BUSINESSES AND PROFESSIONS -- PUBLIC ACCOUNTANCY - Updates the state’s public accountancy act for consistency with the 9th edition of the Uniform Accountancy Act, as issued by NASBA and AICPA in July 2025.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Creates a special motor vehicle registration plate for the Friends of the Historic Narragansett Towers.

BUSINESSES AND PROFESSIONS -- REAL ESTATE BROKERS AND SALESPERSONS - Requires any person in the business of selling, assigning or buying an equitable interest in real estate without taking legal title to such property, to be licensed as a real estate broker or salesperson and to comply with the disclosure requirements.

TAXATION -- PERSONAL INCOME TAX - Provides that the tax administration may prescribe regulations requiring returns of information to be made/filed on or before 2/28 each year with filing thresholds consistent with applicable thresholds for info filings pursuant to 26 U.S.C. § 1 et seq.

WATERS AND NAVIGATION -- COASTAL RESOURCES MANAGEMENT COUNCIL - Provides that the legislature would be the body that negotiates on behalf of the state for all activities occurring in, on and over state submerged land extending beyond twenty-five (25) acres.

Authorizes the city of Pawtucket to issue not more than $2,000,000 general obligation bonds and notes to finance the construction, reconstruction, repair and equipping of bridges.

Authorizes the city of Pawtucket to issue not more than $5,000,000 general obligation bonds and notes to finance the construction, renovation, improvement, repair, alteration, furnishing and equipping of public buildings.

MOTOR AND OTHER VEHICLES -- DEFINITIONS AND GENERAL CODE PROVISIONS - Clarifies when mobile equipment can travel on a public highway as an incidentally permitted practice limited to the active participation in an active work zone.

TAXATION -- TAXATION OF BANKS - Amends the apportionment and allocation of income for purposes of taxation relating to the taxation of banks.

MOTOR AND OTHER VEHICLES -- DEFINITIONS AND GENERAL CODE PROVISIONS - Clarifies when mobile equipment can travel on a public highway as an incidentally permitted practice limited to the active participation in an active work zone.

Authorizes the city of Pawtucket to issue not more than $4,000,000 general obligation bonds and notes to finance the planning, evaluation, design, construction, equipping and reconstruction of sanitary sewers and storm sewers.

LABOR AND LABOR RELATIONS -- PAYMENT OF WAGES - Eliminates prescribed timelines for hearing and determination in certain enforcement actions before the department labor and training to align with reasonable practice.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Creates a special motor vehicle registration plate for The Rhode Island Hockey Hall of Fame.

PUBLIC OFFICERS AND EMPLOYEES -- RHODE ISLAND PUBLIC EMPLOYEE PENSION REVOCATION AND REDUCTION ACT - Authorizes the state retirement board to revoke or reduce an individual’s pension benefit if that individual is convicted or pleads guilty or no contest to a felony sex crime related to their public office or public employment.

STATUTES AND STATUTORY CONSTRUCTION - Re-enacts certain chapters of title 45 relating to towns and cities and provides various technical statutory construction edits throughout the general laws.

COURTS AND CIVIL PROCEDURE -- COURTS -- SUPERIOR COURT - Changes the term of drug court to recovery court.

FINANCIAL INSTITUTIONS -- LICENSED ACTIVITIES - Establishes requirements for capital, liquidity, and corporate governance including: audit, risk management, and board oversight, for nonbank mortgage servicers.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Empowers the division of motor vehicles to make available special motor vehicle registration plates for the not-for-profit entity, Dominican independence and heritage award committee of RI.

HEALTH AND SAFETY -- THE RHODE ISLAND LIFE SCIENCE HUB ACT - Amends the compositions of the Rhode Island life science hub board of directors and amends the I-195 redevelopment district commission and provides additional amendments to the powers and duties of the commission.

ELECTIONS -- MAIL BALLOTS - Requires the board of elections to establish a secure area for the public observation of mail ballot processing and require the mail ballot voter’s signature be compared to the signature on file within the state central voter registration system.

LABOR AND LABOR RELATIONS -- WORKERS' COMPENSATION -- GENERAL PROVISIONS - Amends various sections of the workers' compensation statute relative to the court's jurisdiction and the court's authority.

Authorizes the city of Pawtucket to issue not more than $2,000,000 general obligation bonds and notes to finance the renovation, construction, reconstruction and equipping of public recreation facilities.

HEALTH AND SAFETY -- STATE BUILDING CODE -- ADMINISTRATION AND ENFORCEMENT - Authorizes municipalities to make an emergency declaration under limited circumstances to allow for the construction and use of SAFE Units on a temporary basis which have specialized requirements and exemptions from the state fire and building codes.

SOLEMNIZATION OF MARRIAGES - Allows Joseph Couto to join Brandon Kemmy and Jacqueline Manousos in Marriage on or about August 2, 2026, within the Town of Tiverton, Rhode Island.
