BUSINESSES AND PROFESSIONS -- PUBLIC ACCOUNTANCY - Updates the state’s public accountancy act for consistency with the 9th edition of the Uniform Accountancy Act, as issued by NASBA and AICPA in July 2025.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Creates a special motor vehicle registration plate for The Rhode Island Hockey Hall of Fame.

CORPORATIONS, ASSOCIATIONS AND PARTNERSHIPS -- UNIFORM PARTNERSHIP ACT -- THE RHODE ISLAND LIMITED LIABILITY COMPANY ACT - Replaces the existing limited liability company act with a newer and updated model act.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Creates special motor vehicle registration plates for vehicles based on the not-for-profit entity Rhode Island Fire Chiefs Honor Flight Hub.

FINANCIAL INSTITUTIONS -- LICENSED ACTIVITIES - Establishes requirements for capital, liquidity, and corporate governance including: audit, risk management, and board oversight, for nonbank mortgage servicers.

HEALTH AND SAFETY -- THE RHODE ISLAND LIFE SCIENCE HUB ACT - Amends the compositions of the Rhode Island life science hub board of directors and amends the I-195 redevelopment district commission and provides additional amendments to the powers and duties of the commission.

Authorizes the city of Pawtucket to issue not more than $4,000,000 general obligation bonds and notes to finance the planning, evaluation, design, construction, equipping and reconstruction of sanitary sewers and storm sewers.

TAXATION -- PROPERTY SUBJECT TO TAXATION - Repeals the Tiverton tax credit for totally disabled veterans and includes a veteran's unmarried widow or widower for a tax credit in the amount of four hundred dollars ($400) or greater.

STATE AFFAIRS AND GOVERNMENT -- ADMINISTRATIVE PROCEDURES - Amends the refiling process for rules and regulations under the administrative procedures act by implementing a confirmation and attestation system to confirm agency rules and regulations are active and effective.

FOOD AND DRUGS -- UNIFORM CONTROLLED SUBSTANCES ACT - Revises sections of the uniform controlled substances act to remove specific opioid dosage requirements and revises the uniform controlled substances act in accordance with current standards of professional practice.

TOWNS AND CITIES -- ZONING ORDINANCES - Amends the standards and limitations on permitted parking requirements for dwelling units.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Empowers the division of motor vehicles to make available special motor vehicle registration plates for the not-for-profit entity, the Dominican Independence and Heritage Award Committee of RI.

COURTS AND CIVIL PROCEDURE -- COURTS -- SUPERIOR COURT - Provides technical amendments relating to comprehensive planning and land use, subdivision of land, zoning ordinances and low- and moderate-income housing.

SOLEMNIZATION OF MARRIAGES - Allows Noah David Lloyd to join Lucia Helen Given and Noah Alexander Moroski in Marriage on or about September 27, 2026, within the Town of Narragansett, Rhode Island.

PUBLIC PROPERTY AND WORKS -- MANAGEMENT AND DISPOSAL OF PROPERTY - Authorizes the department of environmental management to enter into leases of up to forty (40) years at State Pier #9 in Newport, Chase Marina in Tiverton, and all other ports and marine facilities owned and operated by the department.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Creates a special motor vehicle registration plate for the Friends of the Historic Narragansett Towers.

ELECTIONS -- MAIL BALLOTS - Requires the board of elections to establish a secure area for the public observation of mail ballot processing and require the mail ballot voter’s signature be compared to the signature on file within the state central voter registration system.

LABOR AND LABOR RELATIONS -- WORKERS' COMPENSATION -- GENERAL PROVISIONS - Amends various sections of the workers' compensation statute relative to the court's jurisdiction and the court's authority.

MOTOR AND OTHER VEHICLES -- SIZE, WEIGHT, AND LOAD LIMITS - Provides a series of updates to size, weight, and load regulations for commercial and specialized vehicles.

CRIMINAL PROCEDURE -- CRIMINAL INJURIES COMPENSATION - Permits victims of stalking to recover for expenses related to relocation or home modification under the crime victim compensation program.

CRIMINAL OFFENSES -- IMPERSONATION AND IDENTITY FRAUD - Protects individuals and businesses from those who knowingly impersonate an entity with the intent of facilitating fraud. This act would also protect individuals and businesses from digital forgery.

MOTOR AND OTHER VEHICLES -- MISCELLANEOUS RULES - Restores law enforcement discretion, allowing officers to issue a verbal warning when appropriate or pursue misdemeanor or felony charges in more egregious cases where a child is left unattended in a motor vehicle.

WATERS AND NAVIGATION -- COASTAL RESOURCES MANAGEMENT COUNCIL - Provides that the legislature would be the body that negotiates on behalf of the state for all activities occurring in, on and over state submerged land extending beyond twenty-five (25) acres.

FISH AND WILDLIFE -- LICENSING - Allows any member of a federally recognized Indian tribe located in Rhode Island to receive recreational freshwater and saltwater fishing licenses free of charge.
