AN ACT to amend Chapter 350 of the Private Acts of 1945; as amended by Chapter 246 of the Private Acts of 1974; and any other acts amendatory thereto, relative to the county attorney of Haywood County.

Subject to local approval, for county attorney, requires state law license; hiring preference to be given to a resident; oath of office; to advise and represent county commission, the county mayor, and other county officials; authorizes county commission to employ legal counsel other than county attorney; replaces "quarterly county court" with "county commission"; and replaces "county judge" with "county mayor." - Amends Chapter 350 of the Private Acts of 1945; as amended.

AN ACT to amend Tennessee Code Annotated, Title 49, relative to assessments.

As introduced, deletes antiquated language regarding the format for the Tennessee comprehensive assessment program tests that were administered in the 2019-2020 and 2020-2021 school years. - Amends TCA Title 49.

AN ACT to amend Tennessee Code Annotated, Title 37, Chapter 1, Part 1, relative to children.

As enacted, requires a child placed in the custody of the department to remain in custody so long as necessary to complete treatment or services, which must be evidence-based and provided by a qualified provider; makes other changes to child custody law; creates a juvenile commitment review task force to examine system issues and service gaps for certain children committed to the custody of the department. - Amends TCA Title 37, Chapter 1, Part 1.

AN ACT to amend Tennessee Code Annotated, Title 39, Chapter 13 and Title 55, Chapter 10, relative to leaving the scene of an accident.

As enacted, enacts the "James Bardsley, Jr. Life Protection Act." - Amends TCA Title 39, Chapter 13 and Title 55, Chapter 10.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 5; Title 6; Title 7 and Title 49, relative to education.

As enacted, requires an educational oversight board tobe created for an LEA that meets certain criteria and is established to annually conduct a comprehensive needs assessment of the LEA to determine the factors that may be contributing to the LEA meeting such criteria; requires the oversight board to develop a transformation plan that identifies performance andoperational goals for the LEA and benchmarks for assessing the LEA's progress toward meeting such goals; makes other related changes. - Amends TCA Title 4; Title 5; Title 6; Title 7 and Title 49.

AN ACT to amend Chapter 142 of the Private Acts of 1990; and any other acts amendatory thereto, relative to the charter of the Town of Stanton.

Subject to local approval, revises the general powers of the town; revises provisions related to the town judge. - Amends Chapter 142 of the Private Acts of 1990.

AN ACT to amend Tennessee Code Annotated, Title 39, relative to the discharge of a firearm.

As enacted, creates an offense of recklessly discharging a firearm into the air, ground, a body of water, or an object in close proximity to the person if the firearm is discharged at a place of public gathering or at a public event where there are at least 25 people in attendance at the time of the discharge; punishes the offense as a Class A misdemeanor; specifies certain exceptions to the offense. - Amends TCA Title 39.

AN ACT to amend Tennessee Code Annotated, Title 4 and Title 49, relative to early education.

As enacted, creates an early educator workforce development resource task force. - Amends TCA Title 4 and Title 49.

AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 3, Part 10 and Title 11, Chapter 8, relative to the Ocoee River.

As introduced, expands the purposes for which monies from the Ocoee River recreation and economic development fund may be expended by the Ocoee River recreation and economic development fund board; replaces the park manager member of the board with the director of the division of state parks. - Amends TCA Title 4, Chapter 3, Part 10 and Title 11, Chapter 8.

AN ACT to amend Tennessee Code Annotated, Title 58, Chapter 1, relative to a national guard armory.

As enacted, designates the national guard armory in McNairy County as the "Brigadier General Donald F. Hawkins Army National Guard Armory." - Amends TCA Title 58, Chapter 1.

AN ACT to amend Tennessee Code Annotated, Title 29; Title 37 and Title 47, relative to artificial intelligence.

As enacted, requires the Tennessee advisory commission on intergovernmental relations (TACIR) to conduct a study of the potential regulation of artificial intelligence systems and generative artificial intelligence chatbots in this state. - Amends TCA Title 29; Title 37 and Title 47.

AN ACT to amend Tennessee Code Annotated, Title 7, Chapter 51, Part 26, relative to sober living homes.

As enacted, authorizes Putnam County and incorporated cities within the county to regulate sober living homes for recovery from alcohol, drug, and substance abuse to the extent such regulation complies with the "Fair Housing Act and the Americans with Disabilities Act." - Amends TCA Title 7, Chapter 51, Part 26.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 5; Title 6; Title 7; Title 8; Title 12; Title 13; Title 29; Title 54; Title 64; Title 65; Title 68 and Title 69, relative to municipal utilities.

As enacted, establishes a process for a municipality that operates a sewerage system outside of its corporate boundaries and has imposed a moratorium on new sewer connections outside of its corporate boundaries for a period of five or more consecutive years to extend sanitary sewer service or allow sewer connection only to property located within an adjacency area if the property owner or developer agrees to pay, or the municipality assesses, a housing surcharge. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 8; Title 12; Title 13; Title 29; Title 54; Title 64; Title 65; Title 68 and Title 69.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 4, Chapter 49; Title 8, Chapter 6, Part 4; Title 40, Chapter 2 and Title 47, relative to illegal activity.

