records of the child, including those records related to treatments available to unemancipated minors without parental consent; makes other related changes. - Amends TCA Title 33; Title 36; Title 37; Title 49; Title 63 and Title 68.

AN ACT to amend Tennessee Code Annotated, Title 4 and Title 63, relative to respiratory therapy.

As enacted, enacts the "Respiratory Care Interstate Compact Act." - Amends TCA Title 4 and Title 63.

AN ACT to amend Tennessee Code Annotated, Title 58, Chapter 7, relative to state veterans' homes.

As enacted, authorizes state veterans' homes to provide services other than skilled nursing services to honorably discharged veterans. - Amends TCA Title 58, Chapter 7.

AN ACT to amend Tennessee Code Annotated, Section 67-5-2701, relative to procedure for redemption of property.

As enacted, revises standards for the length of the redemption period for a property subject to a tax sale based on whether the period of delinquency is three years or less or is more than three years. - Amends TCA Section 67-5-2701.

AN ACT to amend Tennessee Code Annotated, Title 38; Title 40; Title 53; Title 63 and Title 68, relative to psychotropic drugs.

As enacted, authorizes a law enforcement officer to cause to be administered a blood or urine test on a person for the presence of a psychotropic drug if such officer has probable cause to believe that the person committed a mass shooting and the person consents to such test; clarifies that if the person is a minor, then a parent or legal guardian must consent; directs the health science center to study the drug interactions between any drugs found in the person's blood or urine. - Amends TCA Title 38; Title 40; Title 53; Title 63 and Title 68.

AN ACT to amend Tennessee Code Annotated, Title 64, Chapter 1, Part 11, relative to the West Tennessee River Basin Authority.

As enacted, expands the areas served by the West Tennessee River Basin Authority to include Perry, Stewart, Houston, and Humphreys counties. - Amends TCA Title 64, Chapter 1, Part 11.

AN ACT to amend Tennessee Code Annotated, Section 55-4-116 and Section 55-6-107, relative to military personnel.

As enacted, exempts a military service member who is stationed out of state on military orders from paying the additional registration fee imposed on all-electric vehicles. - Amends TCA Section 55-4-116 and Section 55-6-107.

AN ACT to amend Tennessee Code Annotated, Title 11, Chapter 13, relative to scenic rivers.

As enacted, designates segments of the Buffalo River, Duck River, and certain other rivers and creeks as Class II pastoral river areas; expands certain public outreach requirements concerning scenic rivers. - Amends TCA Title 11, Chapter 13.

AN ACT to amend Tennessee Code Annotated, Title 49, relative to education.

As introduced, increases, from 25,000 to 40,000, the maximum number of education freedom scholarships that may be awarded to eligible students in the 2026-2027 school year; directs the governor to elect for this state to participate in the federal education tax credit program created in The One, Big, Beautiful Bill Act and to comply with any and all requirements to maintain the state's participation in the program in the future. - Amends TCA Title 49.

AN ACT to amend Tennessee Code Annotated, Title 8; Title 10; Title 33; Title 36; Title 37; Title 38; Title 39; Title 40; Title 41; Title 49; Title 50; Title 55 and Title 70, relative to criminal justice.