As introduced, designates illegal gambling and related activities as a violation of the Tennessee Consumer Protection Act; expands the authority of the sports wagering council to investigate illegal gambling and gaming activity; expands the investigative authority of the attorney general and reporter to investigate unlawful activity within the purview of the attorney general and reporter. - Amends TCA Title 4; Title 4, Chapter 49; Title 8, Chapter 6, Part 4; Title 40, Chapter 2 and Title 47.

AN ACT to amend Tennessee Code Annotated, Title 49, Chapter 1 and Title 49, Chapter 3, relative to economically disadvantaged students.

As enacted, requires the TISA review committee to study and include in its annual report recommendations for how this state may revise the ways in which it identifies economically disadvantaged students to ensure this state is accurately identifying the students in need of additional resources and recommendations for how this state may better support economically disadvantaged students through the TISA. - Amends TCA Title 49, Chapter 1 and Title 49, Chapter 3.

AN ACT to amend Tennessee Code Annotated, Title 33; Title 63 and Title 68, relative to health facility regulation.

As enacted, makes various changes to health-related laws, including, but not limited to, requiring the commissioner of health to prescribe conditions under which processed and verified claims data found on the UB-92 form are made available to the public; revising law relative to critical access hospitals, and revising law relative to certificates of need. - Amends TCA Title 33; Title 63 and Title 68.

AN ACT to amend Tennessee Code Annotated, Title 39, relative to the defense of property.

As enacted, lowers the standard for the use of deadly force to protect property. - Amends TCA Title 39.

AN ACT to amend Tennessee Code Annotated, Title 58, Chapter 1, relative to a national guard armory.

As enacted, designates the national guard armory in McNairy County as the "Brigadier General Donald F. Hawkins Army National Guard Armory." - Amends TCA Title 58, Chapter 1.

AN ACT to amend Tennessee Code Annotated, Title 39, Chapter 17, Part 13, relative to judges.

As introduced, authorizes certain sitting or retired judges to carry weapons in any location that a law enforcement officer is authorized to carry a weapon if the judge could otherwise qualify for an enhanced handgun carry permit. - Amends TCA Title 39, Chapter 17, Part 13.

AN ACT to amend Chapter 34 of the Private Acts of 2019; and any other acts amendatory thereto, relative to the city of Winchester.

Subject to local approval, expands the board of public utilities' jurisdiction to wastewater treatment systems; requires the mayor to serve as a standing member of the board during the mayor's term; creates four-year terms for members; and makes various other changes. - Amends Chapter 34 of the Private Acts of 2019.

AN ACT to amend Tennessee Code Annotated, Title 37; Title 39, Chapter 17, Part 3; Title 40; Title 49 and Title 55, Chapter 10, Part 7, relative to harassment.

As enacted, creates a criminal offense for certain school employees who intentionally engage in bullying or cyberbullying of a student; clarifies that a teacher or school employee of a local education agency who is found to have committed an act of harassment, intimidation, bullying, or cyberbullying is subject to dismissal or suspension. - Amends TCA Title 37; Title 39, Chapter 17, Part 3; Title 40; Title 49 and Title 55, Chapter 10, Part 7.

AN ACT to amend Tennessee Code Annotated, Title 67, Chapter 6, relative to tax revenue.

As enacted, extends the deadline by which a county that borders at least three distressed rural counties must apply to be eligible to retain the sales and use tax generated from a commercial development district from December 31, 2026, to December 31, 2040; extends the deadline for the commissioner of finance and administration to approve a commercial development district from June 30, 2031, to June 30, 2041. - Amends TCA Title 67, Chapter 6.

AN ACT to amend Tennessee Code Annotated, Title 7, Chapter 86, Part 3 and Title 8, Chapter 44, Part 1, relative to emergency communications district boards of directors.

As enacted, authorizes emergency communications district boards of directors to participate in board meetings electronically under the open meetings law. - Amends TCA Title 7, Chapter 86, Part 3 and Title 8, Chapter 44, Part 1.

AN ACT to amend Tennessee Code Annotated, Title 5; Title 6; Title 7 and Title 67, Chapter 6, relative to local government.

As enacted, authorizes counties with a metropolitan form of government, by resolution of their governing bodies, to levy a tax on the retail sale of food and food ingredients for human consumption within the county at a rate less than the local option sales tax rate or exempt the retail sale of such food and food ingredients from the local option sales tax; deletes obsolete provisions relating to the timing for reducing the membership of metropolitan councils. - Amends TCA Title 5; Title 6; Title 7 and Title 67, Chapter 6.

AN ACT to amend Tennessee Code Annotated, Title 16; Title 17 and Title 40, relative to criminal magistrates.

As enacted, creates a pilot project to provide for criminal magistrates in the 10 counties in which the criminal courts experience the highest judicial caseload, if authorized by the legislative body of an eligible county; authorizes the judges of the county with criminal jurisdiction to appoint the criminal magistrate, who shall serve at the pleasure of the majority of the judges of the county with criminal jurisdiction. - Amends TCA Title 16; Title 17 and Title 40.
